2 ISRAEL - GENERAL INFORMATION Population: about 8 million Electricity: Installed electricity generating capacity: ~13 GW Current usage: ~ 60 Billion kwh/y (60 TWh/y ) An island in electrical terms Demand increases at 2 TWh/year (3-3.6%) Yearly population growth ~ 1.9% 2

5 Governmental Energy Policy Feed in Tariff (FiT) incentive program for renewable energy implementation, mainly solar energy, was introduced in summer Since summer 2008 a large change in PV installation materialized, reaching 190 MW PV installed by the end of March The FiT program continues. There are internal debates on rationing of PV between different market segments and concerning the use of ground for installations. Additional program of Energy Efficiency aiming at 20% reduction of energy consumption country-wide has recently started. 5

6 GOVERNMENT DECISIONS June 2008 decision no. 1: Regulation for dispersed electricity production for self consumption and surplus transfer to the grid, by small devices with photovoltaic technology. Long term agreements for 20 years contracts. Amount allocated: 6

8 PUBLIC UTILITIES AUTHORITY (PUA)- ELECTRICITY REGULATION FOR IMPLEMENTATION OF POLICY Applies to home PV systems up to 15 kw and to other customers with installed system up to 50 kw. Valid until achieving total of 50 MWatt or the end of 2014, the earliest of them. Permits issued are 364 MW for medium size systems ( ). Total number of applications 750. Of those, the applied power exceeds 1300 MW. ( ) 8

9 PUA IMPLEMENTATION OF POLICY Gradual tariffs reduction for new PV systems of intermediate size. E.g NIS/kWh > 1.67 > 1.36 NIS/kWh for private house Tariff will be updated to 1.09 NIS/kWh in medium size commercial systems for those who will get permit starting

10 PV INDUSTRY IN ISRAEL PRODUCTION, DESIGN, INSTALLATION AND R&D CPV - ZenithSolar Building and running Concentrating PV systems that produce electricity and hot water for citizens and industrial use Inverters Solaredge, with special module monitoring and PV system optimization to get higher power yield than conventional inverters 10 Panels Amcor conversion to water-cooled PV panels originally manufactured in China There is no PV cell production in Israel R&D are carried out in industries and universities: e.g. batteries, dye sensitized solar sells, dust removal from PV panels.

13 INDUSTRY - LARGE PV PLANT APPROVED AT ASHALIM On March 6 th 2012 the BOT tender for a 30 MWp PV power plant in the Negev desert was finally decided, after many postponements. The price per kwh is 0.53 NIS = EUR = USD! Private consumer grid electricity price is NIS/kWh (+16% VAT) (1 Euro ~ 5 NIS) 13

14 INDUSTRY - ASHALIM SUN COMPANY TENDER WINNER FOR 30 MW PV POWER STATION IN ASHALIM Ashalim PV power station is expected to start operation during Two other, Thermo-solar stations (steam) in Ashalim of 110 MWatt each are still under tender process. Total power plants in Ashalim is expected to be 250 MW. 14

17 INDUSTRY USERS : INSTALLATION OF A PRIVATE ROOFTOP 4KW P PV SYSTEM FIRST HAND EXPERIENCE PV system is expected to work 20 years; Return on investment ~9 years. Permit is required from Israel Electric Company before installation and before connection to the grid. Municipality permit, took 14 months instead of 3. Installation of two meters. Each step added expenses to the cost of installation that was presented by the sales and installation company. Optional: Security against theft and insurance. Total output between 4 January 15 April 2012: 1702 kwh. 17

20 SUMMING UP (1) - Construction of grid-connected PV systems started since the introduction of Feed in Tariffs (FiT) in June There are hurdles of governmental and municipal procedures that the market has to face and overcome. In case PV reaches grid-parity, FiT might be abandoned. Increase in price of oil may drive investments in PV without artificial incentives. With large new reserves of offshore gas and land oil shale recently discovered in Israel - 20

21 SUMMING UP (2) - Will PV still be Attractive? With large new reserves of offshore gas recently discovered in Israel: 250 BCM (Tamar) Wishful thinking 500 BCM Total estimate: 1200 BCM 450 BCM (Leviathan) 21
