5 1.0 INTRODUCTION 1. SSE Generation Limited ( SSE ) is proposing to develop a new gas fired power station and associated gas supply pipeline (together the project or the proposed development ) at and near Ferrybridge, Knottingley, to be known as Ferrybridge D. 2. The project will be located on within the administrative boundaries of Wakefield Metropolitan District Council ( WMDC ), Selby District Council ( SDC ) and North Yorkshire County Council ( NYCC ). 3. The power station will be capable of producing up to 2,200 megawatts (MW). This means that the power station will be a nationally significant infrastructure project. SSE will require a Development Consent Order (DCO) under the Planning Act A DCO is a type of legislation known as a Statutory Instrument which contains the powers (including planning permission) needed to develop the power station and any associated development needed to operate it. SSE will apply for a DCO to the Planning Inspectorate, who will carry out an examination of the application on behalf of the Secretary of State, who will then make the final decision on the application. 5. The SoCC has been prepared with reference to guidance 1 published by the Department of Communities and Local Government (DCLG) as well as guidance from PINS advice notes and the local authorities. 6. Pre application consultation provides the main opportunity for the local community to be engaged with, and help shape the proposals. 6 2.0 SSE'S CONSULTATION PROCESS 7. Before applying for a DCO, SSE must carry out consultation and publicity activities required by Sections 42, 46, 47 and 48 of the Planning Act 2008 and associated regulations and have regard to government guidance. 8. This SoCC sets out how SSE will consult with the local community, including residents living within the vicinity of the project, the general public, community groups, local businesses, as well as others who work in or use the area as required by Section 47(1) (6) of the Planning Act SSE is adopting a two stage approach to its pre application consultation. A stage of nonstatutory consultation (the 'Stage 1 Consultation') was undertaken in February and March 2018 by SSE (Keadby Generation Ltd). This has influenced the project s development, which will be described in the Consultation Report to be included with the application. The Stage 1 consultation has also informed the approach to statutory consultation (the 'Stage 2 Consultation') which will be denoted at relevant places within this Statement of Community Consultation (SoCC). About SSE 10. SSE is one of the UK s leading energy companies and the largest non nuclear electricity generator, operating a diverse generation portfolio across the UK and Ireland. SSE owns the proposed site for the development and is a 50:50 partner in the neighbouring Ferrybridge Multifuel 1 and 2 Power Stations. November

8 3.0 THE FERRYBRIDGE D CCGT PROJECT Site location 11. The Proposed Development Site (corresponding to the proposed limits of the land to which the DCO would apply) comprises: land within the boundary of the existing Ferrybridge C Power Station at Stranglands Lane, Knottingley, WF11 8SQ. This land is entirely within the ownership of SSE (the Applicant). This broadly corresponds to Option 1 (the Former Generating Plant Area ) in the Stage 1 consultation; and A corridor of land extending for 9.8km eastwards terminating at a point on the National Grid Gas National Transmission System (NTS) Feeder 29 south east of Gateforth. This land is predominantly in third party ownership. This is known as the gas connection corridor. The corridor broadly corresponds to the Central Route' option in the Stage 1 consultation. Project components 12. The project is formed of a number of components. On the land within the existing Ferrybridge C Power Station Site are proposed the components required to construct and operate the power plant and connect it to the National Grid electricity transmission network: Proposed Power Station Site the CCGT, peaking plant, black start facility and associated infrastructure; Proposed Cooling Water Connections; Proposed Borehole and mains water Connections; Proposed Electricity Connection from the Proposed Power Plant Site to the existing electricity transmission infrastructure within the existing coal fired power station site; Part of the proposed gas connection corridor for the route of the proposed gas supply from the National Grid Transmission gas network to the power station and associated infrastructure; Proposed Construction Laydown; and Proposed Carbon Capture and Storage Readiness (CCR) Land government regulations and policy requires that land is set aside for a potential future carbon capture plant. 13. Within the Gas Connection Corridor will be situated the remaining (majority) of the pipeline for the gas supply connection to National Grid Transmission gas network and associated infrastructure both above and below ground. Need 14. Government policy set out in the Overarching National Policy Statement for Energy (NPS EN 1) states that the UK needs all types of energy infrastructure in order to achieve energy security of supply at the same time as reducing greenhouse gas emissions. 15. Natural gas plays an important role in the UK electricity generation mix, as it: November

9 Provides a reliable source of flexible power generating capacity to back up renewable forms of energy production; and Results in substantially lower carbon dioxide emissions per megawatt (MW) of electricity generated than existing coal fired and oil fired power stations helping to deliver UK climate change targets. 16. The project would be capable of operating as early as 2024, in advance of the removal of all coal generation is removed from the UK fleet in It would therefore be capable of providing a substantial contribution to security and flexibility of supply for around 25 years. Environmental Impact Assessment 17. SSE is preparing a number of environmental documents and undertake assessments and impact studies that provide information on the likely significant environmental effects of the proposals. This information will ultimately be combined into an Environmental Impact Assessment Report ( EIA Report ) that will form part of the DCO application. The scope of the EIA will be based on the Planning Inspectorate s Scoping Opinion for the scheme which is available to view at the humber/ferrybridge d combined cycle gas turbine ccgt power station project/. 18. During our Stage 2 consultation we will make available environmental information that will enable consultees to understand the initial findings of our assessments of likely significant environmental effects, how these have influenced design development and our approach to mitigating or avoiding significant effects. We will publish this in a Preliminary Environmental Information Report ( PEIR ). DCO Application and Examination Process 19. During the pre application period it is the promoter, SSE, who is responsible for carrying out stakeholder and community consultation. 20. The Planning Inspectorate is the government agency responsible (on behalf of the Secretary of State) for examining applications for DCOs. SSE will therefore submit an application for a DCO to the Planning Inspectorate ( PINS ) for examination. 21. If PINS determine that the application should be accepted then it will be examined in public, likely in summer autumn Following the completion of the examination process will then recommend to the Secretary of State whether or not the application should be approved. Appendix 1 illustrates the six key steps of the application process for DCOs. 22. In deciding whether or not to approve the application, the Secretary of State will have regard to the relevant National Policy Statements (NPSs), which set out the need for new energy infrastructure and the issues to be considered in determining such applications. 10 4.0 CONSULTATION OBJECTIVES 23. SSE s overall consultation objectives are to: Raise awareness of what is proposed and to give local people, relevant local authorities, statutory consultees and other stakeholders an opportunity to comment upon the proposals. Provide clear and concise information to all sections of the local community. Provide a range of different opportunities for members of the local community, relevant local authorities and other stakeholders to engage with the project and comment on the proposals at an appropriate stage. Invite feedback and ensure that SSE understands the views of consultees so that these can be considered during the design development process. Show how the proposals have taken account of consultation. 24. To deliver these objectives SSE is undertaking a two stage consultation process consisting of: o o Stage 1 Consultation (held 16 March 16 April 2018): informal consultation with the local community in close proximity to the proposed site, as well as relevant technical bodies (e.g. Natural England and the Environment Agency) and relevant local authorities. Stage 2 Consultation (12 November 17 December 2018) formal consultation in accordance with the statutory requirements of the Planning Act 2008 with the local community, and relevant prescribed consultees and bodies, including technical and regulatory organisations, relevant statutory undertakers, relevant local authorities, and those persons with an interest in the land required for the project 2. What we will consult on 25. Consultation will involve consultation on our proposed DCO application in accordance with the requirements of the Planning Act 2008 and will seek views on: The details of our revised proposals (taking account of the findings of Stage 1 consultation) including how the final site will look and operate. The PEIR we have compiled. Our emerging proposals for avoiding, minimising and/or mitigating any significant environmental or community effects likely to arise. We will also welcome suggestions for other ways of addressing impacts upon, or enhancing, local transport routes and the surrounding environment and landscape. 26. There are certain aspects of the Proposed Development that are relatively fixed due to technical, economic, environmental and health and safety considerations. These aspects include the maximum dimensions (height, width and length) of certain buildings and items of plant, for example, the height of the emissions stack that is influenced by the need to ensure adequate dispersion of emissions to air from the facility. 2 In accordance with Sections 42 and 47 of the Planning Act 2008 (as amended) November

The comments received during the Stage 2 consultation will be taken into account during the finalisation of the proposals where practical and feasible having regard to technical, economic, environmental and health and safety considerations, and also subject to the views and requirements of the statutory consultees such as the Environment Agency and Health and Safety Executive, amongst others. The Consultation Report will report on the findings. Who we will consult 28. We will target consultation activities upon a defined geographical Consultation Area: An outer zone extending to approximately 10 km in all directions from the Site to encompass those who, although not in close proximity, may be potentially affected by the Proposed Development or be interested in it; and An inner zone extending approximately 1.5 km from the centre of the Site (taking the centre line of the gas connection corridor). This represents the area that could be directly affected by the Proposed Development. 29. The above approach is similar to the approach taken in Stage 1 consultation, with each zone extending the same approximate distance from the Site. However, the Site encloses a smaller area, reflecting the selection of a preferred gas pipeline route and CCGT plant location since Stage 1 consultation. Accordingly, the total amount of land, and number of addresses, enclosed by the outer zone and inner zone are smaller than at Stage 1. 14 5.0 HOW WE WILL CONSULT 30. We will consult using a range of methods as follows, which are similar to those used for our Stage 1 consultation. Information events and document deposit locations 31. We will hold six public information events staffed by the project team to answer questions and encourage feedback forms to be completed. These are varied in location and time of day/week to maximise accessibility and will avoid school half term. Venues have been selected for availability, proximity to the development and the inner zone, accessibility and space. We will also mail out a newsletter to all addresses within the inner zone to publicise the consultation and the information events, and will erect posters at community noticeboards and other prominent locations within both the inner and outer zone before and during the consultation period. 34. We will send a newsletter to all respondents to the Stage 1 consultation who indicated they wished to be kept updated about the project, along with the Community Liaison Group mailing list and parish councils. In the case of parish councils we will write to all eleven parish councils originally identified in the EIA scoping consultee list, and who were affected by the Stage 1 proposals. 35. We are required to publish a SoCC Notice in a newspaper circulating in the vicinity. We are therefore publishing notices in two editions each of the Goole and Selby Times and the Pontefract & Castleford Express (1 & 8 November) and the Yorkshire Post (2 & 9 November). This is in addition to the publication of the Section 48 notice in The Times, and the same newspapers as above, on a range of dates, publicising the draft application and the consultation events, website and deposit locations. We will also publish a press release and update our project website ( The website will host copies of all consultation documents, as well as an electronic feedback form/ questionnaire. 36. The posters, newsletters, website and SoCC Notice will all clearly advertise the dates of the consultation period and the public information events and provide the project address (ferrybridged@sse.com), website address and postal address. The posters and website will also include a telephone number for SSE s Project Liaison Manager, Jade Fearon. 37. SSE will also provide an update on the project to the established Community Liaison Group. During the consultation period, should a meeting with the project be requested by other community organisations SSE will make reasonable endeavours to meet. 38. SSE will aim to provide a response or acknowledgement to questions or requests for further information received via the project website, address, helpline or letter/feedback form. SSE will also aim to respond to any verbal requests (particularly at the public information events) but can only guarantee consideration of responses made in writing via the project website, address or letter/feedback form. 39. These will be considered by SSE and reported on in the Consultation Report accompanying the DCO application. Any comment sent to SSE via these methods may be quoted within this report (with personal information removed) or passed to the Planning Inspectorate on their request. November

16 Accessibility 40. SSE will give due regard to the need to maximise accessibility for people sharing characteristics protected under the Equality Act 2010 in terms of the materials displayed, venue accessibility and location, and timing of events. November

22 Section 47 (6) (a) Planning Act 2008 The Ferrybridge D CCGT Project Notice publicising the Statement of Community Consultation Proposal for a new gas-fired power station at the Ferrybridge Power Station site, Knottingley, West Yorkshire and associated development, including a gas supply pipeline connection. Notice is hereby given that SSE Generation Ltd ( SSE ) proposes to apply to the Secretary of State for Business, Energy and Industrial Strategy for a Development Consent Order under the Planning Act 2008 to develop a new gas-fired power station and associated development on land at and near the Ferrybridge Power Station site. The Ferrybridge D CCGT Project ( the Project ) comprises the development of a new gas-fired power station with a gross output capacity of up to 2,200 megawatts ( MW ), including a peaking power plant of up to 299 MW and associated development on land at the Ferrybridge Power Station Site, Stranglands Lane, Knottingley, West Yorkshire. The Project also includes other associated development in the form of a gas supply pipeline that would be installed within a corridor of land extending approximately 9.8 km north-east from the Ferrybridge Power Station site, terminating south-east of Gateforth in North Yorkshire. The gas supply pipeline would connect to the National Transmission System ( NTS ) for gas at this point. An Above Ground Installation would be constructed at the connection point to accommodate the necessary plant and equipment. SSE has a duty to consult the local community about the Project under Section 47 of the Planning Act 2008 and has produced a Statement of Community Consultation ( SoCC ) setting out details of how it will undertake that consultation and how to get involved. This notice outlines when and where a copy of the SoCC can be inspected, and provides an overview of how to get involved.
