Digester #3 mixer changed to 2 hours off and 4 hours on for a total of 8 hours off during a 24 hour period. Digester #2 placed in service. Manually feeding the digester as the SCADA program was not set-up as yet. Digester gas compressor K-7101 failed. Engines are running on natural gas. Tested the new digester tri-plex transfer pump by pumping the remainder of digester #4 to drying bed #39. SVRP/SRDF: Replaced drives to the coag/floc mixers and backwash waste pump #2. Air Tech has been working to resolve HVAC problem in the SVRP blower room Page 1

2 Recycled 100% of the RTP flow 27 of 30 days in September ACH/Polymer dosage = 1.8 mg/l TDS = 825 (contact basins) Conductivity = 1200 A-1 Monitoring Station Source Control/Laboratory Conducted MRWPCA Pretreatment Program facility inspections, follow up compliance inspections, or sampling/monitoring at the following facilities: o Tosca, LTD o Sabor Farms (2) o Shell Oil Company o Monterey Bay Aquarium o Colonial Silver (2) o Bin Doctor o Salinas Valley Memorial Hospital (2) Conducted a review of all applicable plans on a weekly basis at the various Building Departments for new/remodel construction projects and generated a written plan check response for the following business: Salinas Laundromat, Salinas. Conducted the weekly and monthly industrial wastewater monitoring for billing as required by the Salinas Ponds Contract at the 24 permitted facilities. In all, 67 grab sampling events were completed. Completed the job shadow days for MRWPCA Lab staff. Each Lab Analyst did a ride-a-long with Source Control staff on the Salinas Pond sample day to see the locations and types of samples that are taken from the regulated Industries. Processed monthly flow reports from 24 permitted facilities for the Salinas Ponds Contract and forwarded the flow data to the MRWPCA Customer Service Department for bill generation. Worked on several special discharge requests and potable water well projects that could involve a discharge to the sanitary sewer or a hauled liquid waste. Continued with the Salinas Food Prep Facility Storm Water Inspection cycle for There will be approximately 600 food prep facilities that will be inspected for Storm Water Discharge compliance and the City has added Grease Program and Trash Management components to the inspection. Worked with the MRWPCA Lab staff on the special GWR sampling being conducted at the RTP, Salinas Ponds and the Blanco Ditch. Attended a meeting and training with City staff for the startup of the Salinas Industrial Storm Water Inspection cycle for Attended a kick off meeting with City staff for the Pacific Grove Grease/Storm Water Inspection cycle for Conducted the 2013 Priority Pollutant Monitoring event at the RTP which consisted of sampling the Influent, Secondary Effluent, Tertiary Effluent and Sludge over a two day period. Assisted NOAA with sampling equipment for conducting the Monterey Bay First Flush Page 2

3 monitoring event. A Source Control staff member began assisting the Lab staff with weekend monitoring, testing and reporting tasks. Began an accelerated training schedule for the 2 new Contract Lab Technicians, Duha Ibrahim and Angela Avidano. Assisted with collection and shipment of samples collected while the Salinas industrial influent was temporarily shunted to the RTP in order to help meet the objectives of the Groundwater Replenishment program. Engineering Services SCADA: Issued the Request For Proposals; Held pre-proposal meeting. Moss Landing Pump Station Upgrades: Issued a Request For Proposal for Engineering design services. Cogen Compressor: Issued a bid package for new compressor. Hope to award at the October Board meeting. CP203 (Digester Mixing System Upgrades Project): Completed Digester No. 2 and installation of transfer pump including the programming. Began working on Digester No. 4 to install the radar level instrument and modifications to the gas piping. CP220: Completed programming modifications, troubleshot issues with flowmeter and programming, analysis of energy usage, worked with contractor on punch list items. CP247 (Roof for Primary 1-4 Pump Pit): Worked with contractor on coating/welding issues. Coating/repair work complete, structural frame complete, gutters complete. CP249: Reviewed gate manufacturer submittals for different gates for inclusion in the plans and specifications. CP256 (Castroville Pump Station Influent Manhole Replacement Project): Contractor installed new manhole and completed forcemain reroute connection. CP258 (Sludge Thickening Rehabilitation Project): Continued reviewing submittals. CP259 (Pump Station ph/ec Monitoring): Continued work on design. Reclamation: Ordered new Chlorine Contact Basin cover for East-middle basin, Solar facility repaired and back to full capacity, received certification for CEC Renewable Portfolio Standard for SVRP Solar A & B, continued work with Solar City and energy consultant on SVRP demand reduction, held WQ&Ops Committee meeting, coordinated MRWPCA participation on Legionella study for Recycled Water. UR502 GWR: Provided assistance/information for Pilot Program layout; contractor walkthrough and bid review. Continued feasibility study preparation and facilities planning. Met with consultants, MCWD, Salinas, and Seaside. Developed CEQA project description with help of technical and CEQA consultants and managers. Continuing to work on City of Seaside easement time extension request. Provided support for negotiations with MCWRA, MCWD, and City of Salinas. Coordination meeting with CPUC CEQA consultants. UR502/504: Had meetings with Effluent Monitoring Station Consultants and supplied drawings and info for design. Paging System: Worked with Exceedio to fine tune the scope and fee to replace the existing analog paging system to a digital paging system and expanding the data network at the Page 3

4 RTP. Miscellaneous Compliance Tasks: completed well destruction activities at Seaside PS related to closure of UST Case, conducted monthly CCLEAN meeting, correspondence with MBUAPCD regarding PG Odor issue, and attended CalEPA Nitrate Treatment Technology, Statewide CEC Monitoring Study and Desalination Amendment Workshops. Monterey Peninsula Water Supply Project: Met with Cal Am s pipeline designer for coordination. Provided CEQA comments to City of Marina about monitoring wells, test slant well, and connection with Ocean Outfall. Safety Attended the Waste Management District Board meeting regarding their Board consideration of a new Fire / Emergency contract with Marina Fire Department. Drafted a Staff Report regarding PCA Board consideration of a new contract with Marina Fire Department. Created the Safety Training Calendar for November 2013; 3 HAZCOM Classes were scheduled; 3 CPR/AED/Blood borne Pathogen Training classes were scheduled. Reviewed and updated new Operations staff, (Nathan Clark and David Bradley) Training packets. Completed the monthly Self Contained Breathing Apparatus (SCBA) inspections for September for the 8 Emergency Response Team (ERT) carts and the 2 SCBA s in the Confined Space Rescue Trailer. Completed 3 Confined space Training classes; Reviewed and watched the training video; Reviewed the importance of equipment inspections; Groups completed the written exam. Completed 3 Emergency Response Team Monthly meetings. Reviewed the new safety straps for fall protection and suspension trauma and the effects of that prolonged trauma. Scheduled 1 Chlorine Emergency B-kit training class for Carmel Area Wastewater District for October 17. The District will borrow the MRWPCA 1 ton training cylinder and 1 of the Emergency B-kit training units. Community Relations Tours Conducted (2): Santa Cruz Water Aware/Desal Alternatives group on 9/4; Monterey Bay Aquarium Applied Research Team 9/25. Exhibits (3): Monterey County Fair exhibit 8/28 9/2; Del Rey Oaks City Birthday Picnic 9/15, featuring SCSD grease scrapers and Recipe for Fat-Free Sewer magnets; MBWWA/MBS CWEA Vendor Show 9/12 in Castroville featuring proposed GWR Project, monthly public tours, and FOG outreach materials. WDR Grease Outreach (NC 403): finalizing FY 13/14 program. All 10 funding partners committed to a 20% increase in annual program cost; ClogBusters Facebook postings. Castroville Community Services District ( ): artwork revision and reorder of 1,000 Neighborhood Clog Alert door hangers. Groundwater Replenishment Project - (UR-502): attended MPWMD Public Outreach Committee Meeting; developed draft Project Phasing chart; attended GWR Technical Team meetings 9/6 and 9/20. Page 4

5 Water Awareness Committee: attended monthly meeting; developed cost estimates for exhibit and promotional materials for approval at October meeting. Unflushables Outreach: prepared informational materials to Board of Directors regarding new labeling agreement with sanitation and non-woven fabrics industry and the June rd Edition Guidance Document for Assessing the Flushability of Nonwoven Disposable Products; updated information on agency website. Pharmaceutical Disposal: developed Spanish version of pharmaceutical take back flyer; coordinated with MCEH to add MRWPCA logo on their pharmaceutical disposal flyer. Other: developed Billing messages; coordinated development/printing of UPDATE billing insert for October/November billing cycle; continued revisions to new agency website; completed and returned Cal-Am Water Usage Survey 9/25 for the Admin Bldgs (obtained site plans, called/met with landscapers regarding irrigation system BMPs. Human Resources Accounting Assistant l/ll - Tested 52 of the 218 applicants that met the minimum qualifications. Of the 52, 17 were interviewed by John and Leara. Top 6 applicants would be invited back for the next round of interviews in October. Electrician - Received 33 applications; tested 27 applicants on September 19th. Interviews will be held in October. Wellness Committee: o The 2nd Exercise Challenge is in full swing. We have had two raffles: Raffle #1 Winners (Pedometer): Mike McCullough, Doug Dowden, Karen Harris, and Josh Carrasco Raffle #2 winners (Water bottles): Becky Crout, Erica Lecce, Michelle Bumgardner, and Cate Lacono o The Exercise Challenge II ends on October 6 th ; Team 5 is currently in 1st Place with 1218 minutes and Team 1 is in 2nd place with minutes ATTACHMENTS: RECOMMENDED MOTION: None None required.
