(Terracon) appreciates the opportunity to submit this proposal to provide geotechnical services for the above referenced project. 2 Proposal for Geotechnical Engineering Services Old Road Paving Improvements Oelwein, Iowa October 31, 2017 Terracon Proposal No. P Project Description Item Proposed construction Maximum site grading (based on plans provided) Description Old Road will be reconstructed from Outer Road about 1,550 feet to the west. The new roadway centerline will be shifted south as much as 12 feet on the eastern end of the project, and raised as much as 4 feet. A rural pavement section consisting of 24-foot wide, PCC pavement and 2-foot wide granular shoulders will be constructed. No underground utilities are planned as part of the reconstruction. Cut: Fill: Traffic Volume (provided) 290 VPD in feet 12 feet (in existing ditches) If any of the preceding project information and assumptions are not accurate, please let us know so that we may make modifications to our scope of services, if necessary, and/or include the information in our geotechnical engineering evaluations and report. Updated traffic volume information, including anticipated semi-tractor and trailer traffic, should be provided to Terracon for incorporation in our pavement thickness recommendations SCOPE OF SERVICES 2.1 Subsurface Exploration As requested, our scope of services will include drilling and sampling three (3) borings to depths of 15 feet below existing grades. Soil sampling will be performed in general accordance with industry standard procedures wherein, thin-walled tube samples and split-barrel samples are obtained. Soil sampling will generally be performed at intervals of 2½ feet in the top 15 feet and at 5 foot intervals thereafter if deeper borings are required. Our soil borings would not be terminated in soft or unsuitable soils. The borings would terminate at practical auger refusal in bedrock, if encountered, however. Once the samples have been collected and classified in the field, they will be placed in appropriate sample containers for transport to our laboratory. Upon completion of drilling at each boring location, the borehole will be backfilled with grout as requested. If cold temperatures exist at the time of our exploration, we recommend the boreholes be backfilled with sand instead of grout. It is important to note that settling of borehole backfill can occur over a period of time, and long-term maintenance of the boreholes will be the responsibility of others. No future maintenance or filling of the holes is included in our fee. Excess auger cuttings would be disposed of off-site. Responsive Resourceful Reliable 2

3 Proposal for Geotechnical Engineering Services Old Road Paving Improvements Oelwein, Iowa October 31, 2017 Terracon Proposal No. P Laboratory Testing Portions of recovered soil samples will be tested in our laboratory to determine physical engineering characteristics. We propose the laboratory testing program generally include: Unified Soil Classification System (USCS) visual classifications Moisture content tests Dry density determinations and unconfined compressive strength tests Hand penetrometer tests Liquid and Plastic limit tests Compaction characteristics tests of soils tests (a.k.a., Standard proctor tests ). 2.3 Geotechnical Engineering Report After completion of the field and laboratory testing programs, the data and conditions will be evaluated and a geotechnical engineering report will be prepared by and/or under the supervision of an experienced civil/geotechnical engineer licensed by the State of Iowa. Our results will be summarized in this report, which will include and/or address the following: Stratified, computer-generated boring logs with laboratory test results, and groundwater levels observed during and after drilling operations Site Location Map and Boring Location Diagram Subsurface exploration procedures General project description Gravel thicknesses and Soil conditions (existing) Groundwater conditions (existing) Pavement subgrade preparation recommendations including anticipated undercuts Earthwork recommendations including suitable material types and fill placement and compaction General grading and drainage recommendations PCC Pavement thickness recommendation Pavement subsurface drainage recommendations 2.4 Performance Schedule In order to expedite this project, Fox Engineering and the City of Oelwein should consider that Terracon s field services will begin within 3 days after receipt of written authorization to proceed. Thus, the identification and location of any private utilities should be initiated prior to authorization of our services. Please note that in some instances weather and/or site conditions can delay our drilling schedule. We recommend that Fox Engineering survey our as-drilled boring locations in order to help expedite our field services and delivery of our report. Our draft geotechnical engineering report would be provided within 2 weeks after receipt of authorization Responsive Resourceful Reliable 3

We anticipate that our final geotechnical engineering report can be provided within 3 days after receipt of comments from Fox Engineering. 2.5 Conditions/Items to be provided by Client Items to be provided by the City of Oelwein or Fox Engineering include: Surface elevations at the as-drilled boring locations, Average number of trucks/semis anticipated to use the road per day, and The right of entry to conduct the exploration The owner should also have an awareness of, and provide location and marking of, any private subsurface utilities existing in the area. We will contact Iowa One Call (IOC) for location of utilities in public easements. Location of private utilities is not part of the IOC or Terracon s scope of services. All private lines should be marked by others prior to drilling. For the purpose of preparing our cost estimate, we considered that access to the boring locations will be possible with our truck-mounted drilling equipment, and that the borings will be performed through the existing roadway. For the purpose of preparing our budget estimate, we also considered that the subsurface exploration can be performed with personal protective equipment including high visibility vests, hard hats, steel-toed boots, safety glasses, and gloves. If evidence of contamination is observed in any of the borings, the exploration at that location will be terminated and our findings discussed with you. Should personal protective equipment upgrades or special borehole sealing procedures become necessary, our scope of services will be discussed with you prior to commencing further drilling. If there are any restrictions or special requirements regarding the site or exploration, these should be made known to us prior to commencing field work. 3.0 COMPENSATION Based on the service request, available project information, the scope of services presented in this proposal, and the attached Exhibit C, we are prepared to perform this work for a not to exceed fee of $4,950 if the road can be closed during our field work, or a not to exceed fee of $5,550 if the City of Oelwein desires the road to remain open during our field work. Please note that we will only bill for the actual services performed in accordance with the attached Budget Estimate, and Terracon s actual fee may be less than the proposed not to exceed amounts. If revisions to our scope of services are requested, we will prepare a supplemental proposal describing our additional scope of services and fees prior to initiating any additional services. Our invoice for this project will be submitted after completion of our geotechnical engineering report to the addressee of this proposal, unless we are notified otherwise.
