Tariff Filing Dear Secretary Bose: In compliance with the Interstate Commerce Act, 49 U.S.C. 1 et seq. ( ICA ), and the Rules and Regulations of the Federal Energy Regulatory Commission ( Commission ), 18 C.F.R. Part 341, Centurion Pipeline L.P. ( Centurion ) hereby submits for filing F.E.R.C. No to be effective on February 21, 2018, which is on less than one day s notice. I. Explanation of Tariff Filing Centurion is filing F.E.R.C. No to establish new transportation service and rates from a new origin point on Centurion s pipeline system at Endeavor Inj., Midland County, Texas ( Endeavor Inj. ). Centurion is establishing this new service in response to a request seeking such service. There will be two injection points that will deliver into the central injection point location at Endeavor Inj.: (1) the Atrelle Central Tank Battery and (2) the McClintic Central Tank Battery. For clarity, Centurion has added a new Note 12 in the tariff that identifies the above-noted injection points that will deliver into Endeavor Inj. Centurion is also instituting a new surcharge of cents per barrel for all barrels that are delivered into Endeavor Inj. This surcharge shall apply beginning February 21, 2018 until Centurion collects the surcharge on a total of 2,400,000 barrels, at which point Centurion will make a tariff filing to cancel the surcharge. The applicability of the surcharge is set forth in detail in the new Note 12 of F.E.R.C. No The surcharge is intended to recover the pipeline construction costs that Centurion incurred to construct the new origin point. Pursuant to 18 C.F.R (b) (Establishing Initial Rates), Centurion is filing with the tariff a sworn affidavit that the new trunk line rate and associated surcharge included in F.E.R.C. No have been agreed to by at least one non-affiliated person who intends to use the transportation service to which the rate and surcharge applies. 2 Page 2 Apart from the changes noted above, Centurion has not made any changes to the existing rates, routing, rules or regulations set forth in the tariff. II. Request for Special Permission Pursuant to 18 C.F.R (Special Permission), Centurion requests that it be granted a waiver under Section 6(3) of the ICA to file F.E.R.C. No on less than one day s notice, so that it may become effective on February 21, Centurion submits that good cause exists for granting a waiver under Section 6(3) of the ICA. First, Centurion was not certain of the specific date upon which the new origin point at Endeavor Inj. would be available for service since such date was dependent on the completion of necessary infrastructure. Centurion only recently became aware that such infrastructure would be completed and available to shippers by February 21, Accordingly, Centurion was unable to file the tariff on 30 days notice because it only recently became certain when service would actually commence. Second, permitting the tariff to become effective on less than 30 days notice will allow any shipper seeking service from the new origin point at Endeavor Inj. to obtain such service as soon as it becomes available. Centurion acknowledges that this tariff publication is conditionally accepted, subject to refund, pending a 30-day review period. III. The surcharge shall apply beginning April 1, 2015 until Centurion Pipeline L.P. collects the surcharge on a total of 95,107,000 barrels. Note 6: The Trunk Line rate will apply to all movements on the to Trunk Line. 7 Note 8: The following injection points connect into Andrews Inj.: (i) Andrews, Central A GS (sour) Inj., (ii) Midland Farms Field GS Inj. (sour), and (iii) Mabee Station Trucks (sour). The gathering rate of [U] eighty one and five one-hundredths cents (81.05 ) per barrel will be charged when gathering service is performed into Andrews Inj. Gathering service is not applicable at Mabee Station Trucks (sour). Note 9: The following injection points connect into South Curtis Ranch Inj.: (i) Permian Mask/CC Central Tank Battery, and (ii) Isabell Central Tank Battery. A surcharge of [U] twenty cents (20.00 ) per barrel will be applied to all barrels injected into South Curtis Ranch Inj. from the Permian Mask/CC Central Tank Battery and/or Isabell Central Tank Battery injection points. The surcharge shall apply beginning February 8, 2017 until Centurion Pipeline L.P. collects the surcharge on a total of 7,500,000 barrels. Note 10: Centurion is including the Table of Combined Rates for convenience only. The Table of Combined Rates has no impact on Centurion s operations or the application of its rules and regulations, including the prorationing and nomination procedures. Therefore, Shippers should continue submitting nominations in accordance with current practices and Centurion s rules and regulations tariff, F.E.R.C. No and subsequent reissues thereof. In addition, the notes set forth in this tariff, where applicable, shall continue to apply to the relevant components of the combined movements set forth in the Table of Combined Rates. Note 11: A surcharge of [U] $2.10 per barrel will be applied to all barrels moving on the Wildcat 6-Inch GS to. The surcharge shall apply beginning December 18, 2017 until Centurion Pipeline L.P. collects the surcharge on a total of 2,292,000 barrels. [N] Note 12: The following injection points connect into Endeavor Inj.: (i) Atrelle Central Tank Battery, and (ii) McClintic Central Tank Battery. A surcharge of fifteen cents (15.00 ) per barrel will be applied to all barrels injected into Endeavor Inj. from the Atrelle Central Tank Battery and the McClintic Central Tank Battery injection points. The surcharge shall apply beginning February 21, 2018 until Centurion Pipeline L.P. collects the surcharge on a total of 2,400,000 barrels. INJECTION POINTS ( INJ. ) The gathering charges in the table of rates for the above origin points designated as injection points ( Inj. ) are for the movement from the gathering system to the trunk line injection point. The trunk line rates for these injection points are for the movement from the injection point to the or to, as applicable. HANDLING, PUMPING, AND DELIVERY An additional charge of [U] nine and forty-four one-hundredths cents (9.44 ) per barrel will be made for delivery of Crude Petroleum from the, Midland County, Texas, to the meter for injection into Plains Basin Pipeline or Enterprise Pipeline or the Sunoco Midland Terminal. For scheduling purposes only, the shipper shall identify for Centurion Pipeline L.P. whether the intended destination for such volumes is the Plains Basin Pipeline or the Enterprise Pipeline or the Sunoco Midland Terminal. An additional charge of [U] thirteen and eighty-three one-hundredths cents (13.83 ) per barrel will be made for delivery of Crude Petroleum from the, Midland County, Texas, to Mesa Pipeline Midland Station. An additional charge of [U] nineteen and sixty-two one-hundredths cents (19.62 ) per barrel will be made for delivery of Crude Petroleum from Wasson Station to the meter for injection into Plains All American L.P. s pipeline. TRUCK HANDLING CHARGE An additional charge of [U] eight and ten one-hundredths cents (8.10 ) per barrel will be charged for truck receipts made into, Andrews County, Texas;, Hockley County, Texas;, Gaines County, Texas; and Fullerton Station, Andrews County, Texas. An additional charge of [U] twenty and twenty-eight one-hundredths cents (20.28 ) per barrel will be charged for truck receipts made into Wasson Station in Yoakum County, Texas and [U] eighteen and thirty-one one-hundredths cents (18.31 ) per barrel for truck receipts made into in Midland County, Texas.
