Demonstration, Expansion, Replication and Mainstreaming Rural Energy : Micro Hydro REDP EXPERIENCES Kiran Man Singh, NPM, REDP Thursday, 17 june 2010

I INTRODUCTION A. INITIATION - Started On 16 August 1996 (GoN, UNDP and the World Bank) B. OBJECTIVE - Enhanced Livelihoods Through Promotion of Community Managed Micro Hydro System as an Entry Point for Holistic Development C. 6 Decentralized Energy Planning ramework

PHASES DEMONSTRATION : rom 5 Districts to 10 districts EXPANSION : rom 10 districts to 15 districts REPLICATION : rom 15 districts to 25 districts MAINSTREAMING : rom 25 districts to 40 districts Approval of Rural Energy Policy 2006 Implementation of RE Policy in 73 (75) districts

LABOR SAVING AND DRUDGERY REDUCTION IMPROVED HEALTH AND SANITATION STRONG SOCIAL CAPITAL AND EMPOWERMEN T REDUCED CONSUMPTION O UEL WOOD, BIOMASS AND PETROLEUM PRODUCTS MAJOR IMPACT BETTER EDUCATION AND AWARNESS ENHANCED LIVELIHOODS INTERNALIZATION O RURAL ENERGY IN DISTRICT POLICY, PLANNING AND MANAGEMENT INCREASED ACCESS TO ENERGY SERVICES INCREASED EMPLOYMENT, INCOME AND SUPPORT SERVICES HUMAN RESOURCES DEVELOPMEN T OPTIMIZATION O LOCAL RESOURCES WATER, OREST, LAND AND SKILL * AUTHENTICATED ROM THE STUDY UNDERTAKEN BY IN 2006 THE WINROCK INTERNATIONAL IMPACT ASSESSMENT O REDP ON MDGs

EATURED IN EXPO 2000 GERMANY RURAL ENERGY POLICY BEST PRACTICE PROGRAMME ENERGY GLOBE AWARD 2000, AUSTRIA BEST INSTITUTIONAL MODEL - INDEPENDENT STUDY GLOBAL 100 ECO-TECH AWARD 2005, JAPAN PEARL O KNOWLEDGE AWARD 2005, THAILAND MDG/AIT/CU

KEY LESSON LEARNED SUSTAINABLITY ISSUES 1. Micro Hydro has proven as a Best Mean of Increasing Rural Electricity Access - PROMOTION O HOLISTIC DEVELOPMENT social, economic and environmental improvement through utilization of local resources i.e. land, water, forest, skill, etc. 2. Micro Hydro Brings Much More Positive Changes in Lives of Women and Vulnerable Community (IP, Dalits, Ethnic Groups) PROVISION O EQUAL OPPORTUNITY AND DISCRIMINATIVE SUPPORTS - inclusion, participation, transparency, consensus decision in all aspects and stages 3. Demand for Micro Hydro Increases Based on Successful Demonstration CREATION O DECENTRALIZED INDSTITUTIONS AND CAPACITY BUILDING AT ALL LEVELS Centre (policy, guidance, M&E), District (planning, management, linkages with agencies/ resources, training, support services), Community (construction, operation, maintenance, tariff collection and fund management)

KEY LESSON LEARNED 4. Local People, both men and Women are Capable to Plan, Implement and Manage Micro Hydro System PROVISION O ENABLING ENVIRONMENT WITH PROPER GUIDANCE & SUPPORTS people centered policy, incentives (subsidy), training, social capital building through community mobilization for harnessing people s potentials, mainstreaming vulnerable communities and ensuring equity 5. Poor Households can also Access Electricity Services DEVELOPMENT O INSTITUTIONAL SOLUTIONS THAN THE TECHNICAL ONES - Holistic approach based on gender and social inclusion through community mobilization for strong social capital building, economic growth and environment sustainability THE TASK IS CHALLENGING, BUT POSSIBLE
