1 Freitas + Freitas Engineering and Planning Consultants, Inc Ms. Lois Henry Board Members Lompico County Water District Lompico Road Felton, CA Subject: Review of Projects and Cost Estimates Proposed Bond Issue and Merger Lompico Water District Dear Ms. Henry and Ms. Schaller: As you requested, I have met with Rick Rodgers, Mike Mathiasen and your staff to go over the list of projects and their costs that San Lorenzo Valley Water District will require for the merger of your district with theirs. The original projects and their costs included in your election for the merger are shown below: Proposed Merger Project Categories and Estimated Costs Description Cost 1 Water Storage Tank Replacement $835,000 2 Treatment Plant Improvements $110,000 3 Service Line & Meter Replacement $660,000 4 Distribution System Interconnection $515,000 5 SCADA System Improvements $315,000 6 PRV Improvements $375,000 Grand Total $2,810,000 A brief description of the original work included in each category is described below. Water Storage Tank Replacement consisted of replacement of the six existing Lompico Water District redwood storage tanks with new bolted steel tanks supported on concrete ringwall foundations. The tanks are Lewis 1 (100,000 gallons), Lewis 2 (100,000 gallons), Madrone 1 and 2 ( each 60,000 gallons) and Kaski 1 and 2 (each 60,000 gallons). The new bolted steel tanks were assumed to be the same size as the existing tanks. Treatment Plant Improvements included no description of the work required. Service Line & Meter Replacement would consist of replacement of all existing service lines, meter boxes and meters. Distribution System Interconnection would consist of the installation of about 1,500 feet of new 8 pipeline from East Zayante Road to the new Interconnection booster pump station in Zayante Drive. SCADA System Improvements would consist of a supervisory control and data acquisition system (SCADA) at five sites to monitor and control the water system. The new SCADA system would transmit all data to the San Lorenzo Valley Water District master control center. 2 Page 2 PRV Improvements would consist with the removal and replacement of the existing 9 PRV (pressure reducing valve) stations in the water distribution system. 3 Page 3 Revisions Proposed with Cost Estimates On June 23, 2015 I met with Rick Rogers of San Lorenzo Valley Water District to go over this list of proposed project and combine, refine or eliminate them to optimize the water system improvements.. We would propose to revise Water Storage Tank Replacement to consist of replacing Lewis 1 with a new 245,000 gallon tank bolted steel tank, replace Kaski Tanks with a single 125,000 gallon bolted steel tank and replace Madrone Tanks with a single 125,000 gallon bolted steel tank. This would duplicate the existing system storage and require only 3 tanks to be constructed rather than 5 new tanks. The existing Lewis 2 tank would be demolished and abandoned. A new master control center will be installed at Mill Creek WTP. 5 Page 5 We would propose to revise PRV Improvements to consist of replacing 8 existing pressure reducing stations. The Lewis 2 PRV (PRV #1) would not be replaced because the upper zone Lewis Tank #2 would be eliminated from the water system. The proposed revised costs included in this letter have a cost of $2,784,000 which is a little less but for all practical purposes the same as the original estimate of $2,810,000. Therefore I believe that the needed upgrade work for Lompico Water District to merge with San Lorenzo Valley Water District is essentially the same as the $2,810,000 amount included in your recent election If you have any questions, please call me.
