SchEMS was established in 1999 with the primary aim of becoming a centre for excellence for policy research and capacity building in environmental management and sustainable development for Nepal in particular and the South Asia region in general. A team of highly qualified and motivated professionals, who were actively involved in academic and research sectors for more than three decades, have played pivotal role in establishing SchEMS. SchEMS had carried out in training the human resources, institutional set up through a Memorandum of Understanding (MoU) with then Ministry of Population and Environment (MoPE) (now Ministry of Environment, Science and Technology). SchEMS was responsible for providing training for the staffs of Department of Roads, Ministry of Water Resources, Ministry of Agriculture, Ministry of Forest and Soil Conservation, Ministry of Industry and Ministry of Local Development on EIA, Initial Environmental Examination (IEE), and Social Impact Assessment (SIA), etc. In addition, SchEMS also has MoUs with international agencies and universities and has a strong network for environmental management and sustainable development activities. 6 SchEMS maintains a roster of national and international experts in the environmental and sustainable development related activities and these experts can provide their services as and when required. 1.2 Objectives of SchEMS The specific objectives of SchEMS are outlined below: prepare human resources by offering Masters and Bachelors courses in environmental management, business management and engineering provide training in environment and business related field for professionals, governmental and non - governmental sectors carry out researches on various aspects of environmental management and green economy in collaboration with national and international institutions form a network of national and international community organizations disseminate information on various fields to the stakeholders 1.3 Major Functions of SchEMS SchEMS has been providing a wide range of services to government, non-government, donor agencies, CBOs, NGOs and Private Sectors. The experiences gained by the institute are wide and varied in nature. SchEMS pursues its mission by carrying out the activities through three of its departments. The departments are: a) Academic Department (B.Sc., BBA, and M.Sc.) b) SchEMS Pvt. Ltd. (Research and Consultancy) c) Training and Capacity Building Program (TCBP) - 2 -

8 1.4 Major Partners of SchEMS Practically, all of SchEMS researchers are appointed on a contractual basis. It may also work in close partnership with other research organizations, depending on scope of the research and the need for external expertise. SchEMS has clients, partners and sponsors from GoN, bilateral and multi-lateral donor agencies, and non-governmental organizations. 9 2 SCHEMS SERVICES 2.1 Academic Department SchEMS under Pokhara University is conducting teaching program BSc, and MSc degree courses in Environmental Management and BBA in Management. These courses are widely recognized at the national and international level. To date 11 batches of BSc and 10 batches in MSc students in Environmental Management have already graduated from SchEMS, whereas, four batches in BSc, four batches in BBA and two batches in MSc are continuing for the completion of their degrees at SchEMS. The current course comprises of eight semesters, spread over the period of four years. The course has given emphasis on developing practical application knowledge and problem solving skills. Regional and international universities have accredited the courses of B.Sc. Environmental Management. b) MSc in Environmental Management M.Sc. in Environmental Science and Management is a two-year degree course designed specially for those who are willing to become environmental managers and pursue research and development career in the field of environment and development. c) BBA in Management From the academic year 2008, SchEMS launched BBA program in Management under the affiliation of Pokhara University. The BBA program course comprises of eight semesters, spread over the period of four years. The aim of the course is to produce human resource at the managerial level that can solve the institutional problems at policy and planning level. d) Theses In order to complete the degrees of B.Sc. and M.SC., students are required to undertake thesis works of 12 Credit Hours as a partial fulfillment of course on Environmental Management. The research topics in which researches are carried out include: environmental management system, biodiversity and forestry, climate change, solid waste management, environmental education, environmental health, pollution, environmental governance, urban environmental management, wetland management, eco-tourism. A total of 383 theses together for BSc and MSc were completed and defended at SchEMS, PU. The proportions of thesis works carried out under above themes are presented in the figures below: - 6 -

Waste Water Watershed Mgmt. 1% 17% Wetland Figure 3: Research areas covered by completed BSc theses National and International Partners (Scholarships and Students Exchange Program) of Academic Department The SchEMS Academic Department has been actively establishing relations with national and international institutions, through signing of MoUs, for undertaking student exchange program and faculty exchange programs, and joint research and training activities. It has signed Memorandum of Understanding (MoU) with: a. Independent University of Bangladesh (IUB), Dhaka, and b. University of Iowa (UOI), USA c. University of Delaware, USA The University of Iowa has been providing two full scholarships in each academic year to two of SchEMS students on the basis of their performance at SchEMS. These scholarships also consist of research assistantships, which amount to US$ 5,000 (five thousand US Dollars) for each academic semester to cover their living expenses at Iowa

12 Similarly, SchEMS has established academic relation with other US Universities. In these universities, SchEMS students have received scholarships for their studies. They are: a. Yale University b. Eastern Illinois University c. Ohio University d. University of Mississippi These institutions are supporting SchEMS to build its capacity, SchEMS staffs and students are receiving full scholarships to study in Master's program under Netherlands Fellowship Programme (NFP). These institutions in Netherlands constitute: a. International Institution of Geo-Information and Earth Observation Science (ITC) b. University of Wageningen 2.2 Research and Development (R&D): SchEMS Pvt. Ltd. Environment is a cross cutting subject encompassing almost all the sectors. Therefore, environmental management as a subject have a horizontal coverage in a developmental model having sectoral approach. Therefore, SchEMS is undertaking R&D activities in environmental, socio-economic, and natural resource management related to the development activities such as transportation, hydropower, irrigation, road, agriculture, forestry, industries, relocation and resettlement, and rural development projects. Thus, SchEMS is also carrying out R&D activities starting from policy level to the project level activities including evaluation and monitoring at the field level. Initially, the consulting and research activities in various topics of environment were undertaken within the umbrella of SchEMS along with educational and training activities. However, it was felt different to manage every thing under one umbrella. Realizing this to make the department a separate entity, SchEMS Pvt. Was established as a sister organization of SchEMS during the fiscal year 2002/2003. It was registered in Company Registrar Office of GoN with its own PAN and VAT Registration number Since its establishment, SchEMS is participating in streamlining the Environmental Impact Assessment (EIA) system of Nepal and the South Asian Region by preparing EIA guidelines for different development sectors, undertaking Strategic Environmental Assessment (SEA) of development plans, preparation of EIA Reports and Environmental Management Action Plan (EMAP) of development and economic activities. SchEMS Pvt. Is also undertaking Environmental Monitoring and Auditing of the project implementation and capacity building program for various government and non-government and private sector agencies. SchEMS also handles researches on pollution control of air, water, and solid waste, biodiversity conservation, ecology, sociobiology, fisheries, and climate change. SchEMS is best known for the following types of research and development services: Environmental Impact Assessment of development activities (IEE, EIA); Environmental Management Action Plan (EMAP) for construction and implementation of development activities; Environmental Management Plans (EMPs); Environmental Monitoring, Auditing of development activities; Environmental Planning of Resettlement Projects; Strategic Environmental Assessment (SEA); Sector specific Environmental Management Planning; Review Guidelines; - 8 -

13 Baseline Survey Pollution Control and Monitoring; Water Quality Monitoring and Assessment; Environmental Audit and Risk Assessment; Project Design and Planning; Rapid Environmental Appraisal of Development Projects; Natural Resources Management; Evaluation of Development Project; Social Impact Assessment of development projects; SchEMS Pvt. Ltd. is actively undertaking research and consulting activities in various aspects of environmental management. Since its establishment, SchEMS has successfully completed about 63 consulting and research jobs. All the studies are carried out in close cooperation with the client agencies. Close communication is maintained with the sponsoring agency, and indeed, they have also participated in project implementation in many cases. The study reports are presented in the form of formal reports. In many instances, SchEMS has disseminated the findings through seminars, workshops, and other media outlets. SchEMS National and International Partners for Research and Consultancy SchEMS has developed long-term relations with international institutions to jointly undertake research programs. SchEMS has signed MoUs with institutions like: Ministry of Environment (MoE), GoN; Independent University of Bangladesh (IUB), Dhaka, Bangladesh; University of Iowa (UOI), University of Delaware, USA; USAID Regional Office, New Delhi, India. South Asia Energy Initiative (SARI/E), USAID has recognized SchEMS as its environmental knowledge hub on Environmental Sector for the region. A Plan of Action was agreed and endorsed between SchEMS and SARI/E to contribute in Environmental issues of South Asia within its program framework

16 2.3 Training and Capacity Building Department One of the objectives of SchEMS is to prepare skilled human resource on Environmental Management for the nation and for the region in order to fulfill the need of trained human resource by conducting shortterm training programs under the Training and Capacity Building Programme (TCBP). From the time of its inception, SchEMS has been extensively involved in training programs, particularly in Environmental Impact Assessment (EIA) for different levels of professionals from the government, international agencies, private sectors, and local CBOs and NGOs. TCBP has acquired extensive experience in undertaking training programs, seminars, environmental sensitizing programs, and environmental promotion campaigns at national and international level in the following areas: a. Environmental Impact Assessment (EIA) and Initial Environmental Examination (IEE) training programs general b. Environmental Impact Assessment (EIA) training programs sector specific (road/irrigation, hydropower, urban development, Industry, etc.) c. 20 3 SchEMS FACILITIES 3.1 SchEMS Building SchEMS has established its office at Devkota Sadak, Mid Baneshwor, Kathmandu. The school premise consists of total of 2 ropanis approximately in area of land with one newly constructed building and the one constructed back in Altogether there are 20 class rooms with different sizes. There are 7 class rooms with the size of 33x19, 7 class rooms with 23x19 and 6 class rooms with 18x16 ft. 5 Rooms have been allocated for administrative staffs of SchEMS. 2 rooms have been designed to be used by the faculty members with the size of 18.1x10.8. Two separate rooms with the space of 23x20 for Seminar and 21 x 15.6 ft for Meeting purposes have been allocated and can be used for special assignments at SchEMS. Laboratory has been set up a hall with a space of 21x19 ft. with the facilities to conduct practical classes for air, water, soil quality assessment and biological sciences. Likewise, computer laboratory has been set up in a space of 27.2x18.3 ft with modern facilities like round the clock high speed ADSL internet, updated software in GIS, SPSS, STATISTICA, Definite (Multi criteria evaluation), office 2010, advance excel and many more. At present, there are more than 5000 books, journal, periodicals etc in SchEMS library. Library is established with the objective to meet the requirements of the students with regard to text and reference materials that would be useful for all, working in different aspects and to provide insights in gaining extra and vital knowledge. Seminar/Meeting Hall Two separate rooms with the space of 23x20 for Seminar and 21 x 15.6 ft for Meeting purposes have been allocated at SchEMS. All the equipment of the institution is timely updated. There are adequate office furniture and fixtures, computers, printers, photocopiers, scanners, and fax facilities. The institution has spacious hall to undertake training, workshop, and meetings with electronic facilities like video screen and players/recorder, overhead projectors, audio system, slide projector and screen and multimedia projector. The institution also maintains a computer laboratory with latest computers, scanners, printers with and internet facilities. SchEMS has targeted to develop the computer laboratory into complete GIS and remote sensing laboratory in near future. All the computers of the institution use Windows operating system and modern software packages like Office

The laboratory is capable of undertaking researches on air, water, and soil quality in most analytical approach. It has facilities for physical, chemical, and biological monitoring, with four basic sections: a) Microbiology Unit b) Physio-chemical Unit c) Instrumental Unit, and d) Store The laboratory also possesses a range of field-based equipment for accurate information, such as ph meter, conductivity meter, stack emission monitoring. The Environmental Monitoring Laboratory is mainly used for research and academic purposes. The Environmental Monitoring Laboratory currently provides services in the following areas:

24 3.3 Resource Center/Library and Computer Laboratory SchEMS Resource Center cum Library is established with the objective to meet the requirements of the students with regard to text and reference materials that would be useful for research and consultants working in environmental and sustainable development.
