2 Ellit Lake Wastewater Treatment Plant 2017 Annual Reprt The purpse f this reprt is t prvide perfrmance and cmpliance recrds pertaining t the Ellit Lake wastewater treatment plant t the Ministry f the Envirnment. This reprt is prepared in accrdance with Cnditin 10 (5) f the Certificate f Apprval and cvers the reprting perid frm January 1, 2017 t December 31, This reprt cntains the fllwing infrmatin: a) a summary and interpretatin f all mnitring data and a cmparisn t the effluent limits utlined in Cnditin 7, including an verview f the success and adequacy f the Wrks; b) a descriptin f any perating prblems encuntered and crrective actins taken; c) a summary f all maintenance carried ut n any majr structure, equipment, apparatus, mechanism r thing frming part f the Wrks; d) a summary f any effluent quality assurance r cntrl measures undertaken in the reprting perid; e) a summary f the calibratin and maintenance carried ut n all effluent mnitring equipment; f) a descriptin f effrts made and results achieved in meeting the Effluent Objectives f Cnditin 6; g) a tabulatin f the vlume f sludge generated in the reprting perid, an utline f anticipated vlumes t be generated in the next reprting perid and a summary f the lcatins t where the sludge was dispsed; h) a summary f any cmplaints received during the reprting perid and any steps taken t address the cmplaints; i) a summary f all By-pass, spill r abnrmal discharge events; Page 2 f 6

Operatins staff thrugh regular sampling and preventative maintenance discvered the fact that the tw year ld heat exchange had develped a leak n a weld line inside the unit. This caused the cntaminatin f the surce water in the clsed lp heating system which eventually plugged up the cils in bth biler systems. Several man hurs were spent bth truble shting t find the prblem alng with the crrective actins t fix it. The Heat exchange was eventually replaced under warranty and the entire clsed lp heating system was flushed ut fr several weeks resulting in little t n methane prductin at the time. The 2017 year was als the first year the wastewater plant started receiving septic sewage frm Page 3 f 6

4 cttage develp areas that surrund the city. It may be t sn t assess, but the plant seem t experience higher nitrgen levels in its prcess which shwed in the effluent samples which affects dwnstream receiving waters causing algae blms. The peratinal team is taking steps t have septic sludge received further up-steam at a lift statin, where it wuld allw better mixing and avid shck lading t the plants prcess. c) Summary f Facility Maintenance: Annual maintenance fr the facility is scheduled in excel frmat and is fllwed up with a wrk rder which is submitted t the department head fr review and file. The Plants department is currently researching alternative methds t running its preventative maintenance prgram, where it can be electrnically filed and accessed mre easily. Last year the City had a majr retrfit t ne f its main and mst imprtant lift statins. Due t several pump prblems thrughut the year, the Directr f Infrastructure services thrugh the emergency prcurement plicy, had bth pumps replaced. The tw new pumps ttalled $166,261 which was drawn frm reserve funds. Anther prject cmpleted in 2017, was the replacement f six actuatr valves in the primary clarifier building with a ttal cst f $19,143. d) Quality Assurance, Quality Cntrl Measures: The majrity f the prcess analysis fr the facility is dne in huse by the Operatin staff using standardized and accepted labratry techniques. All results are recrded and cmpared t histrical data. In the event that a deviatin is detected, repeat analysis is perfrmed t verify the results. Samples such as CBOD are sent t an accredited lab fr analysis. Plant prcess is further mnitred thrugh the use f an n-line turbidity analyser which is mnitred daily. e) Calibratin and Maintenance f Effluent Mnitring Equipment: The effluent turbidity analyzer and the analytical equipment used in the lab are tested and verified mnthly by the Labratry Technician. The analytical equipment in the labratry is calibrated nce annually. Page 4 f 6

5 f) Effluent Objectives: As nted in Sectin a) f this reprt, the Effluent Objectives fr Suspended Slids, CBOD and fr Phsphrus are being met by the facility. Plant chlrinatin values are sent t the Medical Officer f Health with cpies sent t varius ther stakehlders n a mnthly basis. The fur sample lcatins reprted fr the dechlrinatin prject are as fllws: Lcatin One Esten Lake at a pint near the diversin channel; Lcatin Seven Diversin Channel taken at the pint where Nrdic Creek is intrduced t the wastewater effluent stream; Lcatin Three Dept Lake farthest area f lake after diversin channel stream is intrduced; Final Effluent last accessible sample pint in plant. Nte that residuals at this lcatin vary as a result f partial mixing and cntact time this is due t lcatin f chlrine injectin in relatin t the sample prt; Changes in the sampling prcedure fr Final Effluent bacterilgical sample cllectin were develped and implemented in vlume f the effluent line was calculated based n as built drawings t determine actual, minimum and maximum chlrine cntact time fr the treated and chlrinated effluent. Once representative hld times were established prir t the intrductin f sdium thisulphate in the bac-t sampling prcess, the clifrm cunts were seen t be significantly reduced and verified that the plant is meeting effluent criteria as can be seen in the table belw; AVERAGE FLOW FOR 2017 WAS 6754 m 3 /Day r 4690 L/min THE EFFLUENT PIPE IS.8 m IN DIAMETER AND IS 2400 m LONG VOLUME OF PIPE A = πr 2 X length A = 3. 14(. 4m) 2 X 2400 m = 1205 m 3 r L TIME IN PIPE WITH AVERAGE FLOW L 3836 L/min = 257 Minutes r 4.3 hurs. S with an average flw f 3836L/min, it wuld take the effluent leaving the plant 4.3 hurs t get t the end f the pipe. With this in mind, peratrs will take a grab sample and let it sit fr 4 hurs n average befre testing it fr ttal chlrine residual and then adding it t the bac-t bttle fr ship ut t the lab.
