2 Applies to all mining operations in the province Permits will no longer be issued under the authority of The Clean Air Act,The Clean Air Regulations and The Potash Refining Air Emissions Regulations Existing mining sites with permits have a 5 year transition period to submit an Environmental Protection Plan (EPP) to the ministry New sites are required to submit an EPP prior to start up

3 Notification No person shall establish an industrial source facility unless that person has notified the minister and received a notification number from the minister You can submit the form to the Ministry of Environment using our online services, by or by mailing a hard copy Preferred method is Online Services

4 Environmental Protection Plan means a conceptual plan that details the methods to be employed to prevent, minimize, monitor, mitigate, remedy or reclaim an adverse effect before, during or after and activity

6 Existing permit condition: Dryer particulate emissions shall be kept as low as reasonably achievable, but the particulate emissions from the drying stack(s) shall be a maximum 0.57 grams per dry standard cubic metre, as defined in The Potash Refining Air Emissions Regulations. Potential EPP clause: Dryer particulate emissions shall be kept as low as reasonably achievable. Particulate emission concentrations from the drying stack(s) shall not exceed 0.57 grams per dry standard cubic metre, as outlined in the Saskatchewan Emission Limit Standards

7 Existing permit condition: The Company shall conduct annual particulate emission tests on the salt dryer stack(s) in accordance with testing method APC31 A Standard Reference Method for Source Testing Measurement of Emissions of Particulate From Stationary Sources, or by such other method as may be approved by the ministry, to confirm compliance with particulate emissions limit. The results of this test shall be submitted to the Department, within the annual report.

8 Potential EPP clause: The Company will conduct annual particulate matter emission tests on the salt dryer stack(s) in accordance with Reference Method for Source Testing: Measurement of Releases of Fine Particulate Matter from Stationary Sources Reference Method EPS 1/RM/55 (December 2013). Concentration exceedances of 0.57 grams per standard cubic meter will be reported to the ministry within 30 working days with an explanation of the results and a potential plan to reduce emissions to meet the 0.57 grams per standard cubic meter requirement. Should there be no exceedances, the report will part of he Company s annual report submission. The Company will follow Environment Canada s Code of Practice for the Management of PM 2.5 Emissions in the Potash Sector in Canada.

9 Existing permit condition: The Company shall monitor SO2 on a continuous basis near the mill site. Potential EPP clause: The Company will continuously monitor SO2 near the mill site. The Company has joined the Boreal Air Zone Board of Directors and will continue to collaborate with other agencies to explore the potential opportunities to collectively report ambient air quality results for northern Saskatchewan and evaluate possible monitoring efficiencies.
