4 Toxic Reduction Plan Overview PLAN OVERVIEW Statement of Intent Resolute Forest Products, Thorold Division is an integrated 100% recycled newsprint mill. The mill is committed to playing a leadership roll in protecting the environment. Whenever technically and economically feasible, the mill is committed to reduce the use, creation or release of toxic substances identified in this Toxic Reduction Plan Summary in compliance with all Federal and Provincial Regulations. This plan summary accurately reflects the content of the Toxic Substance Reduction Plan for sulphuric acid, methanol, toluene, cadmium, and lead. Objectives of Plan The Thorold Division is committed to reviewing the use, creation and release options for reduction of all toxic substances identified in the Toxic Reduction Plan. The plan will determine the technical and economic feasibility of each option to determine which, if any, are viable for implementation at this time. Plan Overview Information specific to each toxic substance is found in the following appendices: Appendix A Sulphuric Acid Appendix B Methanol and Toluene Appendix C Cadmium and Lead Information for each toxic substance includes: Descriptions of processes that use, create or release the toxic substance Reduction Options to be implemented and reduction category Reduction estimates for each substance The expected timeline of reductions Toxic Substance Accounting Information Toxic Substance Accounting information, including records of methods used to track and rationale for selecting each method used to track and quantify along with input and output analysis of all toxic substances can be found in the following report which is updated annually: H\Environment\NPRI_TRP\20XX\TRA Spreadsheet 20XX public form.xls

5 Toxic Substance Reduction Plan Summary APPENDIX A SULPHURIC ACID Description of Process That Uses Toxic Substance Sulphuric acid is purchased at 93% strength and is then diluted to a 3.5% concentrated solution. There are two processes in which 3.5 % sulphuric acid is used. One is for hydrosulphite bleaching ph control and the other is for paper machine feed stock ph control. Each process is described below: 1) Hydrosulphite Bleaching ph Control Feed stock to the paper machine is bleached using hydrosulphite to brighten the final newsprint product to meet customer requirements. Dilute sulphuric acid is used to control the ph of the hydrosulphite bleach in order to optimize the bleach s effectiveness. 2) Paper Machine Feed Stock ph Control Dilute sulphuric acid is used to control ph of the paper machine feedstock. Sulphuric acid is added to the pulp press cake to lower ph from 8.0 to 7.3 and then sulphuric acid is added to the paper machine silo to lower ph to 7.1. Options to be implemented Options 2 and 3 will be implemented. The tentative time line for completion of reductions from both options is December 31, Option OPTION 2 Using direct borol Injection for bleaching Description and Rational of Reduction Using direct borol Injection would eliminate the need for the addition of sulphuric acid in the bleaching process. Reduction Category Materials and Feedstock Substitution OPTION 3 Reduction in Newsprint Production Reducing newsprint production would reduce sulphuric acid requirements for both bleaching and ph control. Methanol and Toluene is coincidentally manufactured and released on site. Refer to the facility s toxic substance annual report for process description. Options to be implemented Option 1 will be implemented. The tentative time line for completion of reductions from option 1 is December 31, Option OPTION 1 Reduction in Newsprint Production Description and Rational of Reduction Reducing newsprint production would reduce the creation and release of Methanol and Toluene in the pulp, paper and effluent treatment process. Cadmium and Lead are residuals found in inks in old newspapers and magazines that are used as a raw material fiber. Cadmium is also present in trace amounts in some chemicals used on site. Please refer to the facility s toxic substance accounting files for copies of updated flow sheets and process descriptions. Options to be implemented Option 1 will be implemented.
