2 A Plan for Scotland Programme for Government Climate Change will be a prominent feature of this parliament. The Scottish Government will: publish a Climate Change Plan - setting out infrastructure priorities for the coming decades a new Strategy, a visionary statement of plans for low carbon energy production and use over that period. Steering decisions on: How we heat and power our homes and businesses, How people and goods move around the country, how land is used and how the standard of the buildings where we live and work can be improved to reduce the cost of energy.

6 Progress to date EPC Rating Insulation Measures (dwellings) Fuel Poverty Non-domestic Public Sector Efficiency Framework Greenhouse Gas Emissions District Heating Over two-fifths of Scottish dwellings now EPC rating C or higher (SAP 2009) Majority of lofts insulated 71% of cavity walls insulated 14% of solid walls insulated 35% of households in fuel poverty in 2014 ~ 60% of households in EPC E, F, G are fuel poor Older, off-gas dwellings more likely to be fuel poor. Potential to support up to 300 million of energy efficiency retrofit activity across the Scottish public sector estate. In 2014 Scotland-wide emissions down 45.8% (with allowance for EU ETS) on Residential emissions in 2014 down 26% on 1990; public sector emissions down 36.2%; and business and industry emissions down 39.6%. 112 operation al schemes supplying around 10,000 homes and a range of public, commercial and industrial buildings.
