4 Recovery & Resilience Sir Michael Pitt should establish a programme to support and encourage individuals and communities to be better prepared and more self reliant during emergencies. Allowing the authorities to focus on those areas and people in greatest need 4

8 An effective Recovery / Resilience Programme Recovery is the process of rebuilding, restoring and rehabilitating communities and individual s lives following emergencies - It enables communities to: - 1. Cope with the impacts of the disaster 2. Recover from disaster and bounce back 3. Adapt to cope better in the future 8

9 Requirements for a Recovery Programme Recovery requires the direct involvement of those who understand the complexity of working with people and communities, and their relationships with the services, systems and infrastructure that supports them. The environment in which recovery is set is dynamic and constantly evolving. Managers at all levels need to be flexible, adaptable and, where necessary, innovative, in their management approach.

The normal reactions that can be expected and how people can deal with these reactions Information about how to make sense of the event in terms of its cause and fitting it into their understanding.
