1 Page 1 f 6 Brward Cunty Under 2 MOU Appendix Intrductin and Backgrund Brward Cunty prpses t meet the gals f the Under2 MOU thrugh jint activities f the Sutheast Flrida Reginal Climate Change Cmpact 1 ( Cmpact ), the reginal partnership led by Brward, Mnre, Miami-Dade, and Palm Beach cunties t advance climate mitigatin and adaptatin strategies, and actins specific t Brward Cunty cnsistent with the Cmpact. The Cmpact was frmed under a written agreement adpted by the fur cunty cmmissins in late 2009/early In agreeing t wrk tgether under the Cmpact, the fur cunties jintly recgnized the vulnerability f the Sutheast Flrida regin t climate change and saw the benefits f crdinatin and cllabratin t reduce emissins and adapt t climate impacts. The riginal Cmpact agreement called fr the fur cunties t: Meet annually in Reginal Climate Leadership Summits t mark prgress and identify emerging issues. The Cmpact has held a Summit with hundreds f attendees every year since 2009 (except fr 2016, due t Hurricane Matthew). Develp annual climate/energy legislative prgrams and jintly advcate fr state and federal plicies and funding. The Cmpact has develped state and federal legislative prgrams each year since 2010 and engaged in jint advcacy t prmte issues f imprtance t the regin. The Cmpact s mst ntable success was a state law allwing lcal gvernments t create Adaptatin Actin Areas under their cmprehensive plans in rder t identify areas at risk f flding r ther impacts and fcus attentin and resurces n imprvements t make thse areas resilient. Develp reginal technical tls t supprt planning effrts. With the supprt f a variety f lcal, reginal, state and federal agencies (including NOAA, USACE, USGS, and EPA), the Cmpact develped a technical fundatin fr reginal climate actin between 2010 and 2012, including a unified sea level rise prjectin, 2 reginal greenhuse gas inventry, 3 and analysis f reginal vulnerability under ne-, tw-, and three-ft sea level rise scenaris. 4 The Unified Sea Level Rise Prjectin was updated in 2015 and will be updated peridically (apprximately every three t five years) based upn current science. Create a Reginal Climate Actin Plan (RCAP). The RCAP serves as the strategic framewrk fr reducing greenhuse gas (GHG) emissins and adapting t the effects f climate change in the regin. The initial RCAP, published in 2012, features 110 recmmendatins fr implementatin during an initial five-year perid ( ). A revisin f the RCAP (cllquially knwn as RCAP 2.0 ), t crdinate the wrk f the Cmpact during the perid, is currently underway. This Appendix may be revised accrdingly fllwing the release f the updated RCAP. Cmpact activities are crdinated and led by a Staff Steering Cmmittee (SSC) cnsisting f ne t tw representatives frm each cunty, ne municipal representative frm each cunty, and nn-vting

2 Page 2 f 6 representatives f the Suth Flrida Water Management District, Suth Flrida Reginal Planning Cuncil, and Nature Cnservancy. The Institute fr Sustainable Cmmunities crdinates and facilitates the SSC prcess and prvides central staffing fr the Cmpact. In additin, in Octber 2014, the Cmpact signed a Partnership Agreement with the Flrida Climate Institute and lcal universities including Flrida Atlantic University, Flrida Internatinal University, and the University f Miami, t cllabrate n climate research relevant t the Cmpact regin Interim Gal The Cmpact Cunties have established an interim 2030 GHG reductin gal f 30 percent belw 1990 levels. Several Cmpact Cunties had previusly established individual GHG reductin gals, which are bradly cnsistent with the 2030 and 2050 gals established fr Under2 Calitin participatin: Brward Cunty has cmmitted itself thrugh several different instruments t GHG emissins reductin gals. Mst recently, the Brward Cunty Climate Change Actin Plan, 5 adpted in 2015, reaffirmed cunty-wide gals f a 10 percent reductin in GHG emissins belw 1997 levels by 2020 and an 80 percent reductin belw 2010 levels by Miami-Dade Cunty, in its 2010 Greenprint sustainability plan, 6 set a gal f reducing cmmunity-wide GHG emissins by 10 percent by 2015, wrking twards an 80 percent reductin by Mnre Cunty established a 20 percent GHG emissins reductin frm 2005 levels by 2020 thrugh a Cmmissin reslutin in 2010, which was reaffirmed in the 2013 Mnre Cunty Cmmunity Climate Change Actin Plan. 7 Althugh Palm Beach Cunty has nt yet set a cunty GHG emissin-reductin gal, 74 percent f reginal emissins (as f 2009) riginate in Brward and Miami-Dade cunties. The expressed cmmitments by three f the fur cunties, representing 76 percent f reginal emissins, are in place fr emissin reductin targets n par with the rughly tw percent per annum reductin required t meet the 2030 interim gal. Cmpact Effrts Addressing Greenhuse Gas Emissins frm Energy Many prperty wners in the Cmpact regin are served by Prperty Assessed Clean Energy prgrams. As authrized by lcal gvernments, PACE prgrams prvide third-party financing fr energy efficiency, renewable energy, and strm resistance imprvements. Mst prperty wners in Sutheast Flrida wh pt int PACE prgrams use the financing fr strm resistance imprvements (such as strnger rfs and impact windws), but these can prduce sme energy-efficiency gains. Brward Cunty has launched a cunty-wide prgram featuring fur PACE prviders, while certain cities have their wn independently-established prgrams

3 Page 3 f 6 Miami-Dade Cunty has established a PACE prgram fr its unincrprated area (where half the cunty ppulatin lives) with tw authrized prviders and tw mre in negtiatins. There are als PACE prgrams in many Miami-Dade municipalities. Palm Beach Cunty recently launched its PACE prgram with fur prviders, fr unincrprated areas and cities which d nt have their wn PACE prgrams. Mnre Cunty is explring its ptins. In additin, as nted abve, a number f municipalities within the Cmpact regin have created their wn PACE prgrams. The regin received a significant allcatin f Qualified Energy Cnservatin Bnds, ver $56 millin, fllwing authrizatin f the prgram by the Flrida Legislature in Shrtly thereafter, the Cmpact received a US Department f Energy technical assistance award fr cnsulting services frm the Energy Prgrams Cnsrtium in supprt f QECB prgram develpment. Miami-Dade Cunty has elected t use its QECB allcatin fr the purchase f electric buses, and Brward Cunty is explring a cmmercial energy-efficiency and renewableenergy lan prgram fr its allcatin. The Cmpact cnducted RCAP implementatin wrkshps n cmmercial slar energy prjects and n energy efficient public buildings. Cmpact Effrts Addressing Greenhuse Gas Emissins frm Transprtatin Federal Highway Administratin Climate Resilience Pilt: The Brward Metrplitan Planning Organizatin received a $300,000 award frm the FHWA in March 2013 fr a pilt prject 8 in the fur-cunty Cmpact regin t develp tls fr integrating climate change adaptatin gals int the transprtatin decisin-making prcess and prvide a mdel f climate change adaptatin fr transprtatin agencies. Clean Cities Cmmunity Readiness and Planning fr Electric Vehicles and Charging Infrastructure Grant: The Sutheast Flrida Electric Vehicle and Infrastructure Alliance, invlving the fur Cmpact cunties and many ther reginal stakehlders, cmpleted the Getting Sutheast Flrida Plug-In Ready 9 reprt in 2011 thanks t a DOE grant. The plan included detailed study f a prpsed EV car-sharing plan alng the US 1 crridr in Miami-Dade Cunty. In cnjunctin with the Sutheast Flrida Clean Cities Calitin, the Cmpact Cunties cnvened a wrking grup in 2017 t explre pssible crdinatin f prject applicatins fr funding under Flrida s prtin f the Vlkswagen diesel emissins settlement. Representatives f the Cmpact Cunties are als crdinating with Electrify America, the electric vehicle charging infrastructure crpratin capitalized thrugh the VW settlement, n its effrts t expand the EV charging netwrk in sutheast Flrida. The Cmpact cnducted tw RCAP implementatin wrkshps which cvered transprtatin planning: ne was part f a brader lk at a variety f climate adaptatin needs, and the ther fcused n transprtatin system vulnerability, electric vehicles, Cmplete Streets/Visin Zer, and ther initiatives. Cmpact Effrts Addressing Climate Adaptatin, Preparedness, and Resilience Resilient Redesign. In 2014, with the assistance f the Miami Cnsulate f the Kingdm f the Netherlands, the Cmpact cnvened Sutheast Flrida Resilient Redesign, an intensive fur-day

4 Page 4 f 6 wrkshp t develp innvative design strategies fr three archetypal sutheast Flrida land use scenaris which culd serve as mdels f resilience thrughut the regin. Fllwing the success f the 2014 exercise, a secnd Resilient Redesign wrkshp was held in 2015 this time rganized with the assistance f fur Flrida universities fr three new cmmunities. In 2016, an expert charrette leader, Snia Cha f the University f Miami, led the third Resilient Redesign wrkshp, which brught the exercise and utcme t an even higher level. (Fr example, select students frm graduate prgrams at the partner universities were chsen t be designers and renderers, amng ther rles.). Cmpact partners intend t fllw up n many f the ideas develped in these wrkshps and t hld additinal Resilient Redesign events n a rughly annual basis. In 2013, Cmpact partners established a Shreline Resilience Wrking Grup 10 t catalgue existing nature-based castal resiliency prjects in sutheast Flrida and t identify areas fr future prjects. The fur Cmpact cunties were key participants in the Seven50 Initiative 11 ( seven cunties, 50 years ) funded by the Partnership fr Sustainable Cmmunities. Due t the success f the furcunty Climate Cmpact, a Climate Resilience element was included in the Seven50 Plan alng with the six ther required livability principles. One ntable success f the Cmpact s public plicy advcacy was legislatin adpted by the Flrida Legislature in 2011 creating an ptinal Adaptatin Actin Area (AAA) cmprehensive plan designatin fr areas vulnerable t climate impacts, including sea level rise, t serve as a planning tl and encurage technical assistance and funding pprtunities. In a NOAA grant enabled the Flrida Department f Ecnmic Opprtunity t fund a pilt prgram 12 by the Suth Flrida Reginal Planning Cuncil, Brward Cunty, and Frt Lauderdale t plan and implement AAAs in Frt Lauderdale. Other jurisdictins, including Brward Cunty, have als designated Adaptatin Actin Areas. The Cmpact engaged the Flrida Institute fr Health Innvatins (FIHI) t cnduct a health impact assessment 13 f the RCAP in , prviding six recmmendatins n hw the Cmpact partners culd incrprate health impacts related t sea level rise and heat waves int the RCAP mre fully by priritizing 53 f the 110 recmmendatins. The Kresge Fundatin is nw supprting a related effrt by FIHI, the creatin f a health vulnerability assessment fr the Cmpact regin t identify the ppulatins mst at risk in a changing climate, especially areas with lw sciecnmic, lw educatinal attainment, and high health risk factrs. Cunty-Level Prjects in Supprt f the Cmpact In additin t their jint wrk, the Cmpact Cunties undertake individual prjects and prgrams which advance recmmendatins f the Reginal Climate Actin Plan and their wn individual climate and sustainability plans. Often, the idea generated in ne cunty then spreads t ne r mre f the ther Cmpact Cunties. Fr example, during 2013 and 2014, all fur Cmpact cunties amended their cmprehensive plans t include climate cnsideratins, thrugh the creatin f a separate climate elements and/r the insertin

5 Page 5 f 6 f climate issues int relevant sectins. In additin, all fur cunties have incrprated climate impacts int their Lcal Hazard Mitigatin Plans. Additinal Examples f Cunty-Level Prjects Brward Cunty In May 2017, the Cunty Cmmissin unanimusly apprved the creatin f a future cnditins map series in the Brward Cunty Cde f Ordinances t address anticipated changes in envirnmental cnditins brught n by climate change thrugh infrastructure design and prject permitting, and adpted a future cnditins wet-seasn average grundwater elevatin map. The map strengthens the requirements fr drainage and surface water management systems t ensure they will functin even with the additinal sea level rise expected by Brward Cunty's 100-Year Fld Elevatin Map, ne f the key reginal tls used t establish fld elevatins fr buildings and structures in Brward Cunty, will be updated next. Brward Cunty, with funding frm NOAA and the Flrida Castal Zne Management Grant, cnducted lcalized vulnerability analyses 14 fr each f its castal and tidally-influenced municipalities thirteen in all. Brward Cunty led a cnsrtium f lcal gvernments (including Miami-Dade) and ther stakehlders which received a $2.3 millin DOE Rftp Slar Challenge SunSht grant fr G SOLAR Flrida, 15 an initiative t reduce the sft csts f rftp slar phtvltaic systems and spark wider adptin f slar energy in Flrida by streamlining slar permitting and installatin prcesses and expanding financing pprtunities. Mnre Cunty Mnre Cunty, cnsidered t be the canary in the cal mine due t its lw-lying gegraphy and 120 miles f islands, cnducted an inundatin analysis fr several f its neighbrhds, using the Cmpact s sea level rise prjectins. Twn-hall public meetings were held where the Results f the analysis were presented at twn-hall meetings t residents and business wners, wh prvided input n varius adaptatin measures. A cst-benefit analysis was perfrmed fr each ptin, with residents and Cunty staff discussing the varius prs and cns f each alternative. Mnre Cunty assessed the vulnerability f tw neighbrhd tidal flding sites in Key Larg and Big Pine Key. The Cunty addressed the flding impacts in these tw cmmunities, fcused n rad and strmwater imprvements, and develped alternatives fr cnsideratin (cmplete with cst estimates). A standard methd was develped t evaluate the impacts fr rad elevatin prjects. Finally, the Cunty created an interim plicy fr rad imprvement prjects cuntywide, cnsidering future fld impacts. This standard specifies that, n average, rads will nt be allwed t fld mre than seven days per year. Hwever, befre Mnre Cunty mves frward with a cunty-wide rad elevatin prject, the Cunty must cllect mre accurate elevatin and engineering data. Mnre has begun a prject t btain mbile elevatin data fr all Cunty rads and als first-flr elevatins f all Cunty facilities. Mbile elevatin data is mre accurate than elevatin data btained by aerial methds

6 Page 6 f 6 Miami-Dade Cunty In 2013, the Miami-Dade Cunty Cmmissin established a Sea Level Rise Task Frce, 16 which issued a series f recmmendatins in July Cncurrently, the Cunty Cmmissin rdered that sea level rise be addressed in all plans, designs, and cnstructin prjects it cnsiders. Miami-Dade Cunty became a member f the City Energy Prject in late The City Energy Prject, a jint venture f the Natural Resurces Defense Cuncil and the Institute fr Market Transfrmatin, funded by a partnership with Blmberg Philanthrpies, the Dris Duke Charitable Fundatin, and the Kresge Fundatin, wrks with member jurisdictins t develp custmized plans t reduce energy cnsumptin in the building sectr. 100 Resilient Cities. In cllabratin with the City f Miami and City f Miami Beach, Miami- Dade Cunty, jined the Rckefeller Fundatin s 100 Resilient Cities (100RC) prgram in The three jurisdictins are wrking with each ther, Miami-Dade municipalities, reginal partners, ther 100RC cmmunities, and 100RC private, nnprfit, and academic partners t develp a rbust jint resilience strategy. Palm Beach Cunty Palm Beach Cunty engaged in extensive utreach with its municipalities arund the Reginal Climate Actin Plan, presenting t and meeting with fficials frm many cities, prir t the Cunty Cmmissin s apprval f the RCAP in early This extensive municipal utreach effrt later infrmed the develpment f municipal engagement by the Cmpact Staff Steering Cmmittee, including the establishment f a Cmpact Municipal Wrking Grup. In keeping with Palm Beach Cunty s cmmitment t increasing its climate resilience and reducing its GHG emissins, the Cunty, alng with the City f Delray Beach, City f Lake Wrth, Twn f Lantana, and the City f West Palm Beach, was successful in a jint applicatin t hst a SlSmart Advisr wh will wrk with the Cunty and municipalities t address slar sft csts (e.g. planning and zning, permitting financing, etc.), fster lcal slar market grwth, and individually btain SlSmart Cmmunity designatins. 16
