4 India-MSME Energy Efficiency Project: A 4-year USD 9.05M grant from the Global Environment Facility (GEF) and the World Bank to improve efficiency and reduce GHG emissions through commercial investments in energy efficiency goods and services in target MSME clusters.! MSME Energy Saving Project: Funding from Japan International Cooperation Agency (JICA) for energy saving investments in plant & machinery to reduce energy consumption, enhance energy efficiency, reduce CO2 emissions and improve the profitability of the units in the long run.! MSME Energy Efficiency / Cleaner Production Loan Facility: A Line of Credit from Germany s KfW Development Bank in the framework of the Indo-German Development Cooperation. 4

5 SME Development Bank of Thailand Natural Gas Vehicle Hire-Purchase Loan Project: Supports transport operators and SME entrepreneurs using compressed natural gas (CNG) and liquefied natural gas (LNG) vehicles for use in their businesses. 5

6 The Green Technology Financing Scheme (GTFS): to promote investments in green technology, a sector that is envisaged to be one of Malaysia s emerging drivers of economic growth. For products, equipment, or systems which: minimizes degradation of the environment has zero or low green house gas (GHG) emission safe for use and promotes healthy and improved environment for all forms of life; conserves the use of energy and natural resources; or promotes the use of renewable resources. 6

7 Malaysia Development Bank Biofuel Financing Scheme: Financing biofuel-related activities including processing of biofuel produced from agricultural products such as palm oil, rapeseeds, soybeans, linseed, jatropha, coconut oil and mustard seeds, or from waste cooking oils and other organic products.! Renewable Energy & Energy Efficiency Scheme: Supports government efforts in developing and enhancing the RE & EE projects that have an environmental benefits from the renewable-related projects. 7

8 DBP Forest: Long-term finance to green the countryside by planting high-yielding fruit trees through partnerships with landed organizations, reducing GHG emissions.! Climate Change & Carbon Financing Facility: Registration of eligible projects with the Clean Development Mechanism (CDM) and loans to projects that avoid or reduce emissions of greenhouse gases.! Green Financing Program: Long-term funds to local government units and industries to mobilize, encourage, and support activities and investments in environment-friendly projects. 8

9 Renewable Energy for Wiser and Accelerated Resources Development (REWARD): promote development and financing of renewable energy and biofuel projects in the country in line with the national energy program.! Carbon Finance Support Facility (CFSF): promotion of climate change mitigation projects through the implementation of Clean Development Mechanism (CDM).! Montreal Protocol-Ozone Depleting Substance (ODS) Phaseout Investment Project: phase-out of ODS in large manufacturing companies and small and medium enterprises (SMEs). 9

10 The PCFC Micro-Energy Credit Program: in partnership with viable microfinance institutions supports reforms and priority investments to improve the quality of life in rural areas through the provision of adequate, affordable and reliable energy services specifically the small-scale renewable energy solar home system, solar lanterns, etc. Funded by the World Bank and being implemented under the Investment Support Component of the Department of Energy s Rural Power Project. 10

11 Renewable Energy for Rural Economic Development (RERED) Project: To expand the commercial provision and utilization of renewable energy resources and improve the quality of life in rural areas in Sri Lanka. 11

12 Fiji Development Bank h"p:// Sustainable Energy Financing Facility: Allows farmers and small businesses to adopt sustainable energy technology in lieu of fossil fuel for the generation of electricity. This facility is supported by a partial guarantee provided by the World Bank. Benefits of adopting sustainable energy sources: Reduce electricity or fuel bill; Reduce carbon output and in turn, help contribute to cleaner air; and Reduce Fiji s reliance on imported fuel. 12

13 Energy Efficiency Subsidy Program: housing microfinance for energy conservation. helps households reduce their electricity bills while improving the quality and value of their homes. financial assistance from governments of Italy and Austria.! Energy Loan Program (ELP): provides affordable capital for renewable energy projects. in partnership with Palau Public Utilities Corporation part of a project funded by UNDP/GEF involves installation of solar photovoltaic (PV) systems on both residential and commercial facilities 13

14 Concluding Remarks Development banks, or broadly development finance institutions (DFIs), are specialized financial institutions that provide long-term financing as well as technical assistance to sectors that help in the country s economic well-being and growth. Development banks, among other tasks, provide environmental financing to micro, small and medium enterprises as well as large projects in the quest for a greener, cleaner future. By pursuing sustainable finance policies, advocacy and partnership practices through its members, ADFIAP believes that it can make a contribution in the sustainable development and growth of the Asia-Pacific region. 14
