Agenda (2): The proceedings of the 11 th SEAC meeting were confirmed. Agenda (3): Consideration of projects for which information was submitted by the proponents. a) M/s. Avesthagen One Biotech Complex:- The project Proponent submitted satisfactory response to the queries raised. The committee suggested that the proponent should confirm that: 1. Infectious organisms will not be handled. 1

2 2. Would take sufficient care of the kill tank to ensure that all the Micro Organisms are destroyed completely. 3. All preventive measures would be taken to ensure safety of the employees. 4. Health of all the staff would be monitored regularly. This project was recommended for environmental clearance with the above conditions. b) Raindrops Keep Falling on My head, of Total Environment. The explanation given by the proponent about the modifications made in the STP were considered and it was decided to recommended for issue of environmental clearance subject to the condition that the project proponent must achieve the KSPCB standards for the treated sewage water for urban reuse and ensure uninterrupted power supply to the STP. c) Windmills of Your Mind, of Total Environment. The explanation given by the project proponent about the use of the treated sewage water was considered and it was decided to recommended for environmental clearance subject to the condition that the project proponent must achieve the KSPCB standards for the treated sewage water for urban reuse and ensure uninterrupted power supply to the STP. d) M/s.Wipro Limited, (Software Development complex), Doddakannelli village, Sarjapur Road, Bangalore South Taluk, Bangalore of M/s.Wipro Limited. The SEAC examined the information furnished by the project proponent in person and recommended for environmental clearance subject to the following conditions:- The proponent should:- a. maintain sufficient greenery. b. not discharge treated sewage water outside the premises. e) M/s.Wipro Limited, Sy.No.70/4 & 84/1,2,3,4, Doddathoguru Village, Begur Hobli, Bangalore South Taluk of M/s.Wipro Limited, The SEAC examined the information furnished by the project proponent in person and recommended for environmental clearance subject to the following conditions:- 2

3 The proponent should:- a. maintain sufficient greenery. b. not discharge treated sewage water outside the premises. Agenda (5): Consideration of projects. a) Mining Project Proposals for which EIA and Public Hearing reports furnished as per TORs proposed. 1) Lime stone & Dolomite Mine at Muddapur Village, Mudhol Taluk, Bagalkot District of M/s South West Mining Limited. The project is proposed for extraction of Limestone and Dolomite in an area of Ha of Private Pattaland. Mining is by mechanised open cast method. The extraction of Lime Stone is 4.4 Lakh TPA and Dolomite is 0.6 Lakh TPA during first five years. As the information from the project proponent was not received by the members, the consideration of the project proposal was deferred. 2) Deogiri Iron Ore Mine, Sy. No. 55, 56, 57 & 58 of Deogiri Village, Sandur Taluk,Bellary District of M/s. Varalakshmi Mining Co. The project proponent made power point presentation about the project. The project is proposed for extraction of TPA Iron ore in an area of Ha. The project proponent made power point presentation. It was decided that the project proponent has to scientifically do the EIA conforming to the TOR proposed by GOI and come back with specific information. Construction Projects Proposals: 1) Residential Apartment at Survey No.93, Belathur Village, Bidarahalli Hobli, Kadugodi Post, Bangalore East of Sri.P.Balaraju. The project proponent made power point presentation about the project. The project is proposed for construction of 108 3

4 residential apartments in an area of 11, Sqm and the total built up area is 27, Sqm. The area reserved for landscape is 3, Sqm. The total water consumption is 73 KLD. The proponent informed that construction has commenced. It was decided to bring this fact to the notice of SEIAA/State Government for taking further action in the matter. It was decided to obtain the following information and then recommend to SEIAA for Environmental Clearance:- 1) Social Commitment Plan. 2) BWSSB NOC for water supply. 3) Realistic green belt development plan. 4) Plan locating STP on open ground instead of basement. 2. Sahara City Homes, Khusnur Village, Gulbarga District of M/s. Sahara India Commercial Corporation Limited. The project proponent made a power point presentation of the project. The project is proposed for development of private housing infrastructure with facilities such as Schools, hotels, Commercial, Community Centers, Clubs, Hospital and Services. The total land area is acres and the total built up area is Sqm. The total water consumption is 3293 m 3 /day and total quantity of solid waste generated is 8.12 MT/day. Since it is a B1 category project, in addition to the Standard TOR, the following TOR were prescribed:- 1) Water availability, usage and its impact on other competitive users. 2) Impact of land conversion. 3) Risk analysis study for centralised LPG supply. 4) Onsite emergency plan. 5) Impact of this Township on the surrounding villages. 6) Scheme for Solid Waste Managements should be self contained. 7) Social Commitment Plan for the local society. 8) Waste water treatment scheme and its utilisation 9) Green belt development plan. 4

5 3) Sahara City Homes, Alipur Village, Bellary District of M/s. Sahara India Commercial Corporation Limited. The project proponent made a power point presentation of the project. The project is proposed for development of private housing infrastructure with facilities such as Schools, hotels, Commercial, Community Centers, Clubs, Hospital and Services. The total land area is acres and the total built up area is Sqm. The total water consumption is 3358 m 3 /day and total quantity of solid waste generated is 9.3 MT/day. Since it is a B1 category project, in addition to the Standard TOR, the following TOR were prescribed:- 1) Impact of the project on the Bellary Reserved Forest. 2) Water availability, usage and its impact on other competitive users. 3) Impact of land conversion. 4) Risk analysis study for centralised LPG supply. 5) Onsite emergency plan. 6) Impact of this Township on the surrounding villages. 7) Scheme for Solid Waste Managements should be self contained. 8) Social Commitment Plan for the local society. 9) Waste water treatment scheme and its utilisation 10) Green belt development plan. 4) Tech Park and Star Hotel at EPIP Industrial Area, Sonnenagalli Village, Bangalore East Taluk, Bangalore District of M/s Adarsh Develpers and Adarsh Reality and Hotels Pvt. Ltd. The project proponent made a power point presentation of the project. The project is proposed for construction of Tech Park and Hotel in an area of 71, Sqm. The total built up area is 2,36, Sqm. The total water consumption is 1037 KLD. It was decided to obtain the social commitment plan and to impose the condition that chlorination should be done. The committee recommended the project for Environmental Clearance. 5

6 5) RUSTIQUE, Pattandur Agrahara, K.R.Puram Hobli, Bangalore East Taluk of M/s. City Lights Estates Pvt. Ltd. The project proponent made power point presentation of the project. The project is proposed for construction of 168 Apartments in an area of Sqm. The total built up area is the total water consumption is 250 KLD. The project proponent informed that the construction is completed. It was decided to bring this fact to the notice of SEIAA/State Government for taking further action in the matter. They were asked to rework water balance chart and also submit social commitment plan. The committee recommended the project for environmental clearance. 6) Residential Apartment Project at Kasavanahalli, Varthur Hobli, Bangalore of M/s. Astro Builders and Developers. The project is proposed for construction of Residential Apartments in an area of Sqm. The total built up area is Sqm. The total area reserved for landscaping is Sqm and total water consumption is 97.2 KLD. The project information sent to members by the project proponent was inappropriate. Hence deferred. 7) RMZ Galleria at Yelahanka Village of M/s. RMZ Galleria (India) Pvt. LTd. The project proponent made power point presentation of the project. The project is proposed for construction of Commercial Complex in an area of Sqm and the total built up area is Sqm. The area reserved for green belt is Sqm. The total water consumption is 500 KLD. The project proponent informed that construction has not commenced. It was decided to propose the following studies:- Dismantling of the existing factory & its impact. Impact of existing industry on environment so far. Due diligence studies. 6

7 The SEAC indicated that it is a B1 category project as the total built up area is over 1.5 lakhs Sqm. It was decided to request the project proponents to propose TOR for the project. 8) Residential Apartment at Shivanahalli Village of M/s. Value Design Build Pvt. Ltd. The project proponent made a power point presentation of the project. The project is proposed for construction of Residential Apartments in an area of 14, Sqm and the total built up area is 37, Sq.mts. The area reserved for landscaping is 3861 Sqm. The total water consumption is 131 KLD. It was decided and to impose the condition that 50% of sewage water would be treated to tertiary level and used and the balance 50% treated to the discharge standards and discharge to UGD. The SEAC recommended for environmental clearance and decided to obtain the following commitments from the project proponent:- Commitment from project proponent that the treated sewage water would not be let into the near by lake. Treatment scheme for sewage for a. In house utility and b. For discharge. Specific clearance from BWSSB for letting out treated sewage into the UGD. Municipality permission to raise and maintain avenue plantation. The SEAC recommended for environmental clearance for the project. 9) Residential Project at Hosahalli Village of M/s. Sobha Developers Ltd. The project proponent made the power point presentation. The project is proposed for construction of Residential Apartments in 7

8 an area of Sqm with a total built up area of 1,53, Sqm. The total water consumption is 590 KLD. The project proponent was requested to propose TOR for the project, as the total built up area of the project is over 1.5 Lakhs Sqm. and is category B1 project. 10) Sobha Valley View at Hosakerehalli Village of M/s. Shobha Developers Ltd. The project proponent made the power point presentation. The project is proposed for construction of Residential Apartments in an area of 35, Sqm with a total built up area of 96, Sqm. The total water consumption is KLD. It was decided to obtain the following information and recommend for environmental clearance:- Re-worked water requirement for the project. Impact of this activity on near by water bodies. 11) Residential Apartment Hennur-III at Chelkere Village of M/s. Mantri Homes Pvt. Ltd. The project proponent made power point presentation of the project. The project is proposed for construction of Residential Apartments in an area of Sqm with a total built up area of Sqm. The total water consumption is 110 KLD. The project site appears to be on community land hence the proponent to come up with proof to show that it is not community land. Lot of inconsistencies seen on water quality, STP, MSW disposal, rainfall data, etc hence the proponent was asked to come back with proper information. 12) Residential Apartment at Hulimavu Village of M/s. Hinduja Holdings. The project proponent made the power point presentation. The project is proposed for construction of Residential Apartments in an area of 7, Sqm and the total built up area is 23, Sqm. The total water consumption is 88 m 3 /day. The area reserved for green belt is Sqm. The project proponent informed that construction had started but now stopped. It was decided to bring this fact to the notice of SEIAA/State Government for taking further action in the matter. 8

9 The committee decided to obtain the following information and recommended to SEIAA for environmental clearance:- Impact of the project on Hulimavu lake and proposal to protect from pollution/environmental degradation. Permission from BWSSB to let out treated sewage water in to UGD. Infrastructure Project Proposals:- 1) Bellary Nalla Irrigation Project (River Valley Project) of Secretary to Govt. Water Resources Departmet, Karnataka Govt. Secretariat. It was decided to further obtain the following information: Water quality to be compared with irrigation standards. Further data on present ground water quality and future quality. Care should be taken not to allow sewage in to the nalas. Care should be taken to ensure that the activity does not create mosquito problem. Scheme for future desilting in the project and resources for the same. Commitment for afforestation. Impact study on extraction of construction material for the entire project. Treatment of sewage of Bellary city to be incorporated as a part of this project.
