Box 5 Fot Good Hope, NT XOE OHO Via facsimile and (40) heidi.wiebe@shaw ca Febuay 4, Comments on Daft of Sahtu Land Use Plan In Octobe of 08, the Gonment of the Nothwest Teitoies (GNWT) eleased the Daft NWT Hydo Stategy. The daft stategy is aimed at guiding the activities of the GNWT and its hydo-oiented cown copoation, the ecently ceated Nothwest Teitoies Hydo Copoation (NT Hydo). NT Hydo is esponsible fo implementation of seal key pioities identified in the daft stategy and this wok includes identification of sites that may be suitable fo futue hydo and enewable enegy delopment. NT Hydo has been woking with Sahtu communities, Land Copoations and othe key stakeholdes to discuss hydo and enewable enegy technologies, diffeent types of hydo delopment (e.g. un of i, mini-hydo, lage hydo) and to get input into how the egion may want to mo fowad with hydo and enewable enegy delopment. This wok also includes identifying potential sites fo collection of baseline envionmental, hydological and taditional knowledge infomation to chaacteize the hydo and enewable enegy potential of the egion. At this point, this infomation is not being collected in elation to delopment of a specific poject but will be used to identify sites that ha potential fo futue hydo and enewable enegy delopment. NT Hydo ecently paticipated in the Sahtu Hydo Symposium that was hosted by the Deline Land Copoation on Febuay ~ ~1~.th. The symposium povided a good oppotunity fo all paticipants to shae infomation and to discuss hydo and enewable enegy technologies and thei potential application in the Sahtu Region. Outcomes of the wokshop included the fomation of a hydo and enewable enegy egional woking goup and holding additional wokshops/meetings in Sahtu communities on hydo and enewable enegy delopment. As this wok mos fowad, infomation elevant to the land use planning pocess will be povided to the Sahtu Land Use Planning Boad (SLUPB) fo consideation. At the symposium, NT Hydo also pesented the esults of a daft assessment of the hydo potential of the Sahtu egion. This assessment eviewed existing hydo studies

2 NORTHWEST TERRITORIES HYDRO CORPORATION and eseach, hydologic and topogaphical infomation and identified sites in the egion that ha hydo potential. basins identified in the egion as having hydo potential include: Geat Bea, Camsell, Mackenzie, Mountain, Cacajou, Keele and the Redstone. Of paticula inteest fom a hydo pespecti ae the Geat Bea and Camsell s as they both ha favouable hydologic and topogaphical conditions that ae suitable fo application of a vaiety of hydo technologies. NT Hydo notes that both of these is ae located within Special Management Zones with the Camsell located within the Geat Bea Wateshed Special Management Zone. The plan dictates that any futue delopment would be subject to conditions as outlined fo Special Management Zones. It is impotant that land use zoning which allows fo futue hydo delopment in these i basins is maintained so that the possibility of geneating clean enegy within the Sahtu egion emains open. NT Hydo will fowad the hydo assessment epot to the SLUPB once the epot is finalized. NT Hydo wishes to highlight to the SLUPB that the inclusion of the Geat Bea Lake Wateshed Management Plan (GBLWMP) as a sepaate planning pocess and document ceates confusion within the daft land use plan. It would be geatly beneficial if the GBLWMP and associated conditions could be hamonized into the land use plan so that thee is one compehensi land use plan fo the entie egion. NT Hydo undestands the SLUPB has been woking to esol these issues and looks fowad to eviewing futue dafts in light of this issue. 3 .5.4 Powe Delopment Powe in the Nothwest Teitoies is geneated pimaily though hydo electic pojects (75%) and diesel plants. Within the Sahtu, the fou smalle communities use diesel geneated powe, while in Noman Wells, the NWT Powe Cop puchases natual gas geneated powe fom Esso to sell to the community. [1] Powe can be geneated fom a vaiety of enewable and nonenewable esouces. The following sections discuss plans and potential fo othe souces of powe. Hydo-Electicity The GNWT s 1 th Legislati Assembly has set a numbe of enegy pioities to addess NWT esidents fustation with the ising cost of enegy due to heavy eliance on impoted fossil fuels and exposue to wold oil pices. To addess these issues, the Legislati Assembly has expessed an inteest in pusuing initiatis that will help educe enegy costs and advance the delopment of altenati enegy initiatis. The GNWT has committed to educing its dependence on impoted diesel. It will focus on long tem commitments to deloping hydoelectic esouces though a NWT Hydo Stategy. The daft of the NWT Hydo Stategy Executi Summay was eleased in 0 outlining the teitoy s long tem appoach to deloping hydoelecticity in the teitoy. The NWT has moe than,500 megawatts of hydoelectic potential but is cuently using less than 0.5% of it. Of this potential,,450 megawatts ae associated with the Mackenzie. [] The GNWT established the Nothwest Teitoies Hydo Copoation (NT Hydo) and its subsidiay, the Nothwest Teitoies Enegy Copoation, to undetake the esponsibility of implementing the actions necessay to ealize its delopment goals. Sahdae Enegy Ltd., a subsidiay of the NWT Hydo Copoation, was established with a sole pupose to pusue a hydo delopment poject on the Geat Bea to povide powe to the potential Mackenzie Valley Pipeline poject. [] The GNWT will lend its suppot though the delopment of policy, planning and pogams that will be aligned with the stategies and actions. The GNWT ecognizes that its hydoelectical delopment policy and egulations will ha to comply with the esouce management egimes ceated by settled land claims such as the SDMCLCA. Potential hydoelecticity tansmission lines ae poposed to oughly follow the Mackenzie fom Hay up though Tulita, Noman Wells, Fot Good Hope and to Inuvik. Deline would also be connected to the lines though Tulita. Colville Lake is not cuently shown as a destination fo the tansmission lines. A hydokinetic in steam tubine pilot poject will begin opeation at Fot Simpson in the Dehcho in the summe of and othe mini hydo and small hydo pojects ae at vaious stages of delopment in the NWT. The Taltson Hydo expansion poject to povide powe to

4 the diamond mines is cuently in the Envionmental Assessment pocess. Hydo Fo the time being, mini hydo pojects will be consideed within the NWT. They will typically geneate megawatts. At least one pilot poject is to take place in 0 with moe to follow. Lage scale delopments in the NWT will take yeas to delop. The planning pocess is pojected to take place within appoximately the next yeas. [4] Biomass Enegy The GNWT has an appod biomass stategy in place and is woking to use biomass enegy in conjunction with electic co-geneation. In consideing altenati souces of enegy poduction, the GNWT has has successfully implemented wood pellet technology and plans to expand its implementation. The GNWT is also instigating the potential use of locally poduced biomass enegy souces in the NWT tested the feasibility of using wood pellets. Wood pellets ha successfully been used in boiles of the Tlicho Region. This pogam is to be expanded fo othe public facilities. A study will examine the feasibility of using wood pellet boiles in communities within the Mackenzie Valley. It will also assess oppotunities fo the manufactuing of pellets, availability of foest esouces and evaluate the potential to delop the esidential/pivate wood pellet maket in Yellowknife. A compehensi Biofuels Stategy is to be completed fo 0 and a biomass electicity geneation poject is to be stated in. Two wood pellet boiles ae to be installed in Chief Jimmy Buneau School and an additional minimum of six public buildings will be equipped with wood pellet boiles by. [5]
