1 CITY OF REEDLEY WATER SYSTEMS SPECIALIST I WATER SYSTEMS SPECIALIST IT DEFINITION Under immediate supervision (Water Systems Specialist I) or general supervision (Water Systems Specialist II), to perform a variety of skilled and semi-skilled work involved in the construction, repair, maintenance, and alteration of buildings, facilities, water distribution pipes, water well pumps, motors, controls, and chlorination equipment. DISTINGIDSHING CHARACTERISTICS Water Systems Specialist I - This is the entry level journey person class in the Water Systems Specialist series for employees who possess a Water Treatment Operator Grade I Certificate. Incumbents work under the immediate supervision of the Water Systems Supervisor and perform most operation work. Employees in this class may be promoted to Water Systems Specialist II upon obtaining a Grade II Certificate. Water Systems Specialist II - Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Water Systems Operator I, or when filled from the outside require prior water operations experience. Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. A Water Systems Specialist II works under general supervision and is expected to perform the entire range of water operation work. Work in this class is distinguished from that of the Water Systems Specialist I class by the greater complexity of the work, by the greater independence with which an incumbent is expected to operate, and the required possession of a Water Treatment Operator Grade II Certificate issued by the State of California. SUPERVISION EXERCISED Water Systems Specialist I Exercises no supervision. Water Systems Specialist II May exercise functional and technical supervision over lower level maintenance staff. 131

2 Water Systems Specialist 1/ll (Continued) EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Install, maintain, repair, calibrate, and test a wide variety of pneumatic and electronic recording, indicating, measuring, controlling, and test instruments including pressure regulators and gauges and chemical feeder controllers. Operate and maintain chlorination equipment including leak detection, changing tanks, and adjusting feed rate in accordance with water test results. Establish and perform preventive maintenance inspections of all metering, control instruments, recorders, and mechanical instrumentation equipment; check pumps and motors for vibration; check water tanks and pump for leaks and wear; clean, lubricate, calibrate, and adjust such equipment as conditions indicate. Collect water samples; test water for chlorine content. Maintain records of water pressure and water flow readings; monitor air level of surge tanks; adjust as necessary. Operate a variety of vehicles, tools, and equipment including cement saws, trucks, backhoes, trenchers, compressors, forklifts, pipe tapping devices, electronic pipe detectors, and various hand tools required for carpentry, plumbing, and maintenance duties. Perform safety and service inspections of assigned trucks and equipment; steam clean, wash, and fuel equipment; assist in lubrication and maintenance of equipment. Maintain computerized records and logs; complete reports as necessary. Read and interpret sketches, diagrams, and blueprints. Assist in reading meters; shut off or turn on water services due to non-payment or repair. Assist in all general maintenance activities as required. Load and unload supplies; lift and move heavy equipment. Assist in the training of less experienced maintenance personnel. Occupational hazards and standard safety practices necessary in the maintenance and repair of water distribution and treatment systems. Water purification and testing procedures. Principles and procedures of record keeping and reporting. Safe driving principles and practices. Skill to: Operate a variety of vehicular and stationary mechanical equipment as well as a wide variety of maintenance and repair tools and equipment in a safe and effective manner. Operate a motor vehicle safely. Ability to: Learn standard practices, materials, tools, and equipment used in the mechanical or electrical repair of minor and major mechanical equipment systems including pumps, motors, generators, and pressure regulatory devices. Learn principles, theory, and standard practices of several maintenance trades as they apply to maintenance and repair of structures, machinery, and equipment. Learn, interpret, and apply the policies, procedures, laws, codes, and regulations related to the maintenance and repair of water distribution and treatment systems. Learn to locate and adjust defects in electrical and mechanical systems and equipment. Learn to troubleshoot mechanical problems. Learn to read, interpret, and apply technical information from manuals, drawings, specifications, layouts, blueprints, and schematics. 133

Understand and follow oral and written instructions. Communicate clearly and concisely, both orally and in writing. Experience and Trainin2 Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: One year of experience involving public works maintenance including water system maintenance, operation of chlorination facilities, and water sample testing experience. Training: Equivalent to the completion of the twelfth grade. License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license. Possession of, or ability to obtain, a Water Treatment Operator Grade I Certificate issued by the State of California. Special Requirements: Essential duties require the following physical skills and work environment: Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, push, pull, and lift 100 lbs., distinguish color, and wear protective apparel; exposure to cold, heat, noise, outdoors, vibration, chemicals, mechanical hazards, electrical hazards; ability to travel to different sites and locations; availability for on-call, stand-by, and emergency call. 134

Locate and adjust defects in electrical and mechanical systems and equipment. Troubleshoot mechanical problems.
