3 Why are we here? You have expertise with the sanitary sewer You may be called upon to also inspect the unsanitary sewer aka storm drain What you need to look for is not always clear, and takes some investigation

4 Storm drain vs. sanitary sewer Sanitary sewer is a conveyance that usually flows to a POTW for treatment prior to discharge to a water body. Storm drain/ms4 is a conveyance that goes directly to a surface water body (lake, stream, ocean) normally without treatment.

5 Legal Issues: local, state, and federal Local regulations may modify the state/federal requirements Types of facilities to be inspected may change Types of discharges allowed may change Examples: Santa Margarita River Permit Santa Ana River Permit Other local MS4 permit Jurisdiction Runoff Management Plan (JRMP) Local Implementation Plan (LIP) Storm Water Management Program (SWMP)

7 Non-Stormwater All discharges to and from a stormwater system that do not originate from precipitation events and are not composed entirely of stormwater. Categories Unauthorized (most) Authorized by NPDES permit

8 Goals of the inspection Determine if the facility is in compliance with the City/County Stormwater Ordinance Determine if there are No unauthorized non-stormwater discharges (NSWDs) Measures in place to control NSWDs Document the inspection Inform the facility owner/operator of expectation and requirements

79 Documentation Check if the facility has coverage under the Industrial General Permit (IGP). Refer to the IGP for categories requiring coverage. If their SIC code is covered under the IGP, verify they have filed a Notice of Intent (NOI). Confirm they have a Storm Water Pollution Prevention Plan (SWPPP) and a monitoring plan. Document the results.

80 The Inspection Outcome The inspector should know the following: What is the facility s potential to impact stormwater quality from pollutant exposure and non-stormwater discharges? Are BMPs effectively applied so that pollutant exposure is minimized and non-stormwater discharges are eliminated?
