National Energy Efficiency and Renewable Energy Action Plan and The Integration of CSH - Lebanon Tony Gebrayel Energy Engineer Lebanese Center for Energy Conservation (LCEC) September 18, st Concentrated Solar Heat Conference Amman, Jordan

What is LCEC? The Lebanese Center for Energy Conservation (LCEC) is the national energy agency for Lebanon. LCEC is a governmental organization affiliated to the Lebanese Ministry of Energy and Water (MEW). Basically, it is the technical arm of the Ministry in all subjects related to energy efficiency, renewable energy, and green buildings LCEC offers proven expertise and support to the Government of Lebanon (GoL) to develop and implement national strategies towards saving energy, saving money, reducing greenhouse gas emissions with the final target being to improve durability, safety and comfort of the Lebanese population.

Action Plans National Renewable Energy Action Plan National Energy Efficiency Action Plan Details how Lebanon is going to reach the 12% RE target by 2020 Sets the road map to be followed by Lebanon to reach its EE objectives

NEEAP, NREAP and the CSP NEEAP NEEAP states that energy audits should be mandatory for industrial facilities with consumption higher than 4562 MWh/year Encouraging energy efficiency measures in the industry NREAP Build 50 MW of CSP with 7.5 hours of storage

NEEREA Initiative 11 of NEEAP ( ): Financing Mechanisms and Incentives This initiative aims to provide proper financing mechanism in order to promote the use of energy efficiency and renewable energy. This is mainly linked to the collaborative work with the Ministry of Finance and the Central Bank of Lebanon. National Energy Efficiency and Renewable Energy Action (NEEREA)

NEEREA: Measures Energy Efficiency: - Building Envelope Improvement: Double Wall, Thermal Insulation (Roof, Walls, Ground), Double Glazing - Efficient HVAC systems (Chillers, VRF technologies etc.) - LED lighting systems, Motions sensors - BMS systems - Certified Green Buildings - Ground Source Heat Pumps - Air to Water Heat Pumps (NEW) Renewable Energy: - Solar PV systems - Solar Water Heating Systems - Concentrated Solar Heating (NEW)

BDL Energy Incentives New Projects Up to 14 years maturity Up to 4 years grace period Re-Modeling Existing Projects Up to 10 years maturity Up to 2 years grace period

NEEREA - Procedure

Projects More than 755 approved loans with a total value of 440 million USD 85 Energy Efficiency projects with a total value of 56 million USD Green building loans took the biggest part with a total budget of 248 million USD

Market Impact NEEREA helped create more than 10,000 direct and indirect jobs in the sustainable energy sector in Lebanon The number of companies working in the field of solar water heaters rose from 25 in 2010 to more than 170 companies today The number of companies working in solar photovoltaic sector increased from 5 in 2010 to more than 70 companies today The total installed square meters of solar collectors rose from 211,000 m 2 in 2010 to 600,000 m 2 in 2018

NEEREA - Statistics Distribution of Projects Per Sector $ % $ % $ % $ % $ % $ % Agriculture Commercial Educational Industrial Non-profit Residential

Increasing Industrial Investments More than 1252 permitted food factories in Lebanon More than half of industrial energy consumption is heat The temperature range needed for industrial applications can be covered by CSH technologies Questionnaires were disseminated to industrialists to collect data about the currently used technology and is available online. A CSH guideline for the NEEREA financing mechanism is being developed with the help of CSP KIP program

CSH Guideline The CSH template was developed based on existing NEEREA templates, and updated to correspond to the CSH applications The template includes multiple sections beginning with an introduction, then an overview of the existing facilities The template then dwells into the sizing requirements for the concentrated solar heating plant along with the financial analysis and environmental impact At the end, the template evaluates the post-installation measures and the tendering

CSH s Prospective in Lebanon The solar resource in Lebanon is very good for CSH implementation The ministry of Industry is open to the integration of CSH in its plans to develop new industrial zones Industrialists are starting to show interest in the technology CSH NEEREA guideline to be launched in September during IBEF 2018 Regional initiatives dealing with CSP and CSH are starting to take place with the help of CSP KIP
