14 What is a UNESCO-biosphere reserve? Award for a region in the frame of UNESCO Man and Biosphere program For special natural and cultural landscapes with potential for a model region for sustainable development Three functions: Conservation Sustainable regional development Education and research

15 669 Biosphere reserves in the world, 120 states participate in the program 16 UNESCO-Biosphere reserves in Germany, 3 wadden sea sites, one in the Netherlands UNESCO-program Man and Biosphere today: Building a world wide network of representative sites as model regions for sustainable development what else are we than a model area?

17 Invitation to municipalities in the Wadden Sea Region of Lower Saxony - to participate in a process, as we have not had before in Lower Saxony - To participate in a bottom-up process voluntarily to safeguard future and revaluation of the region To build an institutional bridge from the UNESCO World Heritage to Waddenland or (inland) region.

27 Step 3 Process towards a formal transition zone Contacts and discussion with mayors and municipal councils Start of a process to develop a formal transition zone with interested municipalities Identification of common fields for futures activities Development of a participative governance structure

28 What shall happen in the transition zone? Towards a sustainable development, but there is no general roadmap On voluntary basis fields of action can and will be defined. This is not easy and means input and participation Lots of things are possible, nothing has to be done!
