Remedial action and mitigation Remediated soils Estimated quantities of the soil, if any, originating at and remaining on the record of site condition property that have been remediated, at a location either on or off the property, to reduce the concentration of contaminants in the soil. Indicate the remediation process or processes used and the estimated amount of soil remediated by each identified process. Soil remediation process Estimated quantity of soil (in groundvolume in cubic metres) Description of remediation Description of any action taken to reduce the concentration of contaminants (including soil removals) on, in or under the record of site condition property. A total of four (4) excavations (Area 1 to Area 4) were conducted, as described below. Excavation Area 1 was conducted to address the BTEX and PHC impacts. It was advanced to a depth of 5.0 m, approximately 400 m2 in size, extending to the north property boundary and the existing building to the east. Based on the size of the excavation and the available sidewalls (west and south walls), the total number of confirmatory samples collected included four (4) floor and four (4) wall samples. The north extent of the excavation was to the north property boundary where the caisson wall was present. The east extent of the excavation was to the remaining building foundation at that time, which extended deeper than the entire depth of the excavation at Area 1. As such, there was no soil present at the north and east excavation sidewalls; and therefore, soil samples were not collected from these walls. Excavation Area 2 was conducted to address the metal impacts at the western portion of the Site. It was advanced to a depth of 1.0 m, approximately 4 m2 in size. Based on the size of the excavation and the available sidewalls (all walls), the total number of confirmatory samples collected included two (2) floor and two (2) wall samples. Excavation Area 3 was conducted to address the VOC impacts. It was advanced to a depth of 13.2 m, approximately 100 m2 in size. At the time of this excavation, there were no sidewalls present. As such, based on the size of the excavation and the available sidewalls (none), the total number of confirmatory samples collected included five (5) floor samples. Area 3 Excavation was completed in conjunction with the removal of the south building foundation walls. Due to the nature of this type of construction activity, a substantial excavation cavity with a gradual depression typically remains. The result is that the floor and walls cannot be distinguished. As such, five (5) samples were collected in the vicinity of the former VOC impacts, all at depths of approximately 13.2 m. Removal of soil across the entire Site was conducted to a depth of approximately 13.2 m to allow for the construction of the below grade structures. Excavation Area 4 was the Site-wide excavation for construction purposes; it served as the remedial excavation limits to address the inorganic impacts; and, it also served as the remedial excavation limits to address the barium impact at the eastern portion of the Site. It was advanced to a depth of 13.2 m, approximately 6,000 m2 in size, extending to all property boundaries. Based on the size of the excavation and the available sidewalls (none), the total number of confirmatory samples collected included twelve (12) floor samples. This excavation was extended to all property boundaries, where the caisson walls were present. As such, there was no soil present at the excavation sidewalls; and therefore, soil samples were not collected the sidewalls. Soil or sediment removed and not returned Estimated quantities of soil or sediment, if any, removed from and not returned to the record of site condition property. Estimated quantity of soil (in ground-volume in cubic metres) 85,524.0 Estimated quantity of sediment (in ground-volume in cubic metres) 0.0 Soil brought to the property Filed Record of Site Condition # on 2015/12/21 16 of 23

Soil brought to the property Estimated quantity of the soil, if any, being brought from another property to and deposited at the record of site condition property, not including any soil that may have originated at but been remediated off the record of site condition property and that is identified in section 28 of Schedule A. Estimated quantity of soil brought to the property (in ground-volume in cubic metres) 0.0 Filed Record of Site Condition # on 2015/12/21 17 of 23

D Qualified person s statements and certifications As the qualified person, I certify that: A phase one environmental site assessment of the record of site condition property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. A phase two environmental site assessment of the record of site condition property, which includes the evaluation of the information gathered from planning and conducting a site investigation, a report, and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. The information represents the site conditions at the sampling points at the time of sampling only and the conditions between and beyond the sampling points may vary. As of 2013/04/08, in my opinion, based on the phase one environmental site assessment and the phase two environmental site assessment, and any confirmatory sampling, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the record of site condition property that would interfere with the type of property use to which the record of site condition property will be put, as specified in the record of site condition. Ground water sampling has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. I have, within the six months immediately before the submission of this record of site condition, given written notice of intention to apply non-potable ground water site condition standards to the clerk of the local municipality in which the property is located and the clerk of any upper-tier municipality in which the property is located. As of 2013/04/08, in my opinion, based on the phase one and phase two environmental site assessments and any confirmatory sampling, the record of site condition property meets the applicable full depth generic site condition standards prescribed by section 37 of the regulation for all contaminants prescribed by the regulation in relation to the type of property use for which this record of site condition is filed, except for those contaminants (if any) specified in this record of site condition at Table 2, maximum contaminant concentrations compared to standards specified in a risk assessment. As of 2013/04/08, the maximum known concentration of each contaminant in soil, sediment and ground water at the record of site condition property for which sampling and analysis has been performed is specified in this record of site condition at Table 1, maximum contaminant concentrations compared to applicable full depth generic site condition standards. In relation to any contaminant excepted from the certification mentioned above as specified in the record of site condition at Table 2, maximum contaminant concentrations compared to standards specified in a risk assessment, or in relation to any other contaminant that in my opinion is likely to cause an adverse effect: A risk assessment was prepared for the contaminant with respect to the property for which the phase two environmental site assessment was conducted. The Director has accepted the risk assessment under clause (1) (a) of the Act. As of 2013/04/08, the property for which the phase two environmental site assessment was conducted meets the standards specified in the risk assessment for the contaminant. I am a qualified person and have the qualifications required by section 5 of the regulation. I have in place an insurance policy that satisfies the requirements of section 7 of the regulation. I acknowledge that the record of site condition will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry. 66 Phase Two Conceptual Site Model Madison Eglinton Limited This section presents the Phase Two Conceptual Site Model (P2CSM) providing a narrative, graphical and tabulated description integrating information related to the Site geologic and hydrogeologic conditions, areas of potential environmental concern/potential contaminating activities, the presence and distribution of potential contaminants of concern, contaminant fate and transport, and potential exposure pathways. The P2CSM was completed in accordance with Ontario Regulation 153/04, as amended (O.Reg.153/04), as defined by the Ontario Ministry of the Environment and Climate Change (MOECC). 1 Introduction The Site consists of contiguous parcels of land with the following municipal addresses in the City of Toronto, Ontario: 89 Dunfield Avenue 98 Lillian Street Eglinton Avenue East Lillian Street The Site has recently undergone redevelopment activities. The Site is situated within a mixed commercial and residential midtown area of Toronto; and, is located on the south side of Eglinton Avenue East. Refer to Drawing 1 for the Site Location Plan. Prior to Site redevelopment, three (3) commercial buildings were located at the northeast portion of the Site; and, the remainder of the Site consisted of a paved parking lot. Currently, the Site is undergoing redevelopment activities for which the areal extent of the Site (up to the property boundary limits) was excavated to a minimum of 15 m below grade. The future Site building will include a shared five (5) level underground parking garage, a commercial space across the entire ground level, and two (2) residential towers extending from the commercial ground level. The five (5)1level underground parking garage will occupy an area of 5,690 m 2, 100% of the total Site. The location of the on1site features prior to Site redevelopment activities is outlined in Drawing 2. Following Site redevelopment, the building footprint will occupy the areal extent of the Site; and as such, a drawing outlining on1site features post Site redevelopment is not available at this time. Refer to Table 1 for the Site identification information. 69 Madison Eglinton Limited P2CSM 101 Eglinton Avenue East, Toronto, ON BRM% %H0 October Physical Site Description 3.1 Stratigraphy Prior to the redevelopment activities at the Site, the general stratigraphy at the Site consisted of surficial asphalt and fill material, overlying native till material comprising of alternating layers of silty clay/clayey silt and silt/silty sand. Bedrock was not encountered at the depths investigated in the drilling programs, which extended to a maximum depth of approximately 37 m; however, the approximate depth to bedrock is estimated to be between 70 and 75 m. The Site stratigraphy characteristics are summarized in Table 4. All confirmatory soil sampling was conducted in accordance with O.Reg.153/04, where available based on presence or absence of sidewalls, as described below. Prior to any soil excavation, the above grade building structures were demolished. All below grade building foundation walls (approximately 6 m in depth) remained at the Site. Continuous caisson walls were then installed at all property boundaries, up to approximately 23 m in depth. Localized remedial soil excavations (Areas 1 and 2) were conducted to remove impacted material and to cost effectively manage the soil disposal activities. Due to the presence of remaining building foundation walls and the newly installed caisson walls, some excavations were extended to these barriers. 5

Madison Eglinton Limited P2CSM 101 Eglinton Avenue East, Toronto, ON BRM% %H0 October 2015 The following paragraphs detail each remedial excavation that was conducted at the Site. Area 1 Excavation Excavation Area 1 was conducted to address the BTEX and PHC impacts. It was advanced to a depth of 5.0 m, approximately 400 m 2 in size, extending to the north property boundary and the existing building to the east. Based on the size of the excavation and the available sidewalls (west and south walls), the total number of confirmatory samples collected include four (4) floor and four (4) wall samples. Area 2 Excavation Excavation Area 2 was conducted to address the metal impacts at the western portion of the Site. It was advanced to a depth of 1.0 m, approximately 4 m 2 in size, surrounding test pit TP3. Based on the size of the excavation and the available sidewalls (all walls), the total number of confirmatory samples collected include two (2) floor and two (2) wall samples. All regulatory1required floor and sidewall samples were collected. Removal of the building foundations was then conducted, which included the removal of impacted soil at and within vicinity of borehole BH104. Area 3 Excavation Excavation Area 3 was conducted to address the VOC impacts. It was advanced to a depth of 13.2 m, approximately 100 m 2 in size, surrounding borehole BH104. As such, five (5) samples were collected in the vicinity of the former 1,41dichlorobenzene impacted area, all at depths of approximately 13.2 m. Removal of soil across the entire Site was conducted to a depth of approximately 13.2 m to allow for the construction of the below grade structures. Area 4 Excavation Excavation Area 4 was the Site1wide excavation for construction purposes; it served as the remedial excavation limits to address the inorganic impacts; and, it also served as the remedial excavation limits to address the barium impact at the eastern portion of the Site. It was advanced to a depth of 13.2 m, approximately 6,000 m 2 in size, extending to all property boundaries. The areas of each excavation and locations of confirmatory soil samples are presented in Drawings 11A to 14A. It is noted that although EC and SAR impacts were detected in confirmatory soil samples collected from excavation Area 2, at depths between 0.7 and 1.0 m bgs, the confirmatory soil samples for EC and SAR from excavation Area 4, at depths of 13.2 m bgs, were below the MOECC (2011a) Table 3 SCS; as such, no EC and SAR impacts in soil remain on Site. 6

Madison Eglinton Limited P2CSM 101 Eglinton Avenue East, Toronto, ON BRM% %H0 October 2015 A summary of each excavation and corresponding confirmatory samples is provided in Table 7. All confirmatory soil sampling was conducted in accordance with O.Reg.153/04, where available, based on presence or absence of sidewalls. (2) No sidewalls were available for sampling, due to the nature of the construction activities. (3) No sidewalls were available for sampling, due to presence of caisson walls. All soils were disposed at a MOECC licensed waste disposal facility. The total volume of soil removed from the Site was approximately 85,524 m Soil Importation No soil was brought from another property and placed on1site. 3.5 Land Use The Site is currently commercial land use, is vacant and undergoing Site redevelopment activities. The proposed use of the Site will be for mixed residential/commercial purposes. As such, the future use of the Site will be considered residential, given that this is the most sensitive land use scenario. The proposed Site building will include five (5) levels of underground parking covering the entire property; shared ground floor commercial space; followed by two (2) residential towers with multi1unit condominiums. 4 Contaminants of Concern The MOECC (2011a) Table 3: Full Depth Generic Site Condition Standards (SCS) in a Non1Potable Ground Water Condition for Residential/Parkland/Institutional Property Use and coarse textured soils were considered applicable for determining contaminants of concern (COCs), based on the reasons presented in Table 8. 7

Madison Eglinton Limited P2CSM 101 Eglinton Avenue East, Toronto, ON BRM% %H0 October 2015 Table 8: Site Condition Standards Descriptor Section 41 Site Sensitivity Section 43.1 Site Sensitivity Ground Water Land Use Soil Texture Not applicable Site6Specific Condition o The soil at the Site has ph values between 5 and 9 for surficial soil; and, between 5 and 11 for subsurface soil. o The Site is not located within, or adjacent to, an area of natural significance, or part of such an area; and, the Site does not include land that is within 30 m of an area of natural significance, or part of such an area. Not applicable o The Site is not considered a shallow soil property, based on the recovered soil cores, which indicated that more than two1thirds of the Site has an overburden thickness in excess of 2 m; and, o The Site is not located within 30 m of a surface water body; the nearest surface water body, a tributary of the West Don River, is located approximately 1.1 km to the northeast. Non1Potable o The Site and surrounding properties are supplied by the City of Toronto municipal drinking water system and no potable water wells are located on the Site or within 250 m of the Site. Residential/Parkland/Institutional o The future use of the Site will be residential land use Coarse1textured o The predominant texture of soils at the Site is considered to be coarse textured, based on grain size analysis previous conducted An analyte was selected as a contaminant of concern (COC) if it had a maximum detected concentration in soil or groundwater in excess of the MOECC (2011a) Table 3 SCS. Previous investigations indicated the presence of ethylbenzene, xylenes, petroleum hydrocarbons (PHCs), 1,41dichlorobenzene, hexane, select metals, electrical conductivity (EC) and sodium adsorption ratio (SAR) in soil at concentrations in excess of the Table 3 SCS. However, exp conducted remedial activities in accordance with O.Reg.153/04 to effectively remove the impacted soil. As part of the remedial activities, exp advanced four (4) soil excavations (Area 1, Area 2, Area 3 and Area 4), at the former soil impact locations; and, collected confirmatory soil samples from the walls and floor of each excavation per the O.Reg.153/04 requirements. Based on the remedial activities conducted at the Site, all former soil impacts were effectively remediated/removed in accordance with O.Reg.153/04, and are no longer present at the Site. As such, there are no COCs in soil. Based on the reported groundwater analytical results, PHC F2, chloroform and PCE were detected at concentrations above the Table 3 SCS in the groundwater samples. Furthermore, given that PCE has the potential to degrade into toxic daughter products, the following parameters were also identified as COCs in groundwater: 1,11dichloroethylene (1,11DCE), cis11,21dichloroethylene (cis11,21dce), trans11,21 dichloroethylene (trans11,21dce), trichloroethylene (TCE) and vinyl chloride. It should be also noted that nitrate was detected at a concentration above the laboratory RDL in the groundwater sample submitted from monitoring well MW1 on December 24, 2010, but no MOECC (2011a) SCS exist. Nitrates are present in groundwater as a result of decay of plant or animal material, the use of agricultural fertilizers, domestic sewage or treated wastewater contamination, or geological formations containing soluble nitrogen compounds (MOECC, 2006). Although there are no available MOECC (2011a) SCS, the detected nitrate concentration of 1,070 Lg/L is below the Ontario Provincial Groundwater Monitoring Information System (PGMIS) 95 th percentile background concentration of 7,120 Lg/L for the sum of nitrate and nitrite. Based on the above, it is the opinion of the QPESA and QPRA that 8

Madison Eglinton Limited P2CSM 101 Eglinton Avenue East, Toronto, ON BRM% %H0 October 2015 nitrate is not a COC at the Site; and as such, nitrate will not be carried forward as a COC in the risk assessment, and no PSS will be developed. Based on these approaches the following COCs were identified: Soil: o No COCs Groundwater: o o o PHC F2 Chloroform Chlorinated VOCs: PCE and daughter products 1,11DCE, cis11,21dce, trans11,21dce, TCE and vinyl chloride 4.1 Soil and Groundwater Impacts The soil impacts prior to Site excavation included ethylbenzene, xylenes, hexane, PHC F1 to F3, 1,41 dichlorobenzene, and select metals and inorganic parameters. The ethylbenzene, xylenes, hexane, and PHC F1 to F3 impacts were encountered west of the former building; 1,41dichlorobenzene impacts were encountered south of the former building; the metal impacts were encountered at the western and eastern Site boundaries; and, the inorganic impacts were encountered across the areal extent of the Site. However, as previously indicated, the former soil impacts were removed and disposed off1site as part of the Site remedial and redevelopment activities. All confirmatory soil samples following the soil excavations were below the MOE (2011a) Table 3 SCS. There are currently no COCs present in soil. It should be noted that although groundwater impacts were detected at the Site, they were effectively removed as part of the excavation program/site redevelopment, which included the removal of material from property boundary to property boundary to a depth of 15 m bgs. However, given that post1 excavation groundwater sampling was not conducted in accordance with O.Reg.153/04, these groundwater impacts are assumed to be present at the Site. Details of the delineation, source and distribution of the impacts are summarized in Tables 9 and 10. A variety of physical, chemical and biochemical mechanisms affect the fate and transport of the potential COCs in groundwater, the contribution of which is dependent on the soil and groundwater conditions, and the chemical/physical properties of the COCs. Relevant fate and transport mechanisms are advection, dispersion, molecule diffusion, phase partitioning including adsorption and ion exchange, chemical and biochemical reaction. The relevant physical properties are; water solubility, saturated vapour pressure, Henry s Law Constants (as a measure of the potential for partitioning into the vapour phase) and, the sorption partition coefficient (as a measure of the potential for surface interactions or solid phase). Concentrations of the groundwater COCs will be reduced and mass velocities retarded while being transported along the groundwater flow paths by the combined effects of mechanical dispersion and molecular diffusion. Molecular diffusion is mixing arising from concentration gradients and differences in molecule thermal energies and velocities. Mechanical dispersion is mixing arising from differences in fluid velocities both within pores as a result of frictional effects and along flow paths due to differences in pore geometry and orientation. The greater contribution is provided by mechanical dispersion by as much as four (4) orders of magnitude as compared to molecular diffusion. Concentrations of the COCs will be also be reduced by bulk mixing of groundwater up1gradient of the source zone with the source zone groundwater. The groundwater COCs have moderate Henry s Law constants and as such are considered volatile chemical constituents. As a result, and under optimal conditions, these compounds may partition from soil or groundwater into soil gas in the soil unsaturated zone and potentially be transported through soil gas under the influence of pressure and partial pressure gradients to outdoor air or the indoor air of an overlying building. As compounds with low to moderate organic carbon partition coefficient, the movement of COCs can also be retarded by sorption on to organic carbon associated with soil mineral particles. The degree of 11

Madison Eglinton Limited P2CSM 101 Eglinton Avenue East, Toronto, ON BRM% %H0 October 2015 retardation is dependent on the organic carbon content of the soil mineral particles and the magnitude of the organic carbon partition coefficient. As a result of the physical and chemical processes affecting the fate and transport of COCs at the Site, the mass velocities of these chemical constituents can be expected to be much less than the linear groundwater velocity. Details on the reason for discharge of the impacts are summarized in Table 11. Table 11: Reason for Discharge of Soil and Groundwater Impacts Impacts Parameter Group and Media Former PHC1related impacts in soil Former 1,41 Dichlorobenzene impacts in soil Former metal impacts in soil Former salt1related impacts in soil PHC F2 impacts in groundwater Chloroform impacts in groundwater Chlorinated VOC impacts in groundwater Reason for discharge Likely attributed to the fuel spill at 85 Eglinton Avenue East Unknown Likely attributed to placement of fill material of unknown quality Likely attributed to salting activities at parking lot on1site Likely attributed to the fuel spill at 85 Eglinton Avenue East Likely attributed to leaking water supply piping Likely attributed to former on1site and off1site dry cleaning facilities Preferential Pathways The preferential pathways for contaminants present in groundwater media include various underground utilities, building footings and surface features. The former underground utilities were predominantly located at the northern portion of the Site; however, various catch basins were identified at other areas of the Site, likely connecting a sewer system. As such, there was a potential for underground utilities to affect the distribution and transport of groundwater and soil vapour contaminants located on the Site, including potential vapour intrusion into the former on1 Site buildings. However, given that the shallowest depth to groundwater at the Site was approximately 12.9 m below grade, it was unlikely that the former underground utilities were significantly affecting the distribution and transport of groundwater contaminants. Refer to Drawing 5 for the Underground Utilities Plan Prior to Site Redevelopment. Given that the future building layout will include five (5) levels of underground parking, extending to depths of approximately 15 m below grade, there is a potential for the future building footings to affect the distribution and transport of groundwater and soil vapour contaminants located on the Site, including potential vapour intrusion into the former on1site buildings. Future underground utilities may also affect the migration of soil vapour migration, but unlikely to affect the movement of groundwater, given the depth to groundwater impacts. Details on the preferential pathways for the impacts are summarized in Table

Madison Eglinton Limited P2CSM 101 Eglinton Avenue East, Toronto, ON BRM% %H0 October 2015 Table 12: Preferential Pathways G. anything known about migration of the contaminants present on, in or under the phase two property at a concentration greater than the applicable site condition standard away from any area of potential environmental concern, including the identification of any preferential pathways, Former utilities likely would have affected soil vapour migration, but groundwater impacts were too deep to be significantly affected by utilities. Future utilities may affect soil vapour migration. Future building footings may affect soil vapour and groundwater migration Climatic Conditions It is noted that climatic or meteorological conditions may influence the distribution and migration of COCs at the Site. Seasonal fluctuations in groundwater due to cyclical increases and decreases in precipitation can affect groundwater recharge. Groundwater levels may be elevated in the spring and fall due to snow melt and/or increases in precipitation; and, groundwater levels may be lowered in the winter and summer due to snow storage and/or increased evaporation. Such fluctuations can increase the vertical distribution of COCs in the capillary zone, as well as alter the direction of groundwater flow paths based on changes in infiltration rates. However, based on the conditions observed at the Site and the deep depth of groundwater, it is not anticipated that the climatic or meteorological changes will result in significant alterations in the distribution of contaminants. Details on the climatic or meteorological conditions are summarized in Table 13. Table 13: Climatic or Meteorological Conditions H. climatic or meteorological conditions that may have influenced distribution and migration of the contaminants, such as temporal fluctuations in ground water levels, and Some groundwater fluctuations are expected at the Site, but not significant variation due to the deep depth of groundwater Soil Vapour Migration Given that volatile contaminants are present in groundwater, there is a potential for soil vapours to be present to be emitted from the groundwater, migrate upwards along the future building footings and laterally along underground utility services and, eventually migrate into the future overlying building or the atmosphere. The groundwater impacts are located at depths of approximately 12.9 m and below. Although there is a potential for vapours to be emitted from the groundwater and migrate into the building, there is a significant distance between the subsurface impacts and the occupied building spaces; and, the future underground utilities are also expected to be at considerably shallow depths (within top 3 m below grade). Soil vapour flow is greatest within 1 to 2 m below the building foundation (MOECC 2011b); as such, the soil permeability of backfill beneath the building foundation will affect the soil vapour flow rate. Furthermore, pressure gradients (i.e. depressurization of the indoor airspace of the building) created by temperature differences between indoor and outdoor air may affect soil gas flow rate by creating a stack effect, whereas warm air rises, it is replaced by air infiltrating through doors and windows, and soil gas migrating through the foundation. 13

Madison Eglinton Limited P2CSM 101 Eglinton Avenue East, Toronto, ON BRM% %H0 October 2015 As such, there is a potential exposure risk to vapours migrating into the building; and as a result, risk management measures are in place to ensure that this potential exposure pathway is mitigated, through the implementation of institutional controls (i.e. underground parking garage and site restriction). It is noted that the future Site building will include five (5) levels of underground parking that cover the entire Site; followed by a shared ground floor commercial space; followed by two (2) high1rise residential condominium towers. The building heating, ventilation and air conditioning (HVAC) systems are designed to prevent air coming from the underground parking garage from entering the above grade structures, through the use of airlocks. Furthermore, the building is designed in accordance with the Building Code, which does not allow the garage air to enter the above grade building structure. The HVAC system operating the commercial ground floor space will also be separate than the residential floors. Details on soil vapour migration are summarized in Table 14. Table 14: Soil Vapour Migration I. if applicable, information concerning soil vapour intrusion of the contaminants into buildings including, 1. relevant construction features of a building, such as a basement or crawl space, 2. building heating, ventilating and air conditioning design and operation, and 3. subsurface utilities, There is a potential for soil vapours to be present within the subsurface (sourced from groundwater); migrate along preferential pathways such as building footings and underground utility services; and, eventually migrate into an overlying building or the atmosphere. The future Site building will include five (5) levels of underground parking that cover the entire Site; followed by a shared ground floor commercial space; followed by two (2) high1rise residential condominium towers. Soil vapours may come into contact with the building slab and migrate through cracks in the basement or floor. The HVAC systems are designed to prevent air coming from the underground parking garage from entering the above grade structures, through the use of airlocks. Furthermore, the building is designed in accordance with the Building Code, which does not allow the garage air to enter the above grade building structure. The HVAC system operating the commercial ground floor space will also be separate than the residential floors. Underground utilities could affect soil vapour migration, given that several lines will be connected to the future building. 5 Exposure Pathways 5.1 Human Health Receptors and Exposure Pathways The Site is currently vacant, undergoing redevelopment activities; and, is expected to be used for mixed commercial and residential land use of the Site. Therefore, the potential on1site human receptors consist of long1term workers (adult and teen), short1term workers (adult and teen), residents (adult, teen, child, toddler and infant), recreational property visitors (adult, teen, child, toddler and infant); and, construction workers (adult and teen). The COCs present at the Site were observed in groundwater media. There is a potential for select on1 Site receptors to come into direct contact with contaminated groundwater media. Furthermore, given that select COCs are considered to be volatile, there is a potential for select on1site receptors to come into indirect contact with COCs, through the volatilization of parameters into soil gas followed by the migration of vapours to outdoor air or intrusion into an overlying building. The potential on1site exposure pathways considered for the long1term workers, short1term workers, residents and property visitors are the indoor air inhalation (groundwater source) exposure pathways. 14

Madison Eglinton Limited P2CSM 101 Eglinton Avenue East, Toronto, ON BRM% %H0 October 2015 The potential on1site exposure pathways considered for the construction workers are the outdoor air inhalation (groundwater source), groundwater dermal contact and incidental groundwater ingestion exposure pathways. Refer to Drawing 18 for the human health conceptual exposure model. 5.2 Ecological Receptors and Exposure Pathways The Site is currently vacant, undergoing redevelopment activities; and, is expected to be used for mixed commercial and residential land use of the Site. Given that the future building footprint (i.e. risk management measure [RMM]) is expected to occupy the entire extent of the Site, and exposed soil surfaces are not anticipated at the Site, there are no on1site ecological receptors. Nevertheless, potential on1site exposure pathways will be evaluated for ecological receptors in the event that RMM are not present. Relevant terrestrial receptors are terrestrial vegetation, such as trees, grasses and weeds; soil invertebrates, such as earthworms, millipedes and beetles; terrestrial birds, such as pigeons, sparrows and robins; and, terrestrial mammals, such as moles, voles and mice. The COCs present at the Site were observed in groundwater media. There is a potential for select on1 Site receptors to come into direct contact with contaminated groundwater media. Furthermore, given that select COCs are considered to be volatile, there is a potential for select on1site receptors to come into indirect contact with COCs, through the volatilization of parameters into soil gas followed by the migration of vapours to outdoor air. The potential on1site exposure pathways for terrestrial vegetation are via stem and foliar uptake of vapour. The potential on1site exposure pathways for soil invertebrates are via inhalation of vapour. The potential on1site exposure pathways for terrestrial birds and mammals are via inhalation of vapour and tissue residue ingestion. In addition, it is noted that the MOECC evaluates exposure to aquatic receptors at properties within 5 km of a surface water body; and, given that a tributary of the West Don River is located approximately 1.1 km to the northeast of the Site and, another tributary of the West Don River is located approximately 1.8 km south/southeast of the Site, aquatic receptors are also considered. The potential aquatic ecological receptors consist of aquatic vegetation, aquatic invertebrates, aquatic birds and mammals, and fish. The potential exposure pathways for aquatic vegetation are via root, stem and foliar uptake of surface water. The potential exposure pathways for aquatic invertebrates are via surface water dermal contact and surface water ingestion. The potential off1site exposure pathways for aquatic birds and mammals are via surface water dermal contact, surface water ingestion and tissue residue ingestion. The potential exposure pathways for fish are via surface water dermal contact, surface water ingestion, tissue residue ingestion and gill uptake. Refer to Drawing 19 for the ecological conceptual exposure model. 15
