1 Terms of Reference for Development of Water Security Plan Water Security Planning-Tharparkar Project Funded by

2 WaterAid Pakistan 1. Background Sukaar Foundation is implementing water security planning project with technical assistance of WaterAid Pakistan and financial assistance of BIG Lottery Fund. The project is aimed to develop water security planning for Tharparkar through modeling its approach in 75 targeted communities and advocacy at district level through District WASH Forum. Under this project, SF Requests for Proposals for research studies of Analysis of Existing RWH (Rainwater Harvesting) / GWR (Ground Water Recharge) Policies & Development of Water Security Planning. For the convenience, the consultancy service is distributed in two phases. Hence, the consultant will perform following tasks. Analyze Existing RWH/GWR Policies: Rainwater harvesting is collecting rainwater from impervious surfaces and storing it for later use, is a technique that has been used for millennia. Reusing rainwater offers a number of benefits including providing inexpensive supply of water, augmenting drinking water supplies. Whereas, ground water recharge is a hydrologic process where water moves downward from surface water to groundwater. Recharge occurs both naturally (through water cycle) and through anthropogenic processes (i.e artificial groundwater recharge ), where rainwater and or reclaimed water is routed the subsurface. The consultant is required to undertake a thorough research to analyze existing RWH and GWR polices and present a comprehensive research report. The overall purpose of this research/study is to facilitate the process of developing a water security plan for district Tharparkar through field investigation, desk review of available literature, and consultation with relevant stakeholders including local communities, civil society organizations, district WASH forum, government agencies. Development of Water Security Plan for Tharparkar Since Tharparkar, a desert district and one of the most, water scare region of the country, is facing acute water shortage. To cope this water scarcity Government and other stakeholders are trying their level best to bring sustainable solution to water needs of Tharparkar. Various approaches including ROs on solar, solar pumps, ground water extraction through dug well and hand pumps, rainwater harvesting, pipe water supply etc are being undertaken simultaneously. However, Tharparkar desert is categorically distributed in various ecological zones based on the topography, soil condition and water table. Hence, some different and unique water coping approaches are needed zone wise. All this require is an integrated approach for the district i-e District Level Water Security Plan.

3 Objective of the study: The overall purpose of this study is To Develop Water Security Plan of District Tharparkar, through 1. Analyze Existing RWH/GWR Policies, 2. Finalization of Water Security Plan District Tharparkar Specifically, the objectives of the Analyze Existing RWH/GWR Policies are to: 1. Reviewing and analyzing existing polices, in Pakistan focused on Tharparkar for collecting, storing and later using precipitation from roof-tops, natural water depressions, household level underground tanks and other sources. 2. Analyzing that public policies on Rainwater Harvesting / Ground Water Recharge include rules, regulations, laws and codes as well as tools to maintain, create or change behavior. 3. Reviewing and analyzing how public safety and economic growth is ensured in RWH / GWR policies. 4. Review and analyze how RWH policies protect water as human right, safeguard public health, and promote rainwater use, resource conservation and sustainability. 5. Analysis should include various types of policies including government standards and enforcements, incentive based policies, outcome based policies and to see combination of various types of policies to promote broad community participations. 6. Analyzing what behaviors or actions are encouraged in RWH/GWR policies as conservation and safe use of water, sustainability etc. 7. Reviewing and analyzing thoroughly that how the existing policies focused on RWH/GWR cover economic, social, and environmental perspectives and how are they address end results (outcomes). Besides, it should be reviewed that how these policies are easy for the public to understand, simple to implement and is achievable and measurable. It should also be ensured that these policies have been reviewed by actual rainwater harvesting practitioners Specifically, the objectives of the Development of Water Security Plan for Tharparkar are to: 1. Collection of demographic information of Tharparkar focused on number of persons, density ratio, images / maps, migration trend of Tharparkar district. 2. Analysis of available water (drinking) sources in the district focused on aquifers, hand pumps, wells, RWH systems, ROs etc. The analysis shall not only provide the mapping of the sources but also the nature of water quality, usage, O&M, challenges, etc for all the available sources. 3. R Review & analysis the available Village Level Water Security Plans, developed for different zones in Tharparkar. 4. Conduct stakeholder s analysis to identify stakeholders, their roles & responsibilities and expected roles in developing and operationalizing the water security plan. 5. Development of initial draft water security plan for presentation and discussion with steering committee and wider stakeholders for their inputs. 6. Development and submission of final water security plan to the steering committee Scope of work: Sukaar Foundation intends to engage consultant/firm to analysis existing RWH/GWR policies and Development of Water Security Plan for Tharparkar.

4 The analysis of existing RWH/GWR policies will focus on the following fields: What are the existing RWH/GWR Policies for Pakistan in general and Tharparkar in particular? Any available desk Review on RWH/GWR policies. What are community level practices in regard to RWH and GWR? Are there any innovations introduced / adopted in RWH/GWR policies? Do the existing policies (RWH /GWR) safeguard public health and environmental safety? Do the behaviors / practices encouraged to recharge ground water or store rainwater? Is there any knowledge material available for local communities to better practice RWH and GWR? What are the existing practices (RWH/GWR) encouraged by stakeholders? What might be best possible recommendation to improve existing RWH/GWR practices? Are there any policy level changes required? How Government be sensitized for policy level changes, if needed? The Development of Water Security Plan for Tharparkar will focus on the following fields: What are the existing demographic trends (number of persons, density ratio, images / maps, migration trend) in Tharparkar? What are available various drinking water sources in Tharparkar? What are zone wise aquifers details with water quality and quantity? Reviewing on how village level water security plans are effective and efficient to cope water shortage? Who are different stakeholders? What are their roles and contribution in Tharparkar to cope water scarcity? What various approaches might be used zone wise in Tharparkar to cope water shortage? What could be an effective water security plan for Tharparkar? What and how Government might take lead to develop water security plan? How to ensure the voice of local communities is addressed in district level water security plan? What could be implementation strategy and time line for the plan? Geographical focus: The analysis existing RWH/GWR policies and Development of Water Security Plan for Tharparkar. will cover overall district to have more realistic and acceptable options. Relevant experience and expertise Consultant Firms/ Key individuals selected for this study should meet the following qualification: Minimum five years of experience in WASH related research & Strategic Planning High competency in report writing and analytical skills Experience in coordination with Govt Departments. Experience with implementation/ evaluation of Rainwater Harvesting, Ground Water Recharge, Development of Water Security Plan related projects is an added advantage Other conditions: All travel expenditure/arrangements should be covered in the total cost of consultancy, the consultancy firm will carry full responsibility for all those arrangements. Payment Schedule Payment for An Analysis of RWH/GWR policies will be made in installments according to the below detail: 1. First payment: 20% on submission of inception report 2. Second payment: 40% on submission of satisfactory first draft of Analysis of RWH/GWR policies report. 3. Third payment: 30% on submission of final report of An Analysis of RWH/GWR Policies. 4. Fourth payment: 10% on the approval of report Payment for To Development of Water Security Plan of Tharparkar will be made in installments according to the below detail: 1. First payment: 20% on submission of inception report 2. Second payment: 40% on submission of satisfactory first draft of Water Security Planning Tharparkar. 3. Third payment: 30% on submission of final report of Water Security Planning Tharparkar. 4. Fourth payment: 10% on approval of District Level Water Security Plan.

6 Contents of the Proposal: The Consultant / firm are required to submit a detailed Technical and Financial proposal. Technical Proposal must contain: 1. Contact person name, number, and address 2. Profile 3. Proposed Methodology 4. Implementation Schedule/Timeline Financial Proposal must contain: 1. Breakdown of proposed amount 2. Validity period of the quoted price. Furthermore, a common concord was cumulated over Project Steering Committee (PSC) at provincial level coordination, besides provincial and district level meaningful coordination.
