General Summary of Function/Purpose of Position This position functions as a staff geologist in the Hazardous Waste Section (HWS), which is responsible for evaluating hazardous waste treatment, storage, and disposal (TSD) facilities and corrective action sites under Part 111, Hazardous Waste Management, of the atural Resources and Environmental Protection Act, 1994 PA 451, as amended (Part 111), and the federal Resource Conservation and Recovery Act of 1976 (RCRA). This position is responsible for reviewing Part 111 license applications; for reviewing and approving Part 111 groundwater monitoring plans, work plans and technical reports; for conducting sampling inspections to determine compliance with Part 111 regulations; and for conducting site inspections from a hydrogeological, geochemical, and statistical standpoint to assure protection of human health and environmental media (groundwater, surface water, soil). This position also reviews and approves the hydrogeological portions of Part 111 corrective action plans and investigations, reviews corrective action performance data, and participates in split-samplings conducted to provide oversight of sampling techniques and assure integrity of submitted results. The person in this position must maintain a working knowledge of Part 201, Environmental Remediation, and Part 31, Water Resources Protection, of the atural Resources and Environmental Protection Act, 1994 Act 451, as amended (Part 201 and/or Part 31). Close coordination with the HWS engineers, the United States Environmental Protection Agency (U.S. EPA), and other Department of Environmental Quality and district staff is necessary to develop environmental monitoring conditions for TSD facility operating licenses, to evaluate compliance with operating licenses and/or orders, and to assist with enforcement actions as necessary. In addition, testifying in court proceedings as a witness for enforcement actions may be required.

2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 35 Evaluate groundwater and other environmental sampling data from various monitoring systems to determine facility compliance with operating licenses, federal interim status regulations, and Michigan environmental standards. 1. Conduct Groundwater Monitoring Evaluations at Part 111 land disposal facilities as required in the fiscal year RCRA Grant Work Plan to determine the validity and adequacy of facility groundwater monitoring systems, sampling and analysis programs, and statistical analysis of groundwater data. 2. Conduct Operation and Maintenance Inspections at Part 111 land disposal facilities as required in the fiscal year RCRA Grant Work Plan to determine if a facility s groundwater monitoring program is being adequately maintained and conducted in accordance with the approved plan. 3. Review and evaluate environmental monitoring data (groundwater, soil, surface water) for compliance with the operating license or environmental standards. Reviews include location of samples, evaluation in relation to hydrogeological setting, field procedures and sampling methods, detection limits, statistical analysis, reporting deadlines, and appropriate cleanup criteria. 4. Review and develop responses to Annual Groundwater Reports to determine compliance with monitoring requirements. 5. Provide guidance and support to enforcement and district staff for sampling inspections or other geotechnical issues (investigations, inspections, or reviews). Duty 2 General Summary: Percentage: 35 Provide technical support for corrective action at Part 111 hazardous waste facilities, under the guidance of senior staff.

3 1. Review and comment on site investigation plans, in relation to site history and geological conditions for determining the rate and extent of contaminant migrations. 1. Review and provide technical comments on final site investigation reports in relation to hydrogeologic characterization of the site, sampling data, groundwater flow, and sampling methods. 2. Review and be knowledgeable of the utilization of Part 201 and Part 31 of Act 451 in the Part 111 Program. 1. Review proposals for corrective measures to be implemented at sites for controlling environmental and human exposures. Corrective measures must be able to meet current Part 111 regulations and adhere to the Part 201 cleanup criteria. 2. Review and research new, innovative remediation technology. 1. Conduct inspections and split samplings of various environmental media during site investigations. 2. Conduct construction inspections regarding the installation of various corrective measures, such as landfill liners. 3. Conduct Corrective Action Monitoring and Maintenance inspections at facilities where controls are in place to prevent exposure to contaminants. Examples include maintenance of caps/covers, soil relocation restrictions, no use of groundwater, maintain non-residential use, etc. Duty 3 General Summary: Percentage: 15 Review hazardous waste operating license applications for compliance with hydrogeological, location, environmental monitoring, and closure regulations of Part 111 and RCRA. This is to evaluate existing and proposed hazardous waste TSD facilities for environmental suitability and statutory compliance. 1. Review and evaluate hydrogeological studies contained in license applications for compliance with Part 111 including geologic siting criteria, identification of aquifers, groundwater flow direction, and appropriate monitoring zones. 2. Review and evaluate environmental monitoring proposals contained in license applications for compliance with rules and regulations of Part 111, including groundwater, soil, and surface water. Plans must be reviewed to ensure that detection monitoring programs are capable of detecting releases, and that corrective action plans adequately characterize and remediate the site to protect public health and the environment. Monitoring plans must have appropriate sampling methods, analytical techniques, quality analysis/quality control procedures, considerations for vertical and horizontal gradients, aquifer thickness, solubility and specific gravity of potential contaminants, degradation products, decontamination, preservation, shipping, and appropriate statistical procedures. 3. Attend meetings and public hearings, present findings of the application review, and discuss state requirements regarding permit applications with industry, consultants, local and regional government officials, the U.S. EPA, and the general public. 4. Review, evaluate, and provide recommendations for the installation of groundwater monitoring systems, alternate monitoring systems, and establishment of long-range monitoring programs and schedules. Review and provide advice regarding well construction and plugging/abandonment techniques for any well replacement or termination of monitoring proposals. Duty 4

4 General Summary: Percentage: 10 Conduct inspections and provide review and oversight of soil boring and monitor well drilling activities at Part 111 facilities to assure proper sub-base geological conditions and to evaluate boring/well location, logging, depths, drilling technology, soil sampling techniques, and well construction and installation. 1. Conduct visual inspections and record reviews to assure proper and approved procedures are being followed. 2. Assure the adequacy of any geophysical testing performed for verification of sub-base geological materials and assist with the testing, as appropriate. 3. Produce field reports/documentation describing data collected, inspections conducted, test boring, and well logs (soil description, well construction details, etc.). Duty 5 General Summary: Percentage: 5 Conduct, review, or assist in special projects assigned by the supervisor. 1. Serve on various Division/Department internal committees on an as-needed basis. 2. Provide technical assistance on Part 111 issues to the Department, other Offices/Divisions and/or State agencies, and the U.S. EPA on an as-needed basis. 3. Work on special projects as assigned. 16. Use professional judgment to determine sampling sites and methods during fieldwork. Decisions affect staff, the Hazardous Waste Program, Division/Department, facility, public health, and the environment. 17. Describe the types of decisions that require the supervisor's review. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Physical effort is required in the field to carry out sampling (collection of monitoring data to evaluate site performance) and conduct construction inspections (done for the purpose of determining site suitability and compliance with standards). Site visits can be hazardous due to difficult to reach areas and working around heavy equipment during construction activities. Possible exposure to hazardous materials or toxic chemicals during routine sampling requires sufficient training and the use of varying levels of safety equipment and protocols to avoid exposure during investigative sampling of hazardous waste or environmental media. Possible negative effects include respiratory and pulmonary irritants, convulsants, carcinogens, neurotoxins, hepatoxins, and depressants. Other hazardous situations include explosivity, corrosivity, flammability, biological agents, and radioactive materials. Wearing and usage of proper safety equipment adds considerable difficulty and stress to physical efforts. Handling of high-voltage sampling and test equipment requires training and careful usage. Field work is conducted year-round, often during adverse weather conditions. Long, irregular hours with extended travel time are possible due to statewide responsibilities. The absolute necessity of monitoring systems (installation and sampling) and corrective action requires an unusual degree of mental effort to deal with hazardous situations and occasional confrontations with operators, consultants, and the general public. 19. Conduct hydrogeological reviews and environmental monitoring data evaluations in support of the state Hazardous Waste Program s licensing and compliance activities. Perform environmental sampling inspections to evaluate facility operating performance so as to ensure that public health and the environment are protected. Review and approve corrective action work plans, track compliance with work schedules, and oversee work in the field. Use of a computer is necessary. The ability to use personal protective equipment in accordance with state and federal law is an essential function of this position. At this time, the ability to use a respirator is an essential function of this position. 24. What is the function of the work area and how does this position fit into that function? This position is assigned to a work area responsible for providing technical support and expertise for Michigan s Hazardous Waste Program. The Hazardous Waste Program (state and federal) has extensive and intricate requirements for hydrogeological evaluation, environmental monitoring, closure, and corrective action program responsibilities. This position is integral in this program because the determinations directly affect whether a hazardous waste operating license can be issued, denied, or modified; whether a facility closure can be approved; whether wells or borings are correctly constructed, located, or abandoned for effective environmental monitoring to protect Michigan s resources; and whether an interim or final corrective measure is appropriate and will perform as proposed and ensure long-term containment and protect human health and the environment. This position also tracks and monitors completion of specific RCRA Grant commitments for inspections to assist the HWS in achieving fiscal year contractual obligations to the U.S. EPA (for both quantity and quality). 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor's degree in geology, geological science, hydrogeology, geophysics, or geological, petroleum, or mining engineering. EXPERIECE:

Alternate Education and Experience Geologist 9-12 Possession of a bachelor s degree in environmental geoscience, earth science, or environmental science with 15 semester (23 quarter term) credits in the following core geology classes: physical geology, sedimentology/stratigraphy, mineralogy/petrology, structural geology and field instruction. In addition, the candidate must have 21 semester (32 quarter term) credits in elective geology coursework; and two courses each in calculus, chemistry and physics. KOWLEDGE, SKILLS, AD ABILITIES: 1. Able to work as a team player. 2. Thorough knowledge and understanding of hydrogeological settings, flow through porous media, contaminant transport, sampling for detection of releases, soil chemistry, and hydraulic conductivity. 3. Computer literate. Working knowledge of the Microsoft Office Suite of software. 4. Ability to work and communicate effectively with Division staff, consultants, regulated facility personnel, and the public. 5. Ability to learn new skills and adapt to various situations. 6.
