GIS CONVERSION FEE (Initial appropriate section) The developer/owner of any project receiving land use approval within the Town of Manchester may be required to submit a fee to cover digital GIS conversion costs incurred by the Town. Excluded Activity (Residential additions, ancillary residential structures (i.e. decks, pools, sheds, etc.) and non-residential structural additions less than 10% of the existing building (not to exceed 500 sq. ft.). Required Digital Conversion (Primary single and multi-family residential buildings; commercial, industrial, apartment and condo buildings; and structural additions to commercial, industrial, apartment and condo buildings). A GIS Conversion fee will be provided with approved plans for stamping. A fee of $50 for each required 24 x 36 plan and $25 for each required 18 x 24 or smaller plan. 5 GENERAL REQUIREMENTS/CHECKLIST FOR ALL APPLICATIONS TO THE PLANNING AND ZONING COMMISSION/ INLAND WETLANDS AGENCY Refer to the Town of Manchester Zoning Regulations, Inland Wetland and Watercourses Regulations, Subdivision Regulations and Public Improvement Standards for specific requirements. Applications to the Planning and Zoning Commission/Inland Wetlands Agency (including required plans, fees and supporting materials) must be received one (1) business day before the next regularly scheduled Planning and Zoning Commission meeting to be accepted by the Commission at that meeting. Please check that you have included the following items for all applications: Completed & signed application form. Attach evidence of authority to submit application (i.e. deed, purchase & sale agreement, letter of consent from owner, etc.). Nine (9) copies of plans. Plans should have north arrow, scale, & title block with date and preparer s name and show accurate dimensions, and PZC approval block. (Certain applications may require more or less copies). All planimetric and topographic information must be based on the Town of Manchester Control Network. Three (3) copies of traffic reports/statements if applicable. Two (2) copies of complete stormwater management reports plus two (2) copies of the narrative only (see attached instructions). Initial GIS Conversion Fee Requirement on application. 7 Town of Manchester Public Improvement Standards A Stormwater Management Report is not required if: The proposed project will have little or no impact to the existing drainage system (i.e. building renovation with no site work, single family house); or The proposed project already has an approved Stormwater Management Report on file in the Engineering Division. (Note: Amendments to the originally approved Stormwater Management Report may be required to address compliance with requirements that were not in effect at the time of approval.) The applicant must submit a written waiver request to the Planning Department with any PZC/IWA application. Any questions regarding Stormwater Management Report Waiver Request (SWMRWR) should be directed to Jeff LaMalva, P.E., Town Engineer at STORMWATER MANAGEMENT REPORTS Stormwater Management Reports are written reports detailing the proposed drainage design and analysis of a project. The report shall detail the basic components of stormwater management as mentioned in Section as it pertains to the proposed project. All Stormwater Management Reports must be signed and sealed by a licensed Professional Engineer. Stormwater Management Reports are required for all site development within Manchester, including, but not limited to, development applications to Commissions and Boards, subdivision applications, inland wetlands applications, public road construction and projects which discharge to public roadways. At a minimum, the Stormwater Management Report shall include: A narrative summarizing the proposed project, design methods used, and a table comparing post-development peak flows with pre-development peak flows. A Drainage Area Map with topographical contours showing upstream contributing drainage areas and labeled to coincide with the drainage computations. Floodplain and/or floodway boundaries as defined on the Manchester Flood Insurance Study, Flood Boundary and Floodway Map, if applicable. Inland Wetland boundaries as defined on the Town of Manchester Inland Wetlands and Watercourses map or as field delineated by a soil scientist. An inventory and evaluation of on-site hydraulic structures and watercourses within the downstream zone of influence with information on their flow capacity and physical condition. The downstream zone of influence generally extends to the next two existing structures downstream of the proposed outlet. The Engineer will confirm the exact location of the limit of analysis required. 3-1

8 Town of Manchester Public Improvement Standards Identification of drainage structures and watercourses that are inadequate under existing or reasonably anticipated future conditions. Identification of the peak rate of runoff and flow velocities at various key points in the watershed and the relative timing of the peak flow rates. Supporting calculations (including times of concentration and runoff coefficients) for all proposed drainage facilities, including but not limited to: piping, structures, riprap, swales, detention basins, drywells, etc. Ponding calculations at all low points. Identification of aquifers or aquifer zones of contribution within the limits of the project. The report shall be supplemented with a complete set of construction plans showing, in both plan and profile, all existing and proposed storm drain features. Tops of frame and invert elevations of all structures are required. Construction details shall also be provided for all drainage structures. Drainage structures and pipe systems shall be labeled to coincide with the drainage calculations. 9 Watershed or Aquifer Area Project Notification Form REQUIREMENT: Within seven days of filing, all applicants before a municipal Zoning Commission, Planning and Zoning Commission, Zoning Board of Appeals or Inland Wetlands Commission for any project located within a public water supply aquifer or watershed area are reguired by Public Act No of the CT General Statutes to notify The Commissioner of Public Health and the project area Water Company of the proposed project by providing the following information. To determine if your project falls within a public water supply aquifer or watershed area visit the appropriate town hall and look at their Public Drinking Water Source Protection Areas map. If your project falls completely within or contain any part of a public water supply aquifer or watershed you are required to complete the following information. Note: You will need information obtained from the Public Drinking Water Source Protection Areas map located in the appropriate town hall to complete this form.
