18 Lock 67 / 68 Balance Beam Interferences Project Requirements The primary project goal is to rehabilitate the Flight of Five to the Evershed Era drawings. In order to best achieve that goal, the following major actions were considered: Reinstall wooden gates at the upper end of Lock 67. Remove Bridge 2; as it did not exist during the Evershed Era. Reinstall an arch pedestrian bridge downstream of the gates at the upper end of Lock 67. Maintain access to the center island for maintenance vehicles/equipment.

19 Lock 67 / 68 Balance Beam Interferences Problem & Alternative Solutions The vehicular bridge that spans the lock is located on top of the miter gate recess which will cause both installation and operational interference with these gates. Alternatives Considered: Option 1 Move the Bridge Upstream Option 2 Move the Bridge Downstream Option 3 Reduce the Bridge Width Option 4 Remove the Bridge Option 5 Modify Gate Design with Existing Bridge Option 6 Modify Gate Design with Temporary Bridge

20 Lock 67 / 68 Gates Conflict with Bridge Recommendation Options 1 and 2 would be the most costly options; and would have a significant negative impact on the historic authenticity. Options 5 and 6 would provide access to the center island with the existing or temporary structure; and would alter the historic authenticity by hiding the gates and changing how they would be operated. Option 4 would return the Flight of Five to its most historically authentic state. However, it would significantly impact the NYSCC s ability to perform maintenance. Option 3 would be the least costly and most feasible.

38 An Update on the Effort to Restore the Erie Canal Flight of Five Locks, Lockport, NY, US William Miles, P.E., Bergmann Associates, Rochester, NY, USA As previously presented at the 2008 World Canals Conference in Kingston, Ontario, the City of Lockport, New York has been continuing its efforts to fully restore the 1840 s vintage stone masonry northern flight of locks to operating condition. In the last two years significant progress has been made on the planning, dam safety analysis, engineering design, public relations efforts and fundraising. An initial demonstration project for the rehabilitation construction of stone stairways and metal railings has been completed on the east end of the locks and a little less than one-half of the funds to restore the locks has been raised by the City and its sponsors. Two videos have also been prepared to aid in raising additional funds; to showcase the great value of the facility to the region, state and nation and to provide a vision of the restored locks. The presentation will provide a complete update to the project along with the showing of the videos and the anticipated future schedule. William Miles is the Director of Civil Works for Bergmann Associates, a 350 person consulting engineering and architecture firm headquartered in Rochester, NY and with 10 offices in the eastern half of the US. He is the technical manager of the firm s nationally recognized Waterway Structures Business and has over 30 years of experience with the new and rehabilitation design and construction of navigation structures for state agencies and the US Army Corps of Engineers. His role on the Flight of Five Project is as Principal-in-Charge and Navigation Specialist. He is a graduate of Syracuse University with a BS in Civil Engineering and is licensed PE in seven states.
