2 Background Preparation of a Low Carbon and Climate Resilient Roadmap for Kolkata is underway with Technical Assistance from the UK Government As a part of it, preparation of a Policy for Grid-connected Rooftop Solar has been carried out, led by the Department of Power and Non-Conventional Energy Sources, Govt. of WB & KMC Ashden India Renewable Energy Collective (AIREC) has developed a unique rooftop solar scheme guidelines with specific target and incentives. 3 AIREC s Role for preparation of rooftop solar policy Preparation of roof-top solar policy brief & detailed technical report. Capacity building of the implementing agencies Uniqueness of the brief: Introduction of generation based incentives till grid parity is achieved, based on scientific calculations Development of a methodology and tool for promoting net metering and GBI scheme simultaneously by involving the State Government and the electricity distribution company Development of policy for a metro city where availability of quality grid-power is more than 90%, which is absolutely essential for the installation of effective roof top solar system Ensure higher performance by introducing performance based subsidy; not capital subsidy

Apply online(application form available on WBGEDCL/ WBREDA/KMC and NKDA website) Select Installer (Channel Partners empanelled by MNRE/WEBREDA/WBG EDCL) Submit Application form duly filled in, with the help of installer (if required) to WBREDA/WBGEDCL Get Sanction from the Empowered Committee Joint Technical Scrutiny at site by WBREDA, Installer and Applicant Get NoC from WBREDA GET state GBI from DISCOM Start power generation Submit completion report to DISCOM Install the rooftop PV System and net meter RTSPV - Rooftop Solar Photo Voltaic WBGEDCL - West Bengal Green Energy Development Corp GBI Generation Based Incentive WBREDA - West Bengal Renewable Energy Development Agency KMC - Kolkata Municipal Corporation NKDA - New Town Kolkata Development Authority MNRE Ministry of New and Renewable Energy, Govt. of India

5 Stakeholder Consultation Five stakeholder meetings were conducted to consult with: Group of solar experts Industry representatives Policy makers Financial institutions and banks Electricity distribution companies State nodal agencies Researchers Academicians Individual consumers of various categories A public hearing on the draft guidelines organized by the Hon ble Minister, Department of Power & Non- Conventional Energy Sources Honb le Minister, Shri Manish Gupta, Department of Power & Non- Conventional Energy Sources, Govt. of West Bengal leading the public hearing-cum-stakeholder consultation on the guidelines

6 Current Status & Next Steps The draft policy guidelines have been submitted to the Department of Power & Non- Conventional Energy Sources for approval, after incorporating necessary feedback. This has been accepted in principle; and the programme will be launched by Govt. of WB shortly, in association with KMC. The next phase entails capacity building municipal corporations and electricity supply companies. Kick-off meeting for the capacity building phase has been carried out with KMC & CESC and structure, timeline and syllabus of the training have been finalized. The unique feature of the capacity building plan is that it also includes training of engineers, policy makers, power utilities, municipal bodies as well as people s representatives (MLAs) There is also a component for sensitization of the municipal councillors on the policy guidelines.
