TNRD 2017 SWMP UPDATE Solid Waste Management and Resource Recovery Plan Update TNRD Residual Waste Management Options Dr. Tony Sperling, P.Eng. April 18 th, 2017 Outline Background Landfills Scenarios Evaluated Cost Analysis Customer Service Considerations Cache Creek Factor Waste to Energy Conclusion and Recommendations Surface Water Review Page 1

Objectives of this presentation: Focus on residual waste management in the TNRD s landfills Key topics: o Consolidation of landfills to benefit from economies of scale o Other waste management options To obtain your input on the scenarios presented cover BACKGROUND - LANDFILLS Surface Water Review Page 2

Residual Waste Management Residual waste = Discarded materials that are not diverted to reuse, recycling or composting and therefore require landfilling Includes transfer stations and landfills Thompson-Nicola Regional District Landfills Six active landfills in the region 1. Heffley Creek TNRD 2. Lower Nicola TNRD 3. Mission Flats City of Kamloops 4. KRRC City of Kamloops 5. Barnhartvale City of Kamloops 6. Tk emlups Tk emlups First Nation 7. 6 cover SCENARIOS EVALUATED Scenario 1 Current System - All landfills remain open Surface Water Review Page 6

Scenario 2 Barnhartvale cease all landfill operations o Household waste to Mission Flats Landfill o Green waste/yard waste to Blackwell Dairy Landfill Scenario 3 Barnhartvale and Heffley Creek cease all landfill operations Barnhartvale o Household waste to Mission Flats Landfill o Green waste/yard waste to Blackwell Dairy Landfill Heffley Creek o Household garbage to Mission Flats o DLC waste to KRRC Surface Water Review Page 7

Scenario 4 Heffley Creek operate as a DLC-only landfill o Household waste to Mission Flats landfill Scenario 5 Barnhartvale cease all landfill operations and Heffley Creek operate as a DLC-only landfill Barnhartvale o Household waste to Mission Flats Landfill o Green waste/yard waste to Blackwell Dairy Landfill Heffley Creek o Household waste to Mission Flats landfill Surface Water Review Page 8

cover COST ANALYSIS Annual Cost Analysis Surface Water Review Page 9

10-Year Cost Analysis Tipping Fees Scenario 5 Mission Flats Tipping Fee is $80/tonne If TNRD pays full tipping fee, annual costs would be $572,655 Even with full tipping fee, net TNRD cost saving of $230,000/year would still be realized Opportunity for win-win tipping fee adjustment? 11 Customer Service Considerations Cache Creek MOE issued operational certificate for the proposed extension on December 15 th, 2016 Possible option for TNRD waste? $40/tonne under previous agreement Construction to commence Spring 2017 Estimate opening ~ Summer 2017 Surface Water Review Page 11

Waste to Energy Mass Burn Pyrolysis Gasification Anaerobic Digestion Landfill Closure Costs Surface Water Review Page 12

Barnhartvale Closure estimated at $1 million Heffley Creek Closure estimated at $3.1 million Summary SHA performed an economic review of five landfills in the TNRD and explored five scenarios for the future of landfill operations Scenario 5 o Lowest cost o Maintain current level of service o Potential for revenue generation Surface Water Review Page 13
