1 PUBLIC WORKS DEPARTMENT Waste Management Services Level of Service & Rate Study Implementation Strategy October 29, 2008 Overview Background Level of Service and Rate Study initiated in 2006 to identify options to maximize waste diversion and meet Council s 65% diversion target Additional research and public consultation completed Majority of recommended options are a standard part of a waste management system Behaviour change initiatives in the form of waste collection service changes are the major decision point Objective Approval of implementation strategy for the remaining Level of Service recommendations 2 1

5 Implementation Strategy Issue the tender for waste collection services and request pricing for the following collection frequency options: Every other week waste collection with a three container limit, Weekly waste collection with a one container limit, Alternating weekly Blue/Grey Box collection, Weekly Blue and Grey Box collection. Once the tender results are received (Q1 2009), cost assumptions will be confirmed. 6 Phase 2 Level of Service Activities Potential service options that will be evaluated prior to issuing collection tender: Multi-residential recycling as a base level, pending costing from tender results. Mandatory recycling for institutional, commercial and industrial (IC&I) sector units receiving Regional waste collection. Expansion of materials collected in Blue Box program (e.g. empty aerosol cans and empty paint cans). WMPSC meeting Dec. 2 presentation on collection contract cost efficiencies and service standardization options. Source of graphic: bc.ca 11 WMAC Support In response to the WMPSC motion, WMAC passed the following motion at its Oct. 15 meeting: In order to build the case for every other week waste collection as the WMAC s preferred direction, based on other proven international and national success, in order to achieve 65% waste diversion and reduce costs, WMAC supports the recommended implementation strategy for the Level of Service options. 12 6
