14 Cost Categories for Property Owners Betterment cost financed for 20 (or more) years at a low interest rate. Private property costs to connect to sewer main in street. Connection fee a one-time fee to the sewer authority. User fees quarterly fees for use of the system. Similar to quarterly water bill. Based on a percentage of water use.

15 What is a Betterment? A proportional fee assessed to each parcel that benefits from the project Public project costs (design and construction) are paid through betterments over 20 years The cost of bettering the property Governed by Mass General law

16 Betterment Types Frontage Method typical for sidewalks; sometimes used for water main in new developments Equivalent Unit Method each property is assessed based on the proposed use as compared to a single family home Single family home typically defined as a 3-bedroom home More equitable way to assess benefit (i.e., usage) of new facility

17 Private Property Costs Connect to sewer main (i.e., sewer service) Re-piping of plumbing inside the house Crushing and abandoning of existing septic tank Landscaping & site restoration
