1 INSTITUTE OF TRANSPORTATION ENGINEERS CENTRAL CALIFORNIA SECTION Lunch Meeting Date and Timee Wednesday y, October 28, Noon 2:00 PM Place Wedgewoo od Banquett Center /fresno/index.html (Grand Occasions is now Wedgewood banquet Center) Emerald Room 4584 West Jacquelyn Ave Fresno, CA Raffle Prizes Program Business Meeting Raffle Technical Program 1 Big Data - Dr. Xudong Jia is Professor and Chair of Civil Engineering Department, California State Polytechnic University, Mr. Kali Fogel is the Program Manager for the Los Angeles County Metropolitan Transportation Authority. Transportation data generated by social networks, sensors, and mobile devices has made us move into the era of big data. A great challenge in this era is how to extract useful information from high volumes of real-time and historical transportation data for performance evaluation off transportation systems, congestion reduction, prediction of future transportation needs, and real-time traffic management of existing transportation infrastructure.

2 Los Angeles County Metropolitan Transportation Authority (LACMTA or LA Metro), in working with other regional transportation agencies (including Caltrans, California Highway Patrol, and local cities), has established the Regional Integration of Intelligent Transportation Systems (RIITS) program and a Big Data system that collects all the real-time and archived transportation data within Southern California. The data contains information about buses from LA Metro and other regional bus providers, traffic signal timing, freeway operation, CHP incidents, ramp metering, changeable message sign, CCTV, etc. This presentation aims to provide an overview of this Big Data system and describes a set of case studies that demonstrate how to turn RIITS data into insightful information for transportation system analysis. The case studies include traffic flow theory verification, freeway weaving analysis, ramp meeting performance evaluation (or overspill study), and I-405 closure analysis. This presentation also outlines future tasks that will use the Big Data system for assessment of regional transportation systems, mobility assessment of the region, and others. Speakers Dr. Xudong Jia is Professor and Chair of Civil Engineering department, California State Polytechnic University, Pomona (Cal Poly Pomona). Dr. Jia received his PhD from Georgia Institute of Technology in His research focuses on Intelligent Transportation Systems (ITS), design of transportation facilities, transportation system analysis, and traffic operation and management. Dr. Jia has been the faculty advisor for the Cal Poly Pomona ITE Student Chapter since He served as the technical chair for the 2012 ITE Western Conference at Santa Barbara, CA. He was one of the authors who wrote the first edition of Transit Communications Interface Profiles (TCIP), which is the national ITS standards sponsored by ITE for transit industry. Mr. Kali Fogel is the Program Manager for the Los Angeles County Metropolitan Transportation Authority (Metro) in the Congestion Reduction department. He has 15 years of experience providing detailed and creative technical solutions to complex Intelligent Transportation Systems. He is the Administrator and configuration management committee chair of the Regional Integration of Intelligent Transportation Systems (RIITS) and completes and provides advices on technical projects related to Southern California Intelligent Transportation Systems. Kali graduated from California State University, Los Angeles with a Bachelor of Science degree in Computer Information Systems and a Certificate in Computer Programming. Recent projects include development and implementation of a prototype Archive Data Management System through a contract with University of Southern California, several projects to improve the sharing of data among agencies, participation in the development of a system using digital cameras on transit for improved safety and customer experience, and an agreement with a large company to provide incident and event information to RIITS at no cost. Technical Program 2 Topic: Portland Cement Concrete Overlays - Clay Slocum California Nevada Cement Association (CNCA) Each year our streets and roads are aging and pavement conditions worsen as cities and counties see asphalt construction costs rise while gas tax and other pavement maintenance revenues shrink. But there are sustainable pavement rehabilitation choices that can maximize maintenance dollars while minimizing impacts to the environment. Portland cement concrete overlays can serve as sustainable and cost-effective solutions for preservation, resurfacing, and rehabilitation. Case studies for street and road projects utilizing these methods will be presented. Clay Slocum joined California Nevada Cement Association (CNCA) as the Northern California/Northern Nevada pavements engineer in January He provides technical expertise, education, concrete resources, and several other services to municipalities, engineers, and developers to advance the applications and use of concrete for streets, local roads, and parking areas. Clay specializes in conventional concrete, concrete overlays, roller compacted concrete, and pervious concrete, but is knowledgeable on most concrete-related applications. Clay is active in local societies including ASCE, ACI, SNCA, CalGeo, and EBME (where he is the outgoing co-chair). Prior to joining CNCA, Clay worked as a geotechnical consulting engineer in Walnut Creek. He graduated from University of the Pacific with a Bachelor s degree in Civil Engineering and a minor in Engineering Management before continuing his

3 education at U.C. Berkeley where he obtained his Master s degree in Civil Engineering. Clay is a licensed Civil Engineer in the state of California and is certified by ACI..
