DISCUSSIONS NO ITEM OWNER 2.1 Welcome and Introduction Welcome and introductions by NEC and Eskom Attendees were requested to confirm whether the meeting should be facilitated in English or IsiZulu. Attendees requested facilitation in Zulu. SNG (NEC) was introduced as the IsiZulu facilitator. Next, a community member opened the meeting with prayer. Meeting was facilitated in IsiZulu. Attendees agreed it was the preferred language. Attendance register The attendance register was circulated and signed. 2.2 Agenda and Purpose of Meeting SNG confirmed the agenda for the meeting The meeting related to Eskom s intent to apply for postponement from the Minimum Emission Standards (MES). The MES govern the emissions released from the stacks at Eskom s power stations. It sets emission limits and timeframes for compliance. One such Eskom power station Majuba is located close to Amersfoort and will be the subject of the meeting. The MES have two sets of emission limits and compliance timeframes: 2015 existing plant limits applying to existing plants 2020 new plant limits which apply to existing facilities from 2020 and to new facilities from commissioning The MES control three primary pollutions which include particulate matter (PM), sulphur dioxide (SO 2 ) and nitrogen oxides (NOx). NEC has been appointed by Eskom to facilitate the process of applying for postponement from the MES 2.3 Presentation on Application for Postponement from the MES SNG presented the basic principles of power generation at coal fired power stations. Reference was made to the stack of a power station where emissions are emitted and also the cooling towers which emit water vapour. Reference was made to communities who live and work close to power stations. SNG explained the legislation that controls stack emissions and the air breathed by people who live and work close the stations, and those whose ambient air may be affected by Majuba s emissions. The difference between the National Ambient Air Quality Standards (NAAQS) and the MES was illustrated. Technologies that can be implemented at power stations to reduce emissions were illustrated and explained. The challenge faced by the power stations is each station has numerous generating units. The equipment must be introduced at each generating unit. It requires units to be shut down for the duration of the retrofit. The retrofit per unit takes 1 year to complete. The total time required to retrofit a station equals the number of generating units present at the respective power station. Eskom intends to apply for postponement from the MES for 14 of its coaland liquid fuel fired power stations, which includes Majuba power station, in a submission to the National Air Quality Officer (NAQO). SNG illustrated the location of power stations by means of an aerial locality map. 2

3 NO ITEM OWNER 2.4 Motivation for Postponement Eskom is aware that power stations pollute and that its operations give rise to emissions that influence air quality. For many years Eskom has worked to reduce its emissions from power stations. Since 2015, emissions from power stations have been reduced by 30%. The challenge is new limits come into effect in 2020 which Eskom s older power stations cannot meet. The older stations were designed to meet a certain limit, however the stations currently need to be retrofitted to reach the more stringent limits. Retrofitting is a lengthy and expensive process. Primary pollutants controlled by the MES for which limits have been set include: PM constituting the visible smoke, fly ash; two gasses namely SO 2 and NOx It was explained PM is the primary pollutant which effects human health. Technology already installed at Majuba power station to abate PM emissions includes a Fabric Filter Plant (FFP). Accordingly the station will be able to comply with the new plant limits for PM by Eskom faces challenges with respect to installation of SO2 abatement technology due to its requirements for high volumes of water and production of additional waste streams created by its operations. Also to abate NOx, Eskom needs to install Low NOx Burners (LNB). Extending the challenge is the need to implement the expensive abatement in a short period of time. Eskom is of the opinion, given results of atmospheric impact assessment studies completed as part of the 2014 postponement application, that, SO 2 and NOx emitted from its power stations stacks have marginal impacts on the ambient air quality and risk to human health, as compliance with relevant ambient standards has been found to prevail on the ground. Hence intends to apply for the postponement. Eskom will apply for postponement for: Stations which will mostly be able to comply with the existing MES and in some cases with the new plant MES, however, not within the legislated timeframes. Stations which are unable to comply with the new plant MES for SO 2. Some of its older fleet, which will be decommissioned within the next 12 years, where, if the retrofit were to be applied, it would only, operate for a few years post-retrofit, before the power station is shut down according to its 50-year life expectancy and where it does not make sense to spend the money. Eskom aims to further reduce its emissions emitted into the atmosphere. It does not want to emit more through this application, yet wants to continue operating on its current levels, since it cannot install the retrofits within the timeframe set in the MES. Independent specialists, NEC, have been appointed to assess the impact on the ambient air quality -, health implications for the public as well as the cost benefit analysis (CBA) for respective power stations which are applying for postponement of the MES compliance timeframes. The outcome of the specialist studies will be presented to the public through another round of public engagement Air Quality Impact Assessment (AIR) and Cost Benefit Analysis (CBA) SNG explained this was already touched on in the purpose for the meeting and background to the postponement application. The AIR will include the assessment of the impacts on the environment, and human health. It will include a CBA which will explain the human health cost to which the public would be exposed to as a result of postponement from the MES. NEC has been appointed to prepare the AIR and will include a CBA. BM (Eskom) present in English SNG (NEC) translate to IsiZulu SNG (NEC) present in IsiZulu 3

4 NO ITEM OWNER The AIR is informed by a dispersion model. It allows the specialist to determine what the likely impact of Eskom s emissions will be on the ground around the respective power station The model is verified by using data from ambient air quality monitoring stations set up in areas surrounding the power stations. It allows the specialist to determine the prevailing air quality in relation to the set out ambient standards. Three scenarios will be modeled: 1) the worst case scenario (which represents the limits the stations are requesting as part of the postponement applications), 2) the actual emissions from stations and then 3) the emissions at levels that comply with the new plant standards. These are the three modeling scenarios which will go into the AIR and be used as part of the application. Eskom s stations are compelled to apply for a worst case scenario limit, though they typically operate at lower emission levels. This ensures that Eskom s stations can maintain their license to operate. The AIR will include the assessment of the impact on the environment, and on human health. It will also include a CBA which will explain the human health cost which must be borne by South Africa as a result of postponement from the MES. NEC is still busy preparing the specialist studies and will make them available for public review and comment in November The outcomes of the studies will be communicated through a 2 nd round of public engagement Public Participation Process (PPP) OWNER SNG introduced and discussed the PPP approach for the project. Two rounds of public engagement have been scheduled for the project. The 1st round seeks to announce the project and present the Background Information Document (BID) at several public meetings. All comments received during the 1st round of engagement will be recorded in an Issues and Response Report (IRR) and responses provided thereto will be included in the IRR. The 2nd round will see the motivation for application for postponement, the AIR, CBA and PPP Report being placed in the public domain for comment. The outcome of the assessment will also be presented at a series of public meetings, to be scheduled closer to the time. SNG detailed the PPP approach and specified the newspapers used to announce the project, libraries/venues where the BID was placed for public review and elaborated on the venues selected for public meetings for the 1 st Round of public engagement. Details on the method to announce the project and 1 st round of public meetings were provided. It was highlighted the advertisement for Majuba power station as published in several newspapers namely Beeld, Daily Sun, Ermelo Highvelder, Highveld Tribune and the Recorder. The BID is available at several public venues in the area, namely Amersfoort- and Volksrust library for review and comment. A public meeting is held in Amersfoort at the Mayor s Hall on 22 August DISCUSSION SESSION (Questions/Points of Clarity) Response Samuel Magadula Why is it taking Eskom this long to comply with the limits set by the MES? Will Eskom compensate the community for suffering the consequences of the air pollution? BM (Eskom) SNG (NEC) present in IsiZulu Eskom does comply with its Atmospheric Emission License (AEL) for Majuba Power Station. The station complies with the 2015 existing plant limits apart from NOx. It is the new plant limit compliance timeframes effective from 1 4

5 NO ITEM OWNER April 2020 Eskom faces a challenge to comply with Thulani Shabangu Councillor for Ward 7- Amersfoort Eskom I don t have any issues with the MES for Majuba power station. I have an issue with how the station disposes of the ash. It affects the environment. Reasons being: During windy conditions the ash dumpsite is exposed and ash is blown far and wide polluting the air. The water sources that surround the ash dump are also polluted; NEC must note that there are trucks that remove some of the ash to New Castle for cement making. Yet this is not effective enough to manage the impact or to reduce the dump size. Why does Eskom not contract local people from the Majuba area to remove the ash and make cement? Why does the power station not contract several local service providers to remove the ash and make cement to reduce the size of the dump? This will empower the local people and help to solve the problem. Our people are not invited to the Business Forums; hence we have decided to withdraw. This must change. We made Health issues experienced at ambient air quality levels are contributed to various other activities (e.g. domestic fuel burning, veld fires, vehicle entrained dust from gravel roads) not necessarily only as a consequence of Eskom s power stations. The outcome of the AIR will verify if Eskom s power stations are in fact causing any health impacts. If it is found that the power stations do pose a significant health risk, Eskom and government will need to remediate the impact and decide which emission reduction interventions need to be implemented to improve the air quality in the area. FK (Eskom, Environmental Advisor Majuba Power Station) Eskom is currently installing a binding polymer to reduce dust fallout from the ash dump. Installation started in July 2018 and will be concluded by September It has recently been installed at Tutuka power station and found to be effective. Eskom expects the polymer binder to stop further ash fallout from the dump. The effectiveness of the polymer will be visible after September TL (Eskom, Majuba Station Manager) The ash is removed to New Castle for brick making. Eskom started the brick making initiative 3 years ago. Eskom has advertised placed the removal of ash from the dump on tender since mid- August The community must participate in the tender process since the power station is trying to secure the contract for local people, yet the local people are not responding to the tender. 14 Eskom s emission reduction strategy Particulate emission reduction (1982 to date) Eskom s emission strategy is aimed at reducing emissions, giving priority at its highest polluting stations. Most of Eskom s existing coal fleet was built more than 20 years ago. They were therefore not designed to meet existing or new plant minimum emission standards. Several power stations were retrofitted with emission abatement technology to reduce particulates between 1980 and In order to comply with the MES, many of Eskom s power stations need to install additional or upgrade existing emission control equipment. The new Eskom stations Kusile and Medupi are designed to meet the new plant standards Medupi will be retrofitted to comply with new plant SO 2 standards. 9 From 1982 to 2015 particulate emissions were reduced by 89%. Since 2015 a further 30% reduction in relative particulate emissions since Post 2010 emission reduction projects include: retrofit of remaining Grootvlei units with FFP reducing emissions by more than 10 times (2017), refurbishing ESP at Matla PS, installing low NOx burners at Camden, Minimum Emission Standards (MES) Minimum Emission Standards (MES) request The MES have two compliance timelines : 1) 01 April 2015: Compliance with existing plant standards 2) 01 April 2020: Compliance with new plant standards The MES makes provision for postponement of emission limits and timeframes for compliance with the limits. The postponement is granted for a period of up to 5-years per application.
