1 STATEMENT OF BASIS For the issuance ofdraft Air Permit # 2204-AOP-RO 1. PERMITTING AUTHORITY: Arkansas Department ofenvironmental Quality 5301 Northshore Drive North Little Rock, Arkansas APPLICANT: DeSoto Gathering Company, LLC - Gravel Hill CPF Claude School House Road Cleveland, Arkansas PERMIT WRITER: Kimberly Lindsey-O'Guinn 4. PROCESS DESCRIPTION AND NAICS CODE: NAICS Description: Gas, compressing natural, in the field on a contract basis NAICS Code: SUBMITTALS: 2/9/ REVIEWER'S NOTES: DeSoto Gathering Company, LLC - Gravel Hill CPF-2 ( ) operates a facility located at 1384 Claude School House Road, Bee Branch, AR The facility is currently a minor source operating under general permit #1868-AGP-1l8. This facility has submitted an application to expand by adding eleven Natural Gas-fired Compressor Engines (SN-06 through SN-ll and SN-18 through SN-22), three emergency generators (SN-23, SN-24, and SN-25), and six Triethylene Glycol Dehydration Units (SN-26). This modification will cause the facility to become a Title V major source. The permitted emission increases are: 8.9 tpy of PMlPM IO, 1.4 tpy of S02, tpy of VOC, tpy of CO, tpy of NOx, 9.98 tpy of Formaldehyde and 0.23 tpy of H 2 S.

COMPLIANCE STATUS: The following summarizes the current compliance ofthe facility including active/pending enforcement actions and recent compliance activities and issues. There are no active/pending enforcement actions orrecent compliance activities regarding this facility. 8. PSD APPLICABILITY: a. Did the facility undergo PSD review in this permit (i.e., BACT, Modeling, etc.)? N b. Is the facility categorized as a major source for PSD? N Single pollutant ~ 100 tpy and on the list of28 or single pollutant ~ 250 tpy and not on list? If yes, explain why this permit modification not PSD? 9. SOURCE AND POLLUTANT SPECIFIC REGULATORY APPLICABILITY: Source Pollutant Regulation (NSPS, NESHAP or PSD) SN-01 through SN CFR Part 60, Subpart JJJJ - NOx Standards ofperformance for VOC Stationary Spark Ignition Internal CO Combustion Engines 40 CFR Part 63, Subpart ZZZZ - National Emission Standard for SN-01 through SN-22 N/A Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines 40 CFR Part 63, Subpart HH National Emission Standards for Hazardous Air SN-26 Benzene Pollutants From Oil and Natural Gas Production Facilities (Area Source Applicability) 10. EMISSION CHANGES AND FEE CALCULATION: See emission change and fee calculation spreadsheet in Appendix A.

MODELING: Criteria Pollutants Examination ofthe source type, location, plot plan, land use, emission parameters, and other available infonnation indicate that modeling is not warranted at this time. Emission Rate Pollutant (lblhr) PM NAAQS Highest %of Standard Averaging Time Concentration NAAQS (~g/m3) (~g/m3) 50 Annual Hour Annual S Hour Hour CO ,000 8-Hour ,000 I-Hour NO x Annual Non-Criteria Pollutants: 1st Tier Screening (PAER) Estimated hourly emissions from the following sources were compared to the Presumptively Acceptable Emission Rate (PAER) for each compound. The Department has deemed the PAER to be the product, in lblhr, of0.11 and the Threshold Limit Value (mg/m\ as listed by the American Conference ofgovernmental Industrial Hygienists (ACGIH). Pollutant TLV PAER (lblhr) = (mg/m 3 ) 0.11 x TLV Proposed lblhr Pass? Fonnaldehyde No

4 Permit #: 2204-AOP-RO Page 4 of7 2 nd Tier Screening (PAIL) AERMOD air dispersion modeling was performed on the estimated hourly emissions from the following sources, in order to predict ambient concentrations beyond the property boundary. The Presumptively Acceptable Impact Level (PAIL) for each compound has been deemed by the Department to be one one-hundredth ofthe Threshold Limit Value as listed by the ACGIH. Pollutant PAIL (~g/mj) = 1/100 of Modeled Concentration Threshold Limit Value (ug/m 3 ) Pass? Formaldehyde Y 12.
