2 Conference on Chemical (Industrial) Disaster Management (CIDM) Disaster Risk Reduction Measures in Chemical, Petroleum and Gas Industry May 12-13, 2016, Hotel Peterhof, Shimla Federation of Indian Chambers of Commerce and Industry (FICCI), an apex industry association, has organized several training & education programmes in all major industrial sectors in coordination with accredited Indian and global agencies. Disaster Management has been selected by FICCI to raise awareness of the industrial sector and of NGOs, District & State Authorities including Statutory Agencies as well as all the stakeholders in the community who are most vulnerable during disasters. PNGRB Petroleum and Natural Gas Regulatory Board, India was established in 2007 subsequent to an Act of Parliament. The objectives of the board are to regulate refining, processing, storage, transportation, distribution, marketing and sale of petroleum, petroleum products & natural gas, excluding production of crude oil & natural gas. One of the functions of the Board is to regulate technical standards and specifications including safety standards. The board has notified several regulations such as technical standards and specifications including safety standards for natural gas pipeline networks and city or local natural gas distribution networks, codes of practice for emergency response and disaster management plan (ERDMP), etc. National Disaster Management Authority (NDMA), Government of India was constituted in Sept, 2005 consequent to enactment of Disaster Management Act, Hon'ble Prime Minister of India is ex-officio Chairman of NDMA. NDMA, as per its inter alia mandate, has brought out National Guidelines on (i) Chemical (Industrial) Disaster Management (CIDM) (ii) Medical Preparedness & Mass Causality Management and (iii) Chemical (Terrorism) Disaster Management; the objective of the guidelines is to strengthen prevention, mitigation and preparedness measures; minimize accidents; and set up an effective mechanism to respond to disasters. Himachal Pradesh, Department of Labour & Employment, Government of Himachal Pradesh is responsible for the implementation of 28 Labour Laws (Central & State) with a view to establishing and maintaining peace in the Industrial Establishments. Under the provisions of the Industrial Disputes Act 1947, Labour Courts-cum-Industrial Tribunals have been set up at Shimla & Dharamsala to decide industrial disputes. Under the Factories Act,1948, registration and renewal of factories licenses is done as also ensuring safety of workers. The conference on Chemical (Industrial) Disaster Management Conference on Disaster Risk Reduction Measures in Chemical, Petroleum and Gas Industry will highlight the ecological fragility of the region (Man made or Natural) and the steps for Sustainable improvement, Role of Industry in the region to promote Indigineous products for Disaster Risk reduction, Business Continuity in Emergency Situation, mitigation measures for Earthquake Mitigation, Landslide & Road Blocks and also finding Solutions to Problems connected with Cloud Bursts and Flash Floods and issues related to Transportation of Hazardous and Toxic materials by Road, Rail and Air. The conference will also discuss on the safe storage and Transportation of Petroleum Products & Natural Gas. This program of Chemical (Industrial) Disaster Management conference is being successfully conducted for last ten years under the Chairmanship of PVSM AVSM VSM PHS (Retd) Lt Gen (Dr) J R Bhardwaj, Chairman CIDM and Former Member, National Disaster Management Authority, Government of India, New Delhi.
