4 The Supply of Drinking Water in Ireland Public water supplies provided by 34 City and County Councils (Water Services Authorities WSA) Private water supplies provided by local community groups and by commercial activities. Environmental Protection Agency is the supervisory authority WSAs must annually report all monitoring to the EPA WSAs must report failures to the EPA within 1 working day EPA ensures that all failures are investigated and corrective action taken EPA can issue legally binding Directions to WSA to prepare action programmes or to carry out specific actions

5 Reporting Requirements - National EPA must produce annual report for the public covering all supplies (large/small and public/private) WSAs must provide timely access to up to date monitoring results on their websites WSAs must publish results of EPA audits of WTP WSAs must publish corrective actions being undertaken in quality deficient supplies Approx 50 laboratories in Ireland analysing samples for compliance monitoring under the DWD

6 Reporting Requirements - EU Each MS must report every three years within one calendar year of the end of the reporting period e.g. report for 2008, 2009 and 2010 had to be published in Report covers all supplies serving over 5,000 persons or 1,000 m3/d Must be submitted to COM within 2 months of publication Reporting format must follow that approved by the Article 12 Committee (revision approved in Oct 2011)

8 Reporting on Drinking Water Quality WSAs report previous years data by February using an EPA data portal (EDEN) EPA verifies and checks data, generates statistics and information on quality and enforcement EPA publishes an annual report on the quality of all water supplies (public and private) and the enforcement of public supplies EU report is a subset of the national report

12 EDEN System Features Restricted Access (Local Authorities, Public Authorities etc) Sharing privileges defined by data owner. Returns for EPA reporting purposes are specifically marked. Data is exchanged by means of an.xml file in accordance with a DET (Data Exchange Template) Data can be uploaded and downloaded from EDEN (manually or using API)

13 EDEN System Features Data format is validated on upload and system will notify of any errors detected. Allows for translations between local and EDEN parameter names and sample purposes. Samples can be approved, rejected or deleted. Change who can see the samples. Easy to download data (XML to own local system and PDF) Users are notified if anything happens to their samples

15 Environmental Data Exchange Network (EDEN) A local authority or private lab extract drinking water samples and results in XML format before uploading the file to EDEN via the Upload Menu Option.

16 Environmental Data Exchange Network (EDEN) Checks are performed on the file to make sure it has the correct XML structure and data validation checks also carried out Once Data has been uploaded, local authority personnel approve the results as EPA Return
