5 OSHA REVISES the HAZARD COMMUNICATION STANDARD. On March 16 th, revisions to Haz.Comm. were published in the Federal Register. The revisions align the classification of hazardous chemicals and communication of chemical hazards with the United Nation s Globally Harmonized System of Classification and Labeling of Chemicals (GHS).

6 OSHA REVISES the HAZARD COMMUNICATION STANDARD. Major changes to the Hazard Communication Standard (HCS), found at 29 CFR , include: Revised criteria for classification of chemical hazards; Revised labeling provisions that include requirements for use of standardized signal words, pictograms, hazard statements, and precautionary statements;

7 OSHA REVISES the HAZARD COMMUNICATION STANDARD. A specified 16-section format for safety data sheets (no longer called MSDSs); and Related revisions to definitions and requirements for employee training on labels and safety data sheets.

8 OSHA REVISES the HAZARD COMMUNICATION STANDARD. OSHA also modified provisions of other standards, including standards for flammable and combustible liquids, process safety management, and most substance-specific health standards, to ensure consistency with the modified HCS requirements.

9 OSHA REVISES the HAZARD COMMUNICATION STANDARD. The final rule becomes effective 60 days after publication in the Federal Register; however, OSHA has provided the following extended compliance dates to meet the new requirements:

June 1, 2015 Compliance with all modified provisions of the final rule for chemical mfgs, importers, distributors, and employers. The only exception is for distributors as follows:

11 OSHA REVISES the HAZARD COMMUNICATION STANDARD. December 1, 2015 Distributors shall not ship containers labeled by the chemical mfg. or importer unless it is a GHS label. June 1, 2016 Employers must update alternative workplace labeling and their haz. comm. program as necessary, and provide additional employee training for newly identified physical or health hazards.

13 Emergency Planning and Notification - EHS and TPQ The EPA is taking final action to revise the manner for applying the threshold planning quantities (TPQs) for those extremely hazardous substances (EHSs) that are nonreactive solid chemicals in solution.

14 Emergency Planning and Notification - EHS and TPQ This revision allows facilities subject to the Emergency Planning requirements that have a non-reactive solid EHS in solution, to first multiply the amount of the solid chemical in solution on-site by 0.2 before determining if this quantity equals or exceeds the lower published TPQ.

15 New California PELs The California Occupational Safety and Health Standards Board has adopted lower permissible exposure limits (PELs) for carbon disulfide, hydrogen fluoride, sulfuric acid, and toluene. California's OSHSB adopted the new PELs on January 19, and the changes went into effect on March 17..

17 EPA s ELECTRONIC REPORT VERIFICATION PROGRAM In addition to continuing on-site compliance inspections, the EPA's Office of Enforcement and Compliance Assurance has plans to develop their electronic surveillance this year. Electronic verification allows EPA to easily detect reporting violations, presenting potentially costly violations to companies. A violation may be issued even if there is no direct environmental harm.

18 EPA s ELECTRONIC REPORT VERIFICATION PROGRAM Areas that may be subject to reporting violations include Air emissions reporting, SPCC and Stormwater prevention plans, EPCRA (TRI, Hazardous Material Inventory, Release reporting), Wastewater discharge reports, Risk Management/ Prevention plans, and Employee Training.

22 EPA- TSCA WORK PLAN As part of EPA s continuing comprehensive approach to enhance the Agency s existing chemicals management program, in March 2012, EPA identified a work plan of 83 chemicals for further assessment under the Toxic Substances Control Act (TSCA). EPA intends to use the TSCA Work Plan Chemicals to help focus and direct the activities of the Existing Chemicals Program over the next several years.

24 EPA-Existing Chemicals Action Plans EPA has issued Action Plans Identifying Ten (10) Chemicals for Assessment Action plans summarize available hazard, exposure, and use information on chemicals; outline the risks that each chemical may present; and identify the specific steps the Agency is taking to address those concerns..
