2 SECTION A. Description of project activity A.1. Purpose and general description of project activity Zhongshan County Micro Hydro Project Bundle No.2 (hereinafter referred to as the project ) consists of three small hydropower stations, i.e. Baishijiao stage I hydropower project, Gongtan hydropower project, and Aohua stage I hydropower project of Zhongshan County. All of three stations are located in Guangxi Province, Hezhou City Zhongshan County. The project utilises local hydropower resources to generate electricity to the local grid. The electricity generated is delivered to the local grid, and finally to the China Southern Power Grid, displacing the electricity generation from fossil fuel based power plants connected to the grid, thereby reducing the greenhouse gas (GHG) emissions. The total install capacity of the project is 2.57MW. This document reports the emission reductions of 7348 tco2e achieved by the project (GS registration on 30/04/2013 with reference number GS1100) during the following monitoring period: 01/07/ /08/2015, corresponding to the actual net electricity supplied to the grid of MWh. A.2. Location of project activity The project is located in the Guangxi Province, Zhongshan County. 3 The simplified baseline and monitoring methodology AMS I.D, version 17, became valid from 17 Jun 11 onwards. The approved Tool to calculate the emission factor for an electricity system, Version 2.2.1, was in effective as of EB 50, is applied to the project activity. Crediting period of project activity The project activity employs renewable 7 year s crediting period, the first crediting period is from 01/05/2011 to 30/04/2018. The second monitoring period is from 29/07/ /08/2015. A.6. Description of implemented registered project activity The project consists of three sub-components hydropower stations: Baishijiao stage I hydropower project, Gongtan hydropower project and Aohua stage I hydropower project. All these stations are using hydropower resource to generate electricity. The types of three hydropower stations are all run-of-river project, these hydropower systems consist water retaining dike, water diversion tunnel, pressure tube and hydrologic turbines and generators. Water from the nearby river are diverted to each stations through water diversion tunnel, pressure tube and then flow over the hydrologic turbines of each station at a designed water head to produce an optimal electricity output. Electricity is step-upped using a transformer, and it flows to a substation, which are built close to the power plant house of each station, step-upping and transmitting the electricity via 10kV transmission lines. These transmission lines are connected to the local grid, which is delivering electricity to the China Southern Power Grid. Monitoring Object Description of monitoring system The monitoring is to justify the realistic amount of emission reduction from the project. The owner of the proposed project use this document as guideline in monitoring of the project emission reduction performance and adhere to the guidelines set out in this monitoring plan to ensure that the monitoring is credible, transparent and conservative. Management Structure General Manager: To be responsible for supervising the whole monitoring procedure. CDM Project Manager is responsible for data management and compiling monitoring report. Operational and monitoring manager is responsible for collecting data and perform internal audit. Financial chief is responsible for collection of sales receipts. Technical chief is responsible for preparing operational reports of the project activity, recording the daily operation of the project, including operating periods, equipment defects, etc. 3. Monitoring Equipment The main meters M1 in Aohua Hydropower Project, M2 in Baishijiao Hydropower Project and M3 in Gongtan Hydropower Project in the diagram below are used to obtain the amount of net electricity supplied to the grid by the Project and all the meters are bi-directional. The accuracy of all the meters is not less than 1.0. The generated electricity of Baishijiao hydropower project is transferred via 10kV substation and finally to the China Southern Power Grid (CSPG). Gongtan hydropower station is transferred to via 10kV substation, and finally to the China Southern Power Grid (CSPG). The generated electricity of Aohua hydropower project is transferred to 10 kv substation, and finally to the China Southern Power Grid (CSPG). Version 05.1 Page 6 of 24

Calibration of Meters & Metering The calibration frequency of the electricity meters is that it should meets requirements of JJG or DL/T or other relevant standards applicable in the local area. According to JJG , the calibration frequency is once a year. 5. Data Management The project owners keep the printout of the monthly records for the amount of supplied electricity to the grid company. At the end of crediting year, a monitoring report is compiled by the project owner. Hard copied documentation of relevant information subject to the monitoring process, such as paper-based maps and diagrams, are kept together with the monitoring plan. All hard-copied information is managed by the project owner. 6. QA&AC The meters are recorded every month. As mentioned above, the calibration of the meters is conducted in line with relevant standards. If the main meters are damaged, the amount of electricity supplied to and imported from the grid should be determined bilaterally with the grid company. Confirmation shall be provided by the grid company. Otherwise, no emission reduction is claimed until the calibrated meter replacement is installed. The project data is sent to GS VER South Pole project developer annually and cross checked by project developer experienced carbon experts. Data is input in the South Pole project developer online project management tool which functions as the online data storage. Monitoring data can be checked automatically and electronically. Sustainability Monitoring data and parameters No 1 Indicator Air Quality Chosen parameter The air quality compliance at the project site during construction Monitoring result/monitored data Since now no complaint have been received from nearby residents and workers, which shows that during construction period, the mitigation measures have been well implemented to avoid dust emission. During construction period, wet damping was applied after excavation work. Workers wear masks to prevent respiration discomfort. The notice of complaints has been displayed on the front wall of the projects. It was stated on the notice that if there was any complaints or comments for the air quality influence on local people by the hydro-stations during construction period and operation period, they can call the complaint telephone number to ask for improvement. The parameter was monitored during construction. And it has been verified in the 1 st verification. 12 Re-plantation area around water diversion channel is 30.12m 2 ; Re-plantation species includes wild reeds, canola flower, the wild seeds sprinkled on both sides of the water diversion channel. Most of the weeds have good survival ability, they can restore vegetation naturally, which need no maintenance; Implementation entity is local villagers hired by Aohua hydropower station; Re-plantation period is 23/12/ /12/2010. 13 Baishijiao stage I hydro station Re-plantation area around water diversion channel is 8.4m2; Re-plantation species includes reeds and bamboos; Reeds and bamboos are wild shrub which breed quickly and no requirement for maintenance. Implementation entity is local villagers hired by Baishijiao stage I hydropower station; Re-plantation period is 28/11/ /12/2007. Re-plantation area surrounding the power house is 6.8m2; There is little bare wasteland around the power house, because the power house was built among the mountain forests. Re-plantation adopt local plants such as bamboos, mulberry tree and torch tree, reeds seeds were also scattered surrounding the power house. All the green plants are local plants species, which adapt to local humid and warm climate, requiring no maintenance. Implementation members are local villagers hired by of Baishijiao stage I hydropower station. Re-plantation period is 28/11/ /12/2007. Gongtan hydropower station Re-plantation area surrounding the power house is 5.6m2; The power house was built on the hillside, bamboos, reeds and maples were planted surrounding the power house. With natural rain and sunshine, reeds and bamboos are growing flourished. Implementation member were local villagers hired by Gongtan hydropower station. Maintenance such as fertilizing and watering were implemented by employees of Gongtan hydropower station twice a month. Re-plantation period is 10/01/ /01/2009. High pressure pipe was built on the mountains with no damage to vegetation, so no re-plantation there. Version 05.1 Page 13 of 24

Their average salary is CNY/y in 2013, CNY/y in 2014 and CNY/y in 2015, which shows the operation of the project offers jobs and income generation for the local villagers. As for Baishijiao stage I hydro station, there are totally 9 employees, and all of them were from nearby villages. Their average salary is CNY/y in 2013, CNY/y in 2014 and CNY/y in As for Gongtan hydro station, there are totally 13 employees, and all of them were from nearby villages. Their average salary is CNY/y in 2013, CNY/y in 2014 and CNY/y in All the Employees salary table have been provided. According to the 2016 Government Work Report 1 the Report to compare the economic and social development at Zhongshan County in 2014 and , the local average salary in 2013, 2014, 2015 is 6408 CNY/y, 7150 CNY/y, 8181 CNY/y, which is much lower than the lowest value of average salary in the proposed project ( CNY/y). And the proposed project is located at a remote and isolated mountain area. The project helps to offer the jobs for the local villagers and increase the income for the local villagers and farmers. As for Gongtan hydro station, the net electricity generation was kwh during this monitoring period. As for Aohua hydro station, the net electricity generation was kwh during this monitoring period. 15 No 5 Indicator Quality of employment Chosen parameter Work safety manual Monitoring result/monitored data The safety manual was displayed at the project site and always followed by staff, which can be shown in the photos of onsite displayed safety manual, and it would be checked by station manager every year to remind staff to ensure safety all the times. As for Baishijiao stage I hydropower station, the safe guarding manual was replaced yearly with new paper, and little change of content, just to prevent erosion damage. As for Gongtan hydropower station and Aohua hydropower station, the safeguarding manual has been displayed on the wall of hydro station since commission and no replacement till now. One photo sample of Gongtan safeguarding as follows: No 6 Indicator Water quality Chosen parameter Wastewater discharge compliance with regulations and rules Monitoring result/monitored data For the project, the wastewater during construction was mainly domestic wastewater. Due to micro-scale with little installed capacity, the 3 projects adopt septic tank as the same pretreatment method before discharge. There was an open toilet with a big hole at the project site, which formed a natural septic tank, where the domestic wastewater finally becomes fertilizers via fermentation. And the fertilizers would be collected and supplied to local farmers for agricultural usage. The wastewater discharge complies with Integrated wastewater discharge standard (GB ). Due to the micro-scale and far away distance from nearby residents, there was no noise influence, as well as no complaint for noise from local sediments since construction. During the construction period, earplugs and helmets were provided to the workers. The construction machines were well maintained and kept lubrication to reduce operation noise. Some vibration equipment adopt damping base to reduce noise. Porous soundabsorbing material were used to establish sound barrier. Via the above implementation of mitigation measures, the noise was in compliance with Industrial enterprises of environmental noise emission standards (GB ). No 8 Indicator Quality of the employment Chosen parameter Staff Training Plan Monitoring result/monitored data The project trained the employees on correct operation of the power station to ensure safety of the workers and the normal operation at the site. Gongtan hydro station In 01/06/2014, 11 employees joined in the training. The content included work system, protection of turbine generator and operation system. In 15/06/2015, 11employees joined in the training with content including shift system, regular maintenance of equipment and management system. Aohua hydro station In 03/07/2014, 9employees joined in the training. The content included operation of boot and stop process onsite, work system and main transformer protection and work principle. In 09/06/2015, 9 employees joined in the training with transformer works principle, equipment inspection and regular trouble shooting and maintenance. Baishijiao stage I hydro station In 04/06/2014, 8 employees joined in the training. The content included management system, operation system and shift system. In 06/06/2015, 8 employees joined in the training with content including transformer works principle, protection of turbine generator and work system. 18 The following Tables provide the calculation of the baseline emissions during the monitoring period. For Aohua station and Baishijiao stage I station, the monitoring data were recorded on 28 th once a month. The second monitoring period of these 2 projects is specified to 29/06/ /08/2015. This is time sequential with the first monitoring period. For Gongtan station, the monitoring data was recorded on the last day once a month, so the monitoring data covers the calendar month. The second monitoring period of this project is 01/07/ /08/2015. This is time sequential with the first monitoring period.
