RECOMMENDATIONS: A. THAT the 2012 Final Climate Action Revenue Incentive Program report included as Attachment A be endorsed for submission to the Province and be shared with the public on Delta's website. B. THAT this report be sent to the Honourable Mary Polak, BC Minister of Environment, Mr. Scott Hamilton, Member of the Legislative Assembly - Delta North and Ms. Vicki Huntington, Member of the Legislative Assembly - Delta South. PURPOSE: The purpose of this report is to provide an update on Delta's 2012 carbon neutral commitment and seek endorsement of Delta's 2012 Final Climate Action Revenue Incentive Program report. BACKGROUND: In 2007, Delta signed the British Columbia Climate Action Charter, a non-binding memorandum of understanding where signatories agree to create complete and compact communities, measure and reduce community and corporate greenhouse gas emissions and become carbon neutral in corporate operations by On February 13, 2013 Council endorsed Delta's 2012 interim Climate Action Revenue Incentive Program report which included information about Delta's carbon neutral progress. This report was submitted to the Province of British Columbia (the Province) to meet the requirements for the 2012 Climate Action Revenue Incentive Program carbon tax refund. Delta subsequently received approximately $200,000 from the province in return of the carbon tax paid for These funds have been deposited in Delta's Climate Action Reserve Account that will be used to fund greenhouse gas

2 Page 2 of Carbon Neutral Report July 16, 2013 reduction projects and also considered in conjunction with other capital projects approved by Council. DISCUSSION: The British Columbia Climate Action Charter voluntarily commits local government to three goals: Become carbon neutral in civic corporate operations by 2012; Measure and report on their community greenhouse gas emissions profile; and Create complete, compact and more energy efficient communities. One of the voluntary commitments of the Climate Action Charter (the Charter) is to become carbon neutral in civic operations by Carbon neutrality means that emissions are reduced as much as possible and remaining emissions are balanced or offset through other measures. Signatories may declare that they are "carbon neutral" through reductions and offsets, or are "making progress towards carbon neutrality", i.e. taking steps to reduce corporate greenhouse gas emissions but not yet carbon neutral. In 2012, Delta's greenhouse gas emissions from corporate operations were 7,274 tonnes of C0 2e. As per provincial guidelines, these emissions also include emissions from Delta's contractors that are performing traditional operational municipal services. These emissions were not included in Delta's 2007 baseline. The 2012 greenhouse gas emissions represents a net 6% reduction in emissions from the 2007 baseline including the growth in Delta's fleet and building inventory since The building and infrastructure emissions have a net 11 % reduction from the 2007 baseline, also taking into account new growth. Further reductions are expected for 2013 now that the Ladner Leisure Centre energy and greenhouse gas emission project is fully implemented. Delta declared in the 2012 interim Climate Action Revenue Incentive Program report "making progress towards carbon neutrality" since details of potential carbon offsets were not available at that time. The deadline to confirm "carbon neutral" or "making progress" towards carbon neutrality is July 31, Under the Charter, offsefs may be purchased from a third-party carbon offset provider or be accounted for through a local carbon reduction project. Staff recommend the use of local carbon project offsets and do not recommend the purchase of third-party carbon offsets. Currently, local carbon offsets are available to Delta from two local offset projects which are further described below. The first local offset project is Delta's green waste collection program which diverts organic waste from the landfill thereby avoiding methane gas emissions. Metro Vancouver and the Province have worked together to verify and approve local offset credits from this project for Delta and other municipalities that have similar programs. 6,678 tonnes of local carbon offsets are available to Delta for The second local offset project is related to the City of Vancouver's landfill gas collection improvement program which has resulted in greater quantities of methane

The City of Vancouver has received third party validation of this carbon offset project and the total quantity of offsets the project is anticipated to generate is 700,000 tonnes of offsets over four years. The actual quantity of offsets for the 2012 calendar year is currently in the verification stage and an agreement has been drafted between Vancouver, Delta and Metro Vancouver to share these offsets. This agreement is addressed in a separate report to Council. There will be no cost to Delta for developing these offsets and there would be sufficient offsets available to balance the remainder of Delta's emissions for Excess carbon offsets can be carried forward to future years. As a result of these two local offset projects Delta is potentially in a position to report it is carbon neutral for 2012 without purchasing carbon offsets. Over the four year period of the Vancouver Landfill gas collection improvement project approximately 70,000 tonnes of offsets will be shared with Delta if the landfill gas collection targets are met. This would allow Delta to be carbon neutral for approximately ten years in respect of corporate operations and during this time efforts would continue towards reducing emissions. Further work to identify and develop other local carbon offset projects could also occur during this time to work towards ongoing carbon neutrality past this ten year period. Attachment A is the Final Climate Action Revenue Incentive Program annual report. The main part of the report is the same as the report previously endorsed by Council and the carbon neutrality section has been updated. Implications: Financial Implications - The carbon offsets from the Vancouver Landfill gas collection improvement project are being shared with Delta at no cost. Delta would be responsible for the costs of registering the offsets in Delta's name which is estimated to be $700 for the 2012 offsets. Delta has received approximately $200,000 as part of the 2012 Climate Action Revenue Incentive Program grant which is to be used for greenhouse gas emission reduction projects. For 2012, these funds were not conditional upon being carbon neutral, however it is possible the Province may make carbon neutrality a requirement for future grants. CONCLUSION: Carbon offsets are available to Delta through two local offset programs at no cost to Delta. As such, Delta may be in a position to report it is carbon neutral for 2012, subject to the completion of the carbon offset allocation agreement between the City of Vancouver, Delta and Metro Vancouver. It is recommended that the attached final Climate Action Revenue Incentive Program Report be submitted to the Province and posted on Delta's website.
