6 Reduce Emission Intensity of GDP Goal: To Reduce the emissions intensity of its GDP By 33 35% by 2030 from 2005 level. Avoided emissions: 3.59 billion tonne of CO2 equivalent over BAU National plans are ambitious and purposeful: Thrust on Renewable Energy and Promotion of Clean Energy; Enhancing Energy Efficiency o Climate Resilient Urban Centres and Sustainable Green transportation Network o Swachh Bharat Mission, Cleaning of rivers, Zero Effect Zero Defect, Make in India o 6

7 High Economic growth possible with low per capita emissions India s Per capita emissions in 2030: remain lower than the current global average of Developed Nations 8.98 metric tonnes of CO2 equivalent 7

8 Increase the Share of Non Fossil Fuel Based Electricity Goal: To achieve 40% of electric power installed capacity from non fossil fuel by 2030 A jump of 33% over non fossil fuel capacity of 2015 India is driving one of the largest renewable capacity expansion programs in world The 175 GW target by 2022 will result in abatement of 326 million tons of CO2 equivalent/year. More progress after To include wind power, solar, hydropower, biomass, waste to energy and nuclear power. 8

9 Enhancing Forests Carbon Sink Goal: To Create additional carbon sink of billion tonnes of CO2 equivalent through additional forest and tree cover (increase of about million tonne of carbon stock) Emphasis on India s Plans to enhance its carbon sink: Full implementation of Green India Mission o Launched Green Highways Policy: 140,000 km long tree line along both sides of national highways. 1% of project cost to be earmarked for plantation o Plantation along Rivers: part of the Namami Gange Mission Cont o 9

10 Adaptation Component Goal: To better adapt to climate change by enhancing investments in development programmes in sectors vulnerable to climate change, particularly agriculture, water resources, Himalayan region, coastal regions, health and disaster management 10 High vulnerability of India to climate change impacts due to poverty & dependence of a large population on climate sensitive sectors for livelihood. 11 Adaptation Component Strategies and initiatives include actions in agriculture, water, health, coastal region & islands, disaster management, protecting biodiversity and Himalayan ecosystem and securing rural livelihood. New missions on Health and Coastal Areas. redesigning National Water Mission & National Mission on Sustainable Agriculture India has set up a INR 350 Crores (USD 55.6 million) National Adaptation Fund 11

12 Cleaner Economic Development Goal: To adopt a climate friendly and a cleaner path than the one followed hitherto by others at corresponding level of economic development At comparable levels of income, India s Growth Path much more cleaner and greener & will continue to be so India s current per capita GDP in PPP terms (Purchasing Power Parity) achieved at a substantially lower level of emissions compared to developed countries Emission Intensity of Developed countries at similar economic level as India s today was approx. 0.9 kgco2/$ India s emission intensity: 0.36 kg CO2/$ (60% less compared to developed countries) 12

28 Implementation of West Bengal State Action Plan Adaptation strategies proposed in WBSAPCC, 2012 were in line with the main course of activities of the respective departments Several strategies have been used by the executing departments Major climate threats of this period have been addressed

29 ADAPTATION Achievements Water conservation practices are being continued Production of Food grains increased Fish increased (3.36 %) Live stock increased (14%) Production of fruits and vegetable increased In spite of the fact that West Bengal faced temperature rise and irregular monsoon during this period

32 Initiatives of West Bengal in water sector NDC State Action Plan in water sector is under preparation and Coastal Management phase one has been completed UNSDG UNSDG 6: Water UNSDG 14: Under water life West Bengal is a state with higher coverage in ODF (Open Defecation Free Status) programme among Indian States In fact, Nadia, a district in West Bengal was the first district in the country to be declared ODF.

35 Mitigation Achievements PAT (Perform, Achieve and Trade ) applied for energy intensive industries of the state during (namely 17 designated consumer from sectors, Thermal Power Station, Iron and Steel Re rolling) 1.2 m ton (million tons of oil equivalent) saved. The State Government under the LED Scheme distributed subsidised bulbs with potential of 7.98 lakh MWH energy saving potential (December 16 September 17) with 319 crore of cost savings.

39 SDG 1: No Poverty End Poverty in All its Forms Everywhere Several large scale anti poverty programmes have been implemented. The Mahatma Gandhi National Rural Employment Guarantee Act, generated over 191 miilion person days of employment till this month in State of Weswt Bengal, launched for providing pension and insurance to workers in the unorganised sector, widows and the differently abled.

40 SDG 5: Gender Equality UNSDG 5: Gender Equality Kanyashree: It seeks to improve the status and wellbeing of girls, specifically those from socio economically disadvantaged families through Conditional Cash Transfers 1st Place Winner in UNPSA Award 2017

41 Closure Note: Implementation of NDC modules like adaptation and mitigation results in attaining UNSDGs Attaining UNSDGs through other programmes also improves the overall community resilience Sourcing Funds and appropriate technologies are need of the day The holistic effort shall lead to sustain the development in a climate change resilient West Bengal.
