10 Bowers Civil Engineering Date: October 27, 2014 Traffic Volume Changes Conser Crossing at 151 st & Conser Street Location: Approximately 600 feet south of 151 st Street on the east side of Conser Street in Overland Park, Kansas. Previously Approved Development: The approved plan consists of two two story general office buildings each with 14,675 s.f. of gross floor area. Proposed Development: The proposed development consists of a three story building with 23,808 s.f. gross floor area per floor, which totals to 71,424 s.f. The ground floor will be a combination urgent care center with the ability to receive ambulatory patients, radiology office, and surgical center. The upper two floors will be rehab space for overweight people. The two rehab floors will consist of overnight stay patient rooms, nurse and doctor offices, physical therapy areas etc. The two rehab floors will have approx patient rooms per floor and 3-4 nurses per floor. Traffic Volume Changes: To evaluate the impacts of the proposed medical facility we compared the approved and proposed use utilizing expected trip generation from the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9 th Edition. The land use that best fits the approved development is General Office Building ITE Code 710, using 1000 sq. feet gross floor area. The land use that best fits the proposed use is Hospital ITE Code 610. Alternate ITE codes were Medical-Dental Office Building ITE Code 720, or Clinic ITE Code 630. Land Use 720 and 630 have only outpatient facilities and do not apply to the proposed use. For the proposed use 1000 sq. feet gross floor area is the clearest variable to use. The results of the approved and proposed trip generation analysis are shown in Table 1. While the additional daily trips may seem like a significant increase the rehab will be open 24 hours which spreads out those additional daily trips, while an office building traffic is during work hours. The City s 2011 traffic counts indicate 37,400 vehicles entering the 151 st & Conser intersection on a daily basis. The estimated 944 daily trip ends would be just a 2.5% increase. 11 Page 2 10/27/2014 peak hour increase over the approved office building is 22 trip ends. On a peak hour basis with an estimated 3,700 vehicles entering the 151 st & Conser intersection the 22 additional trip ends represent 0.6% increase in peak hour traffic. The small percentage in peak hour traffic would not make a noticeable effect on the level of service at the intersection. In summary the change in plans from an office building to a rehab facility does not have a significant traffic impact on the 151 st & Conser intersection.
