1 Results Neutral Revision Critical Findings Hillsborough County manages the collection and disposal of solid waste for unincorporated Hillsborough County and for designated service areas within municipal boundaries of Tampa, Plant City and Temple Terrace. This system includes the following components: The collection, handling and transport of solid waste; The operation and maintenance of a waste recovery facility (incineration); The operation and maintenance of landfills; and The collection, handling and disposal of hazardous materials & hazardous wastes Hillsborough County operates the solid waste management system as an enterprise fund. Revenue is generated by an annual solid waste disposal fee collected as part of property tax statement. Revenues are also generated by the sale of electricity from the waste-to-energy incineration facility and by the sale of recyclable materials. The fund may assume debt to be repaid from generated revenues. In 2014, the system serves 225,000 residential and business customers. The 2013 annual tonnage was 690,572 tons or approximately 5.69 pounds per capita per day. By 2040, the annual tonnage is expected to reach (834,666 projected for 2025). (need update) Hillsborough County currently contracts with private haulers for the collection of solid waste and for its handling and transport to processing or disposal facilities. Two transfer stations are maintained to support this system. The Community Planning Act requires that each local government establish and maintain the level of service standards (LOS) for solid waste. The LOS is established by this comprehensive plan and applies to the capacity of sanitary landfills. The established LOS is 8 pounds per capita per day. Currently (2014) approximately 702,462 tons annually reach the landfill. By 2040, the annual volume reaching the landfill is projected to be (834,666 for 2025). The available capacity of the landfill in 2040 is projected to be (13,686,000 for 2025) Implementing 1

2 Three primary methods are used to reduce the waste stream reaching the sanitary landfill. These include: The waste-to-energy recovery facility (incineration); The recycling program The yard waste program The Hillsborough County Resource Recovery Facility incinerates approximately 555,000 tons annually to produce 29 mw of electricity. This process essentially converts approximately 74% of the waste stream into energy leaving and ash reside of 230,000 tons requiring final disposal. Recyclables are separated at the residence or business, collected and transported for processing. These products are then sold. Recyclables currently (2014) comprise 38,000 tons annually and are projected to reach (45,959 in 2025) by Yard wastes are separated at the residence or business, collected and transported to one of three yard waste processing facilities. These facilities currently handle approximately (197,628 tons). By 2040, annual yard waste volume is expected to reach (232,937 tons for 2025) All solid waste collection, handling, transport, processing and disposal operations and facilities must comply with the standards and requirements of the US Environmental Protection Agency (EPA) and the Florida Department of Environmental Protection (FDEP). Hillsborough County is also responsible for the collection and handling of hazardous waste and hazardous materials in compliance with federal and state regulations and requirements. To meet this responsibility, the County maintains a comprehensive hazardous waste management program. Implementing 2

3 Results Neutral Revision Key Issues Issue #1: The efficient and cost effective collection of solid waste and recyclables from residences and businesses throughout the service area. The reliable and efficient collection of solid waste at a reasonable cost should be expected by the community. Historically, Hillsborough County has met this obligation. The continuation, enhancement and timely expansion of these services must be given high priority. OBJECTIVE 1.2: - The County shall provide for increases in disposal capacity of solid waste facilities to meet future needs. Issue #2: Landfill capacity to accommodate growth. Landfill capacity is essential for a sustainable solid waste management program. Current and projected landfill capacity is adequate through 2040 but will require monitoring for unexpected change. Issue #3: Waste stream management. Management of the waste stream to reduce the volume reaching the landfill, the recycling of waste materials and the conversion of waste to energy are both environmentally and fiscally responsible actions. The continuation and enhancement of these activities and a continued commitment to technological innovation should be hallmarks of the system. Issue #4: Safe and sanitary operations. The proper handling, transport, processing and disposal of solid waste presents a fundamental health and safety issue for the community. A continued commitment to safety and sanitation is essential. Issue #5: Maintaining Environmental quality. The collection, handling, transport, processing and disposal of solid waste presents both short-term and long-term threats to air quality, water quality and ecology. The design, siting and operation of solid waste facilities and their supporting activities must continue to be sensitive to the potential for environmental damage. Implementing 3

4 Issue #6: Compatibility of solid waste management facilities within the community. While essential, solid waste facilities and not inherently compatible with community life. The design and siting of future facilities should reflect sensitivity to their surroundings. Issue #7: Safe and environmentally sound management of hazardous materials. Hazardous materials and hazardous wastes can present both an imminent and immediate danger to health and life and a long-term threat to the environment if not properly handled. A continued commitment to the safe handling, transport, storage and disposal of hazardous substances coupled with a rapid response capacity is essential. Issue #8: Identification and cleanup of hazardous sites. Like most communities, Hillsborough County has its share of sites contaminated by hazardous materials and wastes. Collaboration with federal and state agencies to identify such sites and to focus resources toward their cleanup must be sustained over time. Implementing 4

5 Content Neutral Revision Expected Outcomes The solid waste component of this comprehensive plan will be implemented through the Solid Waste Master Plan and Management Program (SWMP) under the direction of the County Administrator and as delegated to officials and departments. The directives of this comprehensive plan and the SWMP in general are expected to achieve outcomes described as follows: Outcome #1: Levels of Service (LOS) are maintained OBJECTIVE 1.1: - The County shall maintain level of service capacity at all facilities consistent with that identified in the Capital Improvements Element. The Capital Improvements Element prescribes the LOS for solid waste disposal. This LOS standard is currently met and is expected to be maintained throughout the planning period by waste stream management and appropriate expansion of landfill capacity. OBJECTIVE 1.5 The County s solid waste management system shall take all practical measures to minimize the volume of the solid waste stream. CIE OBJECTIVE 2: - Provide needed public facilities that are within the ability of the County to fund the facilities, from County revenues, development s proportionate share contributions, and grants or gift from other source. New development and redevelopment is not required to demonstrate the availability of solid waste capacity but may rely upon a general statement of capacity contained within the SWMP. Outcome #2: Collection of solid waste is reliable and efficient Solid waste, recyclables and yard wastes generated by residences and businesses will be collected at sites convenient to their location. New development and redevelopment will accommodate the handling and collection of solid waste through site and subdivision design. Outcome #3: Solid waste facilities are compatible with communities and neighborhoods Operational facilities such as transfer stations and collection centers are sited and designed to minimize impacts and conflicts with surrounding communities and neighborhoods. Public input is an essential part of all siting decisions. Implementing 5

6 Major processing and disposal facilities such as incinerators and landfills are located near uses of similar character or in locations with minimal impact on communities and neighborhoods. Such facilities will further minimize impacts through siting and design. Public input is an essential part of all siting decisions. No new solid waste facilities are located within the Coastal High Hazard Area. Existing solid waste facilities located within the CHHA are relocated in lieu of expansion or renovation. Outcome #4: Environmental quality is maintained Policy 1.4.2: No new solid waste or hazardous waste management sites shall be approved for location in the Coastal High Hazard Area. No new public landfill sites shall be located in the Coastal Planning Area. OBJECTIVE 2.1: The County shall continue to develop and maintain its existing comprehensive hazardous waste management and emergency response programs which facilities source reduction as well as the proper transfer, storage, disposal and recycling of hazardous materials and hazardous wastes. Hazardous waste generators are identified and informed of federal and state regulators pertaining to the management of hazardous materials. Policy 2.1.5: The County and the Environmental Protection Commission shall ensure that existing hazardous waste generators, as well as hazardous waste transporters and treatment/storage/disposal facilities, are identified and regulated. SW Policy 1.2.2: Operate and maintain all waste stream reduction facilities in compliance with established federal and state standards and with standards established by the Environmental Protection Commission. SW Policy 1.2.3: Maintain a recycling program. SW Policy 1.2.4: Educate the public regarding techniques and practices that reduce the solid waste stream. SW Policy 1.5.1: The County shall continue recycling programs to separate the majority of newspaper, glass, plastic bottles, steel cans and aluminum can reaching County disposal facilities SW Policy 1.5.2: The County shall continue to review and implement recycling and waste reduction programs designed to reduce the per capita solid waste stream reaching County disposal facilities in compliance with state legislative guidelines SW Policy 1.5.3: The County shall continue its voluntary recycling public awareness program through increased education and the promotion of waste reduction in an effort to maintain the state recycling goal for newspaper, aluminum, glass and plastic containers SW Policy 1.5.4: The Solid Waste Management Department will continue to promote and enhance the public information and education programs concerning waste reduction, proper yard waste management techniques, composting and recycling. SW Strategy : The SWMP will prioritize improvements among (1) The repair or replacement of obsolete facilities, (2) elimination of existing deficiencies and (3) the meeting of future needs. SW Strategy : The SWMP will contain a statement attesting to the availability of landfill capacity on a countywide basis. Objective 1.3 The County shall continue to operate solid waste facilities in compliance with minimum air, groundwater and surface water pollution standards established by federal, state and local laws, regulations and guidelines. 14 SW Strategy : The County shall conduct an annual review of technology and innovations available in solid waste management to exceed federal and state requirements SW Policy 1.4.5: Solid waste management and disposal sites are prohibited in the Coastal High Hazard Area (CHHA) (see FLUM) except for pre-established exceptions (refer to Coastal Management Element Policy 10.1). SW Strategy : No new public landfill sites shall be located in the Coastal Planning Area. SW Strategy : The Land Development Code will prohibit solid waste management and disposal sites within the CHHA except for expenditures identified by the Coastal Management Element (reference needed) as acceptable. The Land Development Code will explicitly prescribe the conditions for such exception. SW Policy Based on annual reviews, county staff shall provide recommendations of measures to correct or enhance the existing solid waste management system. Objective 1.4 The County shall minimize the environmental damage attributable to the solid waste stream. SW Policy 1.4.1: The County shall continue to review and evaluate existing solid waste disposal practices to ensure compliance with minimum regulatory standards of the Florida Department of Environmental Protection, the Environmental Protection Commission of Hillsborough County and the U.S. Environmental Protection Agency. SW Policy 1.4.3: The County shall on an annual basis provide recommendations for a program and implementation strategy to further environmental protection from solid waste within the County. SW Policy 1.4.2: No new solid waste or hazardous waste management sites shall be approved for location in the Coastal High Hazard Area. No new public landfill sites shall be located in the Coastal Planning Area. CIE Objective 5: The County shall protect the coastline and avoid loss of life and property in coastal areas by minimizing, and/or mitigating the hazards of, land development and public facilities in coastal high hazard areas CM Objective 10: Limit public expenditures for infrastructure and facilities in the coastal high hazard area. SW Policy 1.4.2: No new solid waste or hazardous waste management sites shall be approved for location in the Coastal High Hazard Area. No new public landfill sites shall be located in the Coastal Planning Area. CIE Policy 5.A (CM Policy 10.1): Publicly funded infrastructure shall not be constructed within the coastal high hazard area unless the expenditure is for: 1. Restoration or enhancement of natural resources or public access; 2. Land application of treated effluent disposal (irrigation) on public and private open spaces; 3. Flood-proofing water and sanitary sewerage facilities 4. The development of improvement of public roads and bridges which are on the Hillsborough County Metropolitan Planning Organization long range plan 5. Reconstruction of seawalls 6. A public facility of overriding public concern as determined by the Hillsborough County Board of County Commissioners 7. The retrofitting of stormwater management facilities for water quality enhancement of stormwater runoff; or 8. Port facilities Development for which the hazards of locating with in the Coastal High Hazard Area are fully mitigated. Implementing 14

15 SW Strategy : The SWMP will not locate new solid waste management and disposal sites within the CHHA except upon satisfaction of the conditions cited in SW Strategy above. SW Strategy : The SWMP will give consideration to the relocation of existing solid waste management and disposal sites outside of the CHHA in lieu of replacement or renovation. Implementing 15

SW Policy 1.5.1: As a component of the SWMP, develop and maintain a Comprehensive Hazardous Water management Program (CHWMP) SW Strategy : Collaborate with the EPC to: Educate the public regarding the use, storage and disposal of hazardous materials and hazardous wastes; Train employees in the safe handling of hazardous wastes and materials at job sites; Identify and regulate hazardous waste generators; Maintain a chemical emergency preparedness program including a hazardous materials respond team; Inform hazardous waste generators regarding compliance with federal and state regulations; Maintain a hazardous materials transport plan. SW Policy 1.5.2: Comply with federal and state standards and requirements and with the standards and requirements of the EPC pertaining to the collection, handling and disposal of hazardous wastes and hazardous materials. Goal 2 Hazardous waste will be handled in a manner which minimizes risk to the citizens and the environment. SW Objective 2.1: The County shall continue to develop and maintain its existing comprehensive hazardous waste management and emergency response programs which facilitate source reduction as well as the proper transfer, storage, disposal and recycling of hazardous materials and hazardous wastes. SW Policy 2.1.1: The Fire Department shall continue to assist the Environmental Protection Commission with its responsibility to promote public education on the types of hazardous materials and hazardous wastes as well as their proper use, storage and disposal. SW Policy 2.3.3: - The County shall designate an agency and provide necessary funding in order to continue to provide its employees a safe working environment through mandatory training for those employees who could potentially come in contact with hazardous wastes or materials at their job sites. SW Policy 2.1.5: The County and the Environmental Protection Commission shall ensure that existing hazardous waste generators, as well as hazardous waste transporters and treatment/storage/disposal facilities, are identified and regulated. SW Policy 2.1.3: The County shall maintain a comprehensive chemical emergency preparedness program, including the continued operation of a hazardous materials response team. The County shall identify legal mechanisms to obtain payment for cleanup from the responsible parties. SW Policy 2.3.1: - The County shall continue, through its Hazardous Materials Response Team, to provide emergency response to hazardous waste incidence thus reducing the potential risk to its citizen SW Policy 2.3.2: The County, in cooperation with EPC, shall continue to provide the information needed by hazardous waste generators to comply with federal and state regulations SW Policy 2.1.4: By 2008, the County shall request the Metropolitan Planning Organization to prepare a hazardous materials and waste transport plan to reduce environmental and public health risks. 17 Results Neutral Revision Realignment of Goals, Objectives & Policies SW Strategy : The CHWMP will address actions and techniques that: Prevent the disposal of hazardous wastes and hazardous materials in landfills; Inventory hazardous waste contamination sites including superfund sites; Rank cleanup priorities in collaboration with the EPC and federal and state agencies; Direct federal and state funds to the investigation and cleanup of contaminated sites. SW Policy 2.1.6: The Environmental Protection Commission shall continue to regulate and revise, where necessary, all Class I and Class III landfill operating plans to ensure that adequate safeguards exist to prevent the disposal of hazardous wastes SW Policy 2.1.7: The County shall, upon request of other local governments, the Tampa Bay Regional Planning Council or the state, provide technical assistance in the planning and location of a hazardous waste treatment/storage/disposal facility to minimize the potential for adverse environmental impacts and to protect public health and safety SW Policy 2.2.1: The County shall request a comprehensive study of hazardous waste sites from the Environmental Protections Agency, the Environmental Protection Commission (EPC) of Hillsborough County, and the Florida Department of Environmental Protection the inventory of hazardous waste contamination sites within County boundaries. SW Policy 2.2.2: The County shall continue to assist the EPC, in providing technical assistance to the Environmental Protection Agency and the Florida Department of Environmental Protection to rank clean up priorities. The County shall continue to assist said agencies in their efforts to direct federal and state funds to the implementation of investigations, and clean up actions for currently identified potential chemical contamination sites. SW Policy 2.2.3: The County shall continue to assist the EPC, to direct federal and state funds to the implementation of cleanup actions for all currently identified Superfund sites within County boundaries.
