[CD only] This framework document presents a UNESCO-IHP initiative that responds to the challenges of shared water resources. The purpose of this document is to summarise the current understanding of transboundary aquifers, demonstrate their significance in water resource management and to highlight the fact that, as yet, there is very little international experience in the approaches needed for their shared management. Since the management of transboundary aquifers is a multidisciplinary and multi-dimensional issue, the document has been prepared for widespread circulation. It addresses a broad readership, particularly scientists, legal specialists, socio-economists, environmentalists and policy makers. This document illustrates certain key issues that have arisen from case studies on Transboundary Aquifer Systems that exist in areas with diverse climatic and socio-economic conditions. [CD only] The Atlas aims to present a global vision of regional and local initiatives. Since its start in 2000, ISARM has launched a number of global and regional initiatives. More than 200 transboundary aquifers have been identified. Inventories undertaken in the Americas, Asia, Africa, South-Eastern Europe, Central Asia and Caucasus, and Middle East have been already published separately. This Atlas presents a compilation of available data. The Atlas also aims to show the usefulness of a common knowledge for shared management. In recent years water security for people and the natural environment have taken a centre stage in much of the dialogue on international policy. Coordination among countries being then essential for the sustainable management of transboundary aquifers, this atlas is intended to be a valuable reference that will encourage their sound and sustainable management.

The English version is now available on-line and printed versions are expected early In order to efficiently contribute to take up the challenges of the sustainable management of transboundary aquifers, the French Development Agency (AFD) launched a methodological study in close partnership with UNESCO-IHP's ISARM project, the French Water Academy, the International Office for Water, and the French Geological Survey (BRGM). The aim of this study is to develop an operational guidebook which consists of recommendations targeted to political decision-makers and managers, and includes case studies selected on several continents..

The International Workshop on Managing Shared Aquifer Resources in Africa, was hosted and supported by the General Water Authority of the Libyan Arab Jamahiriya and jointly convened by the UNESCO International Hydrological Programme under the Internationally Shared Aquifer Resources Management (ISARM) initiative. More than 200 experts of different disciplines from more than 25 African States participated in the workshop.these proceedings include opening addresses, presentations of keynote papers and case studies from the host country and 18 African countries, as well as contributions from regional scientific and basin organizations. In the workshop recommendations the participants gave high priority to the conclusion of the inventory of African shared aquifers, preparation of policy guidelines for sustainable development of shared aquifers, and timely involvement and action for the implementation of an African ISARM Programme, drawing on the support of existing and new partners. UNESCO played a major role in organizing three international conferences in Tripoli since The last tw o conferences convened in the years 2002 and 2008 w ere dedicated for the management of shared aquifer resources in Africa. Both conferences attracted a large number of scientists from nearly all African states and international organizations as w ell as key experts from all over the w orld. Proceedings of these conferences are expected to contribute to the state of know ledge on groundw ater in Africa and to assist in the development of common understanding of w ater management issues and help reduce tension betw een states sharing these aquifers.

The present version of the inventory is the result of the UNESCO-ISARM initiative in South Eastern Europe (SEE) coordinated by UNESCO-IHP Secretariat (Paris) in collaboration with UNESCO - BRESCE (Venice) and the United Nations Economic Commission for Europe (UNECE). It has been carried out by the UNESCO Chair on sustainable water resources management, which coordinates the Network INWEB International Network of Water/Environment Centres for the Balkans at the Aristotle University of Thessaloniki, Thessaloniki, Greece. The main objective of this activity was to collect and analyse new data and hydrogeological maps on Transboundary aquifers in SEE with special reference to transboundary karst aquifers. UNESCO IHP organized two regional meetings: the first one was focused on arid regions, the Middle East and North Africa, and the second one on the Americas. The objectives of these meetings were to gather groundwater experts, hydrogeologists and lawyers, from these specific regions in order to identify regional groundwater characteristics and State practice (domestic and transboundary) regarding groundwater. Their ultimate goal is to create a common language between hydrogeologists and lawyers. The meetings were also an opportunity for the participants to present comments and observations on the draft articles prepared by the Special Rapporteur of the the International Law Commission of the United Nations (UN ILC) on the issue of transboundary groundwater. Up to now international law has paid much less attention to ground- than to surface water. Slowly however, a body of rules dealing with this vital resource is emerging that indicates a trend towards more comprehensive international regulation. It is against this backdrop that FAO and UNESCO have joined forces and embarked on this publication project. It brings together a variety of binding and non-binding international law instruments that, in varying degrees and from different angles, deal with groundwater. The UN International Law Commission (ILC) embarked on the codification of the law of transboundary aquifers in 2002 in order to provide legal regime for the proper management of aquifers in view of the critically important freshwater resources. UNESCO-IHP played a central role in providing the valuable assistances and support to ILC by mobilizing hydrogeologists, groundwater administrators and water lawyers. From a scientific perspective, this brochure aims to contribute to a better understanding of transboundary aquifers and the importance of their role in water governance.

BGR/UNESCO, Hannover/Paris. The World-wide Hydrogeological Mapping and Assessment Programme (WHYMAP) provides data and information about the major groundwater resources. The programme compiles data on groundwater from national, regional and global sources, and visualises them in maps, web map applications and services. The generated products provide information on quantity, quality and vulnerability of the groundwater resources on earth and help communicating groundwater related issues to water experts as well as decision makers and the general public.
