2 The National Waste Management Plan 2002 November - the National Environmental Program was adopted by the Hungarian Parliament, and one part of the NEP is the National Waste Management Plan. Main aims of the National Waste Management Plan: % of the waste will be reused or recycled 2009 recultivation or renovation (concerning the regulations) of the old landfills 2005 renovation or closing down of incinerators 2009 there will be no difference between the waste management in Hungary and in the EU

3 The Regional Waste Management Plans According to the National Waste Management Plan the Regional Environmental Inspectorates have prepared the Regional Waste Management Plans for the 7 statistical planning regions. The deadline was 270 days after the National Plan came into force. The Regional Plans were published by ministerial order of the Minister of the Environment and Water.

4 The Local Waste Management Plans According to the National and Regional Waste Management Plans the municipalities have to prepare Local Waste Management Plans. The deadline is 270 days after the Regional Plans were published - 03/08/2004! The municipalities could find assistance on the webpage of the Ministry for Environment and Water. Local plans must accepted by local governmental order. Companies with significant influence for waste management must prepare Individual Waste Management Plans (more than 10 tons of hazardous waste or 200 tons of waste per year). Companies have to consult with the local municipalities, and the Regional Environmental Inspectorates assent the Individual Plans. The Waste Management Plans are made for 6 years, in every second year must be revised and have to be modified if it is necessary. It is very important to inform the citizens about the results of the revision. This waste management system helps to coordinate the national, regional, local/municipal and individual level, and to be realized the aims and principles.

5 Contents of the National Waste Management Plan Types, quantitities and origin of all kinds of wastes (production, utilization or disposal) Technical standards of waste management Special measures for all types of waste Waste management plants and establishments, the authorized waste management companies Goals what we want to achieve Action programs; measures which help to rationalize the collection, separation, transportation, utilization and disposal of waste; order of executions and deadlines; instruments and procedures which are necessary for realization; estimated expenses

6 Contents of the National Waste Management Plan (2) Packaging and hazardous waste: the tasks must be determined with the same contents, but in an independent scheme/design within the waste management plan Municipal waste management plan must include the possibilities of separate collection of hazardous wastes from households (e.g. special collection points, waste collecting yards)

7 Waste situation in Hungary In Hungarian cities more than 240 million tons of solid waste is produced per year. 33% of the solid waste is produced in rural areas and 67% in urban areas. The amount of packaging waste is tons per year.

9 Miskolc Regional Waste Management Project Aims of the project: establish a complex waste management system concerning the Hungarian and EU legislation solving the waste management problem of 35 municipalities (cca inhabitants) The project is financed with the assistance of the ISPA fund

10 Miskolc Regional Waste Management Project Main parts of the project: Developing the technical background of separate waste collection with establishing: sorting plant composting system waste yards Recultivation of 19 existing landfill sites in the region concerning the prescriptions of the North Hungarian Environmental Inspectorate Construct a new regional landfill site concerning EU legislations
