WHEREAS, Secton of the Cty Charter and 2A.53 of Admnstratve Code requre General Plan referrals to the Plannng Commsson (herenafter Commsson ) for certan matters, ncludng determnaton as to whether the lease or sale of publc property, the vacaton, sale or change n the use of any publc way, transportaton route, ground, open space, buldng, or structure owned by the Cty and County, would be n-conformty wth the General Plan pror to consderaton by the Board of Supervsors. On January 17, 2008, the San Francsco Publc Utltes Commsson ("Project Sponsor") submtted an Envronmental Evaluaton Applcaton to the Plannng Department ("Department"), Case No E, n connecton wth a project to provde an average of up to 4 mllon gallons per day ( mgd ) of groundwater from the Westsde Groundwater Basn to augment San Francsco s muncpal water supply. The San Francsco Westsde Recycled Water Plant Project, meant to dversfy the SFPUC s water supply by developng recycled water, develop a new water supply n San Francsco that s both relable and drought resstant and reduce the use of potable water and groundwater for rrgaton and other nonpotable uses by supplyng those demands wth recycled water; s located at the SFPUC s Oceansde Water

On June 5, 2008, and September 8, 2010, the Department ssued a Notce of Preparaton of an Envronmental Impact Report ( NOP ) for the Project, and, n response to comments receved, revsed the locaton of certan project elements and publshed a revsed NOP on July 16, On March 18, 2015, the Department publshed the Draft Envronmental Impact Report ( DEIR or "Draft EIR") for the Project and provded publc notce n a newspaper of general crculaton of the avalablty of the DEIR for publc revew and comment. The DEIR was avalable for publc comment from March 18, 2015 through May 4, The San Francsco Plannng Commsson held a publc hearng on the DEIR on Aprl 23, 2015 at a regularly scheduled meetng to solct publc comment regardng the DEIR. The Department prepared responses to comments on envronmental ssues receved at the publc hearng and n wrtng durng the publc revew perod for the DEIR, prepared revsons to the text of the DEIR n response to comments receved or based on addtonal nformaton that became avalable durng the publc revew perod. Ths materal was presented n a Draft Comments and Responses ( C & R ) document, publshed on August 20, 2015, dstrbuted to the Plannng Commsson and all partes who commented on the DEIR, and made avalable to others upon request at the Department. A Fnal Envronmental Impact Report ("FEIR" or "Fnal EIR") was prepared by the Department, consstng of the Draft EIR and the C&R document. Project Envronmental Impact Report fles have been made avalable for revew by ths Commsson and the publc. These fles are avalable for publc revew at the Plannng Department at 1650 Msson Street, and are part of the record before ths Commsson. On September 3, 2015, the Plannng Commsson revewed and consdered the Fnal EIR and found that the contents of the report and the procedures through whch the Fnal EIR was prepared, publczed, and revewed compled wth the Calforna Envronmental Qualty Act (Calforna Publc Resources Code secton et seq.) ("CEQA"), 14 Calforna Code of Regulatons sectons et seq. ("CEQA Gudelnes"), and Chapter 31 of the San Francsco Admnstratve Code ("Chapter 31"). The Commsson found the Fnal EIR was adequate, accurate and objectve, reflected the ndependent analyss and judgment of the Department and the Commsson, and that the summary of comments and responses contaned no sgnfcant revsons to the Draft EIR, and approved the Fnal EIR for the Project n complance wth CEQA, the CEQA Gudelnes and Chapter 31. The Plannng Department, Jonas P. Ionn, s the custodan of records, located n the Fle for Case No E, at 1650 Msson Street, Fourth Floor, San Francsco, Calforna. 2

3 Moton No. Hearng Date: September 3, 2015 CASE NO GPR San Francsco Westsde Recycled Water Project Department staff prepared a Mtgaton Montorng and Reportng Program ("MMRP") for the Project and these materals were made avalable to the publc and ths Commsson for ths Commsson s revew, consderaton and acton. PROJECT DESCRIPTION By ths acton, the Plannng Commsson adopts and mplements the SFRW Project dentfed n the Fnal EIR. Specfcally, the Project adopted by the Plannng Commsson ncludes the followng: Constructon of a recycled water treatment plant at the SFPUC s Oceansde Water Polluton Control Plan (WPCP) and wthn a porton of the adjacent Calforna Army Natonal Guard ste. Recycled water produced at ths faclty would be used n Golden Gate Park for rrgaton and as fll water for Golden Gate Park lakes; and for rrgaton n the Panhandle porton of the park; Lncoln Park Golf Course, and varous areas of the Presdo. The treatment plant would have an annual average producton capacty of up to 2 mllon gallons per day (mgd) and szed to meet peak-day demands of up to 5 mgd. Constructon of a transmsson ppelne prmarly along 36th Avenue that would run between the proposed recycled water treatment plant at the Oceansde WPCP and the exstng Central Reservor n Golden Gate Park. The ppelne would delver the recycled water from the Oceansde WPCP to the areas of use. Constructon of transmsson ppelnes between the Central Reservor and Lncoln Park and the Presdo and the adjacent Golden Gate Park Panhandle. Constructon of an expanded underground reservor to provde addtonal storage capacty and a new pump staton to provde ncreased pumpng capacty at the Central Reservor ste. PROJECT OBJECTIVES The three man objectves of the SFRW Project are: Dversfy the SFPUC s water supply by developng recycled water. Develop a new water supply n San Francsco that s both relable and drought resstant. Reduce the use of potable water and groundwater for rrgaton and other nonpotable uses by supplyng those demands wth recycled water. In addton, the Project s part of the SFPUC s adopted Water System Improvement Program ("WSIP") adopted by the SFPUC on October 30, 2008 (see Secton C.1). The WSIP conssts of over 70 local and regonal faclty mprovement projects that would ncrease the ablty of the SFPUC s water supply system to wthstand major sesmc events and prolonged droughts and 3

Wth the excepton of the water supply goal, the overall WSIP goals and objectves are based on a plannng horzon through The water supply goal to meet delvery needs n the SFPUC servce area s based on a plannng horzon through The overall goals of the WSIP for the regonal water system are to: Mantan hgh-qualty water. Reduce vulnerablty to earthquakes. Increase water delvery relablty. Meet customer water supply needs. Enhance sustanablty. Acheve a cost-effectve, fully operatonal system. The Project would help meet WSIP level-of-servce goals and system performance objectves. These goals nclude provdng a total of 10 mgd annual average of water supply from recycled water, groundwater, and conservaton projects to meet retal demand n San Francsco. Of ths amount, the WSIP project descrpton ndcated that approxmately 4 mgd annual average would be derved from recycled water projects n San Francsco. Ths Project would provde up to 2 mgd of recycled water; currently dentfed customers are estmated to use 1.6 mgd. Ths Project would also enable mplementaton of the SFPUC s Groundwater Supply Project, approved by the SFPUC n December, The SFPUC s Groundwater Supply Project calls for nstallaton of new groundwater wells to recover 2.5 to 3.0 mgd of groundwater n the frst phase and converson of exstng rrgaton wells n Golden Gate Park to potable use, provdng 1.0 to 1.5 mgd of groundwater n the second phase. The second phase cannot occur untl recycled water s avalable for Golden Gate Park landscapng or untl another landscapng water source s dentfed. Thus the Project would also help meet the WSIP goal of provdng approxmately 4 mgd annual average of water supply from groundwater. ENVIRONMENTAL REVIEW On September 3, 2015, the Plannng Commsson (herenafter Commson ) conducted a publc hearng on the Fnal Envronmental Impact Report (EIR) for the Project. The Commsson revewed and consdered the EIR and found the contents of sad report and the procedures through whch the EIR was prepared, publczed and revewed compled wth the Calforna Envronmental Qualty Act (Publc Resources Code secton et seq.) ( CEQA ), the CEQA Gudelnes (14 Cal. Code Reg. secton et seq.), and Chapter 31 of the San Francsco Admnstratve Code. On September 3, 2015, the Commsson certfed the Fnal EIR by Moton No.. Addtonally, the Commsson adopted approval fndngs, ncludng fndngs rejectng 4

GENERAL PLAN COMPLIANCE AND BASIS FOR RECOMMENDATION The proposal addresses the followng relevant objectves and polces of the General Plan: ENVIRONMENTAL PROTECTION ELEMENT OBJECTIVE 5 ASSURE A PERMANENT AND ADEQUATE SUPPLY OF FRESH WATER TO MEET THE PRESENT AND FUTURE NEEDS OF SAN FRANCISCO. The Cty and County of San Francsco owns and operates one of the most extensve water and power systems n the world. At present, the supply of fresh water generated by the Hetch Hetchy/Water Department system s more than adequate. Current projectons ndcate that the present system wll meet San Francsco's needs untl the year Over the years, the consumpton of fresh water n the cty has rsen substantally: over 100 percent between 1940 and Ths ncrease n water consumpton s prmarly due to commercal expanson and has occurred despte a declne n San Francsco's resdent populaton snce Hetch Hetchy and the SFPUC should contnue ther excellent plannng program to assure that the water supply wll adequately meet foreseeable consumpton demands. To ths end, the Cty should be prepared to undertake the necessary mprovements and add to the Hetch Hetchy/SFPUC system n order to guarantee the permanent supply. Furthermore, San Francsco should contnually revew ts commtments for the sale of water to suburban areas n plannng how to meet future demand. POLICY 5.1 Mantan an adequate water dstrbuton system wthn San Francsco. The project mplements ths polcy. The proposed project would dversfy and ncrease the relablty of San Francsco s water supply. It would provde an average of up to 4 mllon gallons per day of groundwater to augment San Francsco s muncpal water supply. PROPOSITION M FINDINGS PLANNING CODE SECTION The San Francsco Westsde Recycled Water Plant Project s consstent wth Plannng Code Secton 101.1(b) Prorty Polces as follows: 5

That exstng neghborhood-servng retal uses be preserved and enhanced and future opportuntes for resdent employment n and ownershp of such busnesses enhanced. The Project would preserve current neghborhood-servng retal uses and enhance future opportuntes for resdental employment n or ownershp of such busnesses. The Project would dversfy and ncrease the relablty of San Francsco s water supply. A relable and droughttolerant water supply s essental for the preservaton and enhancement of the neghborhoodservng retal uses. 2. That exstng housng and neghborhood character be conserved and protected n order to preserve the cultural and economc dversty of our neghborhood. The Project would conserve neghborhood character. The Oceansde WPCP and Golden Gate Park Central Reservor locatons are not located n any resdental or commercal neghborhoods and would not affect housng or neghborhood character. The remander of the Project would consst of underground ppelnes. 3. That the Cty s supply of affordable housng be preserved and enhanced. The Project would preserve the Cty's supply of affordable housng by dversfyng and ncreasng the relablty of the Cty s water supply. The Project would not affect the development of affordable housng as the Project stes would not be located on resdentally zoned parcels. 4. That commuter traffc not mpede MUNI transt servce or overburden our streets or neghborhood parkng. The Project would not ncrease commuter traffc and therefore would not mpede Muncpal Ralway (MUNI) transt servce or overburden the streets or neghborhood parkng. Operaton of the recycled water treatment plant would requre approxmately four full-tme employees, whle the operaton and mantenance of other Project facltes would utlze exstng SFPUC employees. As such, commuter traffc would not ncrease notably that would mpede MUNI servces or the streets. 5. That a dverse economc base be mantaned by protectng our ndustral and servce sectors from dsplacement due to commercal offce development, and that future opportuntes for resdental employment and ownershp n these sectors be enhanced. The Project would not affect the exstng economc base n ths area. Project would protect the dversty of retal and servce uses already exstng n the Cty by dversfyng and ncreasng the relablty of the water supply. 6. That the Cty acheve the greatest possble preparedness to protect aganst njury and loss of lfe n an earthquake. The Project would dversfy and ncrease the relablty of San Francsco s water supply, whch would mprove the Cty s preparedness for an earthquake. Moreover, the Project would be desgned and constructed to comply wth applcable San Francsco Muncpal Code standards to ensure publc safety n the event of an earthquake. 6

The Project would not affect desgnated landmarks or buldngs. Golden Gate Park s a regstered Hstorc Dstrct; however, the proposed Project would not affect any landmarks or hstorc buldngs wthn Golden Gate Park, or affect any contrbutors to the hstorc dstrct. The Central Reservor locaton n Golden Gate Park does not contan any hstorcal landmarks or buldngs, and the adjacent yard area s currently used as a wood waste storage and compostng faclty. Dstrbuton pplnes are located wthn exstng rghts-of-way, and constructon of ppelne would not alter the hstorcal crculaton system of Golden Gate Park. The Oceansde WPCP was completed n 1994 and s not consdered a hstorc structure. 8. That our parks and open space and ther access to sunlght and vstas be protected from development. The Project would nvolve constructon of underground ppelnes under varous roadway and a new pump staton n the Central Reservor locaton wthn Golden Gate Park. Stng a pumpng staton at the Golden Gate Park Central Reservor locaton would not reduce Golden Gate Park recreaton use areas as ths ste s not used for recreaton. Smlarly, new ppelnes wthn Golden Gate Park would not reduce any recreaton use areas. The Project would not affect the parks access to vstas and sunlght. New ppelnes would be underground. Wthn Golden Gate Park, the new pumpng staton would be approxmately 20 feet tall. Ths would not affect any sgnfcant vstas and no new shade would be created, as the new pumpng staton would be n an area surrounded by trees that are hgher than 20 feet tall. The Project would provde an rrgaton supply for both Golden Gate and Lncoln Parks and ornamental lake supply for Golden Gate Park, whch would contrbute to the upkeep of exstng recreaton areas for both parks. For the reasons stated above, the Project would not affect publc parks and open spaces. The Commsson conducted a duly notced publc hearng at a regularly scheduled meetng to consder the proposed fndngs of General Plan conformty on September 3, On September 3, 2015, the Commsson conducted a duly notced publc hearng at a regularly scheduled meetng to consder the General Plan Referral applcaton, Case No R. The Commsson heard and consdered publc testmony presented at the hearng and has further consdered wrtten and oral testmony provded by Department staff and other nterested partes. NOW THEREFORE BE IT RESOLVED that the Commsson hereby adopts the CEQA Fndngs set forth n No. and fnds the proposed SFRW Project, as descrbed above, to be consstent wth the General Plan of the Cty and County of San Francsco, ncludng, but not lmted to the Envronmental Protecton Element, and s consstent wth the eght Prorty Polces n Cty Plannng Code Secton for reasons set forth n ths moton. 7

A two-story recycled water treatment plant would be constructed wthn the exstng Oceansde Water Polluton Control Plant (WPCP) complex and partally wthn the Calforna Army Natonal Guard property that s currently used as a landscaped berm and parkng lot. The proposed treatment plant would be located n the northeast corner of the parkng lot at the Oceansde WPCP, wth a treatment reservor constructed below the new faclty. The nteror of the exstng chemcal buldng at the Oceansde WPCP (Buldng 510) would be reconfgured to house the chemcal storage tanks and feed systems needed for the recycled water treatment processes. In addton, the exstng chlorne contact channel at the Oceansde WPCP (Buldng 530) would be reconfgured to provde 760,000 gallons of secondary effluent equalzaton storage, whch would provde for steady flow to the recycled water faclty durng perods of low flow to the Oceansde WPCP. At the Golden Gate Park Central Reservor locaton, an exstng pump staton would pump recycled water nto the Golden Gate Park rrgaton system. An addtonal pump staton would be added adjacent to the exstng faclty and would house four dstrbuton pumps and two hydropneumatc tanks to pump recycled water from storage to serve Lncoln Park and the Presdo. Approxmately 8.5 mles of ductle ron ppelne would be constructed to connect the recycled water treatment plant to proposed customers. The ppes would be bult prmarly n publc street rght-of-ways. 5

15 In addton, the Project would nclude a ppelne segment to connect the Panhandle porton of Golden Gate Park to the exstng rrgaton system n the park. Ths ppelne would be located along John F. Kennedy Drve and Oak Street. A relable and droughtresstant water su~l~ s essental for the preservaton and enhancement of the neghborhoodservng retal uses. 2. That exstng housng and neghborhood character be conserved and protected n order to preserve the cultural and economc dversty of our neghborhood; The Project would conserve neghborhood character. The Oceansde WPCP and Golden Gate Park Central Reservor locatons are not located n anv resdental or commercal neghborhoods and would not affect housng or neghborhood character. The remander of the Project would consst of underground ppelnes. 3. That the Cty's supply of affordable housng be preserved and enhanced; The Project would preserve the Ct,~~ly of affordable housng by dversfyng and ncreasngthe relablty of the Ctv's water su~l~. The Project would not affect the development of affordable housng as the Project stes would not be located on resdentally zoned parcels. 4. That commuter traffc not mpede Mun transt servce or overburden our streets or neghborhood parkng; T'he Project would not ncrease commuter traffc and therefore would not mpede Muncpal Ralway (MUN~ transt servce or overburden the streets or neghborhood harkng. Operaton of the recycled water treatment plant would rec~ure~proxmatel~ four full-tme em~lo~ees, whle the operaton and mantenance of other Project facltes would utlze exstng SFPUC employees. As such, commuter traffc would not ncrease notably that would mpede MUNI servces or the streets. 5. That a dverse economc base be mantaned by protectng our ndustral and servce sectors from dsplacement due to commercal offce development, and that future opportuntes for resdental employment and ownershp n these sectors be enhanced; The Project would not affect the exstng economc base n the area.
