Board Update/No Action Required Substation Beautification Program Transformer Wrap Program 2

Substation - Project Background In 2017, SMUD completed a high-level assessment of the exterior appearance of 278 existing SMUD substations There was no correlation between substation exterior treatment types and the surrounding neighborhood income levels Many of SMUD s existing exterior treatments are outdated, no longer meet the intended purpose, incompatible with new security requirements and require significant amounts of water and maintenance resources SMUD has developed an approach for determining which substations should receive exterior improvements first and what type of improvements should be completed 3

Substation - Project Background SMUD performed an assessment of the existing 278 substations by analyzing the following: Feasibility for exterior improvements Condition of existing substation appearance Potential community impact Level of effort required Ability to reduce maintenance requirements 109 of the 278 substations were ranked the highest 43 of the 109 substations ranked the highest for the feasibility to make the improvements and visibility to the public 4

Substation - Project Background In 2017, SMUD collaborated with the American River College Horticulture/Landscape program. Student design teams developed landscape proposals for several different existing substation sizes and conditions The concepts developed by the student teams were used to develop SMUD s approach along with input from the UC Davis Arboretum and other groups 6

Substation - Project Background This year SMUD launched a project pilot that includes 10 of the 43 substations that were ranked highest in feasibility and visibility to the public These 10 substations were chosen to represent existing substations that: Are different size substations Need minor or major upgrades Have existing water or no existing water Are candidates to utilize rock ground cover and boulders SMUD has solicited and awarded two contracts for the design, construction and maintenance of the substation exterior improvements 7

Substation - Park Oaks/Hilltop 8

Substation - Park Oaks/Hilltop 9

Other Substation Improvements Replacing existing irrigation controllers with SMART weather/moisture controllers has resulted in a significant decrease in water usage and the ability to comply with local water agency directives Plant types and plant heights along with rock and boulders are being studied to eliminate potential hiding places between the substation landscaping and fence/wall and to discourage dumping and vehicle trespassing 10

Substation Beautification Next Steps Complete the pilot including: Development of standardized designs and plantings for different substation types Development of a long term maintenance plan Finalize cost data Design and construct exterior improvements at remaining 33 substations from Overall program costs are estimated at $1.6M 11

Transformer Wrap SMUD has been approached by various parties over the years to allow art to be displayed on SMUD s ground mounted equipment SMUD staff has worked with representatives from each of the Cities and County to develop a program Expected benefits should include: Greater acceptance of SMUD facilities Added visual interest Local ownership Decreased graffiti 12

Transformer Wrap The Program Elements Include: SMUD webpage with program details Program is available to qualifying businesses, commercial property owners, municipal agencies and community organizations Pre-approved Art: Landscapes, Local Scenery, Textures, Patterns, Abstracts and other unique perspectives Jurisdictional involvement and approval Custom Art is allowed but requires jurisdictional approval Program includes application and contract Certified Wrap vendors Other SMUD requirements 13
