2 Attachment 'A' BACKGROUND Napa Sanitation District Professional Services by RMC Water and Environment Scope for Addendum to Recycled Water Impact Analysis, for Napa Redevelopment Partners September 16, 2013 Napa Redevelopment Partners has requested a scope and cost estimate for conducting the necessary studies to determine impacts from the revised Napa Pipe development project on the Napa Sanitation District s (District s) facilities and operations. This scope of work and cost estimate is for determining how the revised Napa Pipe project would affect the District s recycled water program. The District s NPDES Permit for discharge of treated wastewater to the Napa River prohibits discharges from May 1 through October 30 (dry season) of each year. During this period, treated wastewater is recycled for irrigation, and at the same time the District s ponds are slowly filled since more wastewater enters the Soscol Water Recycling Facility (the District s wastewater treatment plant) during the dry season than is delivered as recycled water. The Napa Pipe project, if connected to the District, would increase wastewater flows to the plant. It is important to make sure that sufficient water is delivered to recycled water users so that the NPDES Permit prohibition is not violated (i.e. does not cause a discharge during the dry season). The most recent Recycled Water Impact Analysis was prepared by RMC Water and Environment (RMC) in December 2011, and an addendum to this report will be prepared under this project. The Developers Revised Proposal, which includes up to 950 residential units, will be used as the basis for the addendum to the Recycled Water Impact Analysis. DESCRIPTION OF WORK Task A Compile and Review New Information and Data RMC has familiarity with the original Recycled Water Impact Analysis and will compile and review new information and data for preparation of the addendum, such as the Napa County Board of Supervisors Resolution with Exhibits (current draft is May 2013); current NSD Recycled Water Policy documents; data on current recycled water use; and readily available information on new or modified future recycled water customers to the extent it is different from those identified in the Recycled Water Impact Analysis, December The median yearly recycled water use necessary to offset Development flows will be determined from the addendum to the Napa Pipe Wastewater Treatment Plan Impact Analysis, to be completed by others. 1

3 Task B Estimate Revised Napa Pipe Development Recycled Water Demands Annual irrigation requirements and recycled water demands will be obtained from the addendum to the Napa Pipe Wastewater Treatment Plan Impact Analysis, to be completed by others. In particular, it is expected that a water balance sufficient for this revised impact analysis will be provided to RMC. Recycled water application rates will be based on values from the Recycled Water Impact Analysis completed in December No additional work will be conducted to evaluate maximum velocity upstream of Napa Pipe, or pressure changes in the system, because the original Recycled Water Impact Analysis completed in December 2011 showed that pressure decreases throughout the system are negligible, and the size of the Developers Revised Proposal is approximately one half the size of the project evaluated in the Recycled Water Impact Analysis completed in December Task C Identify Potential Recycled Water Use to Provide Offset The information in the original Recycled Water Impact Analysis completed in December 2011 will be updated with current information. A revised map showing the locations of potential future customers and a table showing details of the type of use, demand, acreage, proximity to existing pipelines, and other relevant data will be developed as needed. It is likely that the potential offset opportunities have not changed significantly from the opportunities identified in the original Recycled Water Impact Analysis. It is expected that District staff will assist RMC in gathering this information. If recycled water uses beyond the existing uses are needed to mitigate the revised Napa Pipe development impacts, demands will be confirmed consistent with the District s current Recycled Water Policy. Summary tables and figures will be prepared for discussion with District staff. Based on the findings of this task RMC will identify recycled water uses and demands specifically needed in order to stay in compliance with the NPDES permit. Task D Prepare Draft Addendum to Impact Analysis RMC will prepare a draft addendum to the Recycled Water Impact Analysis for District review. The draft report will document and describe the planning information and recycled water strategy evaluation. If appropriate, a draft, preferred recycled water strategy will be identified for the District s consideration. The intent of the draft report is to disseminate information and provide an opportunity for comments, questions, and discussion with District, Napa Pipe Development interests, and other key stakeholders. RMC will prepare for and participate in one meeting to review the draft report. Task E Prepare Final Addendum to Impact Analysis RMC will incorporate and/or address District comments on the draft report. A final addendum to the Recycled Water Impact Analysis will be developed. Five hard copies and electronic copies of the report will be provided to District staff. 2

4 Task F Conduct Project Management and Communications RMC will coordinate, prepare for, and attend a kick off meeting for the project. In addition, approximately two conference call meetings are expected to occur throughout the project duration (assumed 2 months) and RMC will coordinate these calls also. The purpose of these meetings will be to communicate project progress, discuss upcoming work activities, identify and resolve project issues, and discuss findings and project decisions. The frequency of these calls will be determined based on project and/or District s needs. An allowance of 20 hours is included in this task for coordination with stakeholders outside the District. An allowance is included in this task for presenting results of the final addendum to the Recycled Water Impact Analysis to the District s Board of Directors (one meeting). RMC will provide progress, budget, and schedule tracking for this project. RMC will prepare invoices and a monthly progress report that provides a summary of the project status including work accomplished, as well as budget and schedule status. Task G Conduct Quality Assurance/Quality Control (QA/QC) Program RMC will prepare a project Quality Control Plan identifying roles and responsibilities, procedures (in accordance with RMC Quality Assurance Program requirements), and resources. RMC will conduct internal senior technical reviews of each submittal to the District. Deliverables: Draft addendum to the Recycled Water Impact Analysis Final addendum to the Recycled Water Impact Analysis Monthly progress reports and invoices Assumptions: Appropriate District staff will participate in project communications, project requested data and information in a timely fashion, and assist in coordinating with internal and external stakeholders in a timely fashion. District staff will review all deliverables and provide written comments or mark ups within two (2) weeks of the submittal date. SCHEDULE Project duration is expected to be two (2) months from authorization AND receipt of final addendum to Napa Pipe Wastewater Treatment Plan Impact Analysis, to submittal of final report. This is an aggressive schedule, because coordination will be needed for data compilation and communications. COST ESTIMATE The estimated fee for completing this project is shown on the attached page. 3
