8 Project development for PV in France. Construction of PV power plants is already subject to many permitting procedures: Conformity of urbanism documents: 1 year with public consultation Simultaneously, compilation of building permit, including environmental impact study based on observations collected previously over twelve months Instruction of building permit request: approximately 1 year with public consultation Request of grid connection cost at grid operator: Duration of procedure 3 months after dossier has been validated as complete and receivable Work on grid connection by grid operator: Duration 1-2 years Project duration of 4 years between kick-off and grid connection

Frequency and volumes of tenders are insufficient Luck factor : Coincidence of tender requirements publication and compatible project in a sufficiently advanced stage for participation Incoherence: capacities offered in CRE tender and capacity finally developed and authorised Figures for CRE tender II (published in 2013) for capacities exceeding 250 kw (all technical families): Total capacity offered: 400 MW Number of applications received: 396, of which 39 were declared incomplete. The remaining 357 projects had a cumulated capacity of 1726,30 MW The results of the thrid round have not been published yet our applications are nubers 543, 544, 545 &

10 Appel d offre tough requirements The tender specifications make participation difficult Difficult to be at once a strong player in R&D Improvement of polluted sites Contribution to innovation and financially competitive Persisting problem of defining a configuration (choice of technical components) 12 to 18 months (or more) before construction Compilation of application is time consuming and expensive

11 Differences to German tender model. The key differences in the German model touch on bidding focus and selection criteria (pricing) The German model focuses on Price as the only direct selection criteria Bidding entity rather than project details: more flexibility and access for smaller bidders Much lower entry barrier from a development and permitting point of view in Germany as bigger focus on financial stability of bidder From second round onwards, all winning bids receive highest price among them Ground-mounted volume of 400MWp per year (but equally small on a relative basis than France) with max size of 10MWp per plant

12 Suggestions for improvement. There is room for improvement on the selection criteria as well as the timely communication of requirements Generally an increased focus on the bidding party which leaves some flexibility at project development level can be positive But selection criteria should focus on price in combination with system (grid) adaptability in order to push decentralized production For example, systems that feed in at more stable rates and avoid too many peaks should benefit (positive effect on grid upgrade) Unspecified criteria such as the innovation category in the French model are a complication with doubtful benefit The communication of qualification criteria in terms of projects and/or bidders should be communicated in a timely manner with respect to application deadlines
