3 1.0 EXECUTIVE SUMMARY The University of Kentucky s (UK s) Environmental Management Department (EMD) was assigned by Core Spaces through a cooperative agreement with UK Real Estate Services to perform a hazardous materials assessment of property located at 130 Winslow St., Lexington, Kentucky and identified as Core Spaces Site 2 or the Property. The assessment was conducted on July 17, 2017 and no presence of asbestos containing materials or lead-based paint was identified in the assessment. Therefore, no abatement or remediation of the Property for these hazardous materials is required. It should be noted that this assessment did not include an evaluation of the roofing material. The presence of mercury-containing (i.e., non-green tip) fluorescent lamps was noted as were recessed compact fluorescent bulbs that may also contain mercury. No other mercurycontaining equipment was noted and no other hazardous materials were noted. This assessment did not include an evaluation for PCB-containing window caulk. A specific assessment will be required should the determination be necessary with regards to the status of these additional materials. Given the age of the structure present at this location (i.e., after 1978) it is unlikely that fluorescent light ballasts contain PCBs. 4 2.0 INTRODUCTION The University of Kentucky s (UK s) Environmental Management Department (EMD) was assigned by Core Spaces through a cooperative agreement with UK Real Estate Services to provide specific information regarding the location and amounts of asbestos containing materials (ACM) along with lead-based paint (LBP), and mercury and PCB-containing materials (collectively referred to as hazardous materials) within the structures located at 130 Winslow Street, Lexington, KY. 2.1 Purpose The primary purpose of the assessment conducted by the EMD was to identify whether ACM, LBP and the other noted hazardous materials were present within the structure at 130 Winslow Street. Based on this assessment a final report was to be prepared documenting relevant field observations, analytical results, diagrams indicating sample locations, and estimates of the quantity of hazardous materials and their locations. 2.2 Scope of Services To meet the purpose of the assessment, the EMD addressed the following standards: 1. The inspector(s) needs to be a licensed individual(s). 2. Provide a description of the project. 3. Provide a description of the inspection and analysis' methods and findings to determine the presence or suspected presence of ACM. 4. Provide a diagram with the sample locations. 5. Provide copies of chain of custody and lab analysis reports. 6. Provide copies of asbestos licenses. 7. Provide copies of lead based paint licenses. 5 2.3 Limitations and Exceptions This report is founded on information gathered by EMD but also on information from outside sources. The conclusions provided herein are based solely on the results of this assessment and, therefore, do not constitute a legal opinion. There are no warranties or guarantees, expressed or implied, included or intended by the report, except that it was prepared in accordance with the level of care and skill exercised by professionals performing the same or similar work. Changes in the condition of the site may occur with time due to either natural processes or human activities. Therefore, the findings presented in this report are based on site conditions existing at the time of the assessment. 6 3.0 BUILDING ASSESSMENT Tommy Taylor of the EMD conducted an ACM and LBP assessment of the structure on the Property on July 31, Mr. Taylor is an EPA-approved Asbestos Management Planner, Lead Based Paint Rick Assessor and Building Inspector. Copies of these applicable certifications are provided in Appendix 1. As stated in Section 2.0, the goal of the assessment was to determine the presence or suspected presence of ACM. Such identification was to include the type and location of any ACM or LBP and other relevant hazardous materials. The sections that follow document the findings regarding ACM and LBP. No other hazardous materials were noted other than several mercury-containing fluorescent lamps and approximately 30 compact fluorescent recessed lights in the ceiling of the former dining area. 3.1 Sample Types and Locations Ten asbestos samples were collected and two lead based paint samples. The approximate location of these samples is provided on Figure 1. The types of material sampled are summarized in Table 1. Table 1. 7 3.2 Sample Results The laboratory analytical reports are provided in Appendix 2 and the ensuing data is summarized in Table 2. The data indicates that no asbestos or lead based paint was identified in any samples collected and, therefore, no abatement or remediation is necessary. This assessment did not include the roofing material or any window putty or caulking. A specific assessment would be required for those materials. Table 2.
