3 WHAT IS A RIVER BASIN DEVELOPMENT MASTER PLAN Rivers are connectors in the landscape. Investment priorities Objectives & strategy Road map for implementation, including safeguards If our river system is connected, then our planning process should also be connected. River basin planning is a process to integrate development and conservation planning into one process. Why integration? there will be trade-offs between different demands for water resources, which cannot be managed without considering the basin as one system. River basin master plans usually: Set objectives and strategies for how the basin and its resources should be developed and conserved Identify investment priorities for development and conservation of basin resources, in order to achieve these objectives. Include environmental and social safeguards to ensure implementation of planned investments is sustainable, equitable and inclusive.

4 AYEYARWADY INTEGRATED RIVER BASIN MANAGEMENT (AIRBM) PROJECT The project development objective of the AIRBM is to help Myanmar develop the Institutions and Tools needed to enable informed decision making in the management of Myanmar National Water Resources and contribute to implementation of Integrated Water Resources Management through empowerment of the National Water Resources Committee.
