2 Infrmal meeting f envirnment and transprt ministers 29 t 30 Octber 2018, Graz Graz Declaratin "Starting a new era: clean, safe and affrdable mbility fr Eurpe" The Paris Climate Agreement sets ambitius lng-term bjectives, enhances glbal cllective actin and accelerates the glbal transfrmatin t a lw-carbn and climate-resilient sciety. The Eurpean Cmmissin and the Member States have already launched several mbility packages, incentives and regulatins t prvide a clear pathway fr envirnment- and climatefriendly transprt and mbility and t wrk twards a sustainable and viable Eurpean Unin, based n the principle f cllective respnsibility. Hwever, further ambitius plicies are needed fr clean mbility and transprt in rder t achieve the ambitius bjectives f the Paris Climate Agreement and Eurpean air quality plicies and t imprve the safety, health and quality f life f Eurpean citizens in cities and regins. A hlistic transfrmatin plicy apprach is required, cmbining actins and making use f synergies, inter alia with regard t behaviural changes, sharing cncepts, clean and zer emissins vehicles and alternative fuels, digitisatin, mbility management, cleaner freight lgistics, active mbility, safe and inclusive mbility, multimdality and infrastructure fr public transprt with new attractive and affrdable mbility services and a fully integrated transprt system. T make this happen, cnsistent investments and supprtive framewrks and incentives are essential, alng with further research and innvatin. This clean mbility transfrmatin will als prvide a crucial impetus fr green ecnmic grwth while ensuring cmpetitiveness fr the Eurpean transprt and autmtive industry and creating new pprtunities fr businesses and green jbs. Brad supprt and incentives fr all relevant actrs are key elements fr securing the necessary acceptance fr this transfrmatin. In the majr upcming transfrmatins, it is essential t ensure a just transitin and t seek t strengthen wmen's emplyment and equal pprtunities fr wmen and men in this sectr. The Eurpean Cmmissin, the Member States and reginal and lcal authrities need t strengthen their effrts still further t make this green deal happen and ensure a smth transfrmatin twards lw-carbn, envirnment-friendly mbility, while als cmplying with the principles f better plicy cherence, better gvernance and partnerships as well as better financing and incentives. In this cntext, financial flws must be made cnsistent with a pathway twards lw greenhuse gas emissins and climate-resilient develpment. Plicy measures and funding must be fcused n achieving the 2030 Eurpean climate bjectives and the 2050 lng-term visin in accrdance with the Paris Climate Agreement, while als taking int accunt the 2030 agenda fr sustainable develpment. Negative rebund effects must be avided. Measures already in place must be prperly implemented, alng with new cncerted actins, partnerships and supprtive framewrks als invlving the private sectr. 2

3 The Infrmal Meeting f Envirnment and Transprt Ministers welcmes the Eurpean Cmmissin's effrts in preparing the 'Prpsal fr a strategy fr lng-term EU greenhuse gas emissins reductin in accrdance with the Paris Agreement'. In this cntext the Infrmal meeting f envirnment and transprt ministers encurages the Eurpean Cmmissin t adpt a strategic hlistic plicy apprach, including a cmprehensive strategy fr, and a pathway twards, clean, safe, accessible and affrdable mbility, and als t strengthen innvatin, cmpetitiveness and scial inclusin in Eurpe. Member States are called upn t implement the relevant existing plicies as a pririty. They, tgether with cities, regins, cmpanies and transprt actrs, shuld be encuraged and supprted t increase their effrts twards zer-emissin mbility thrugh incentives and financing instruments, which shuld be prvided inter alia at Eurpean level and thrugh a simplificatin f state aid rules. T this end, Member States acknwledge the imprtance f making use f existing financing and blending pprtunities fr clean transprt. The Cmmissin, Member States, reginal and lcal authrities and ther stakehlders shuld further develp the fllwing actins: Clean vehicles: rapid intrductin f zer-emissin vehicles and decarbnised fuel ptins Accelerating the market intrductin f lw- and zer-emissin vehicles, including the develpment f apprpriate charging infrastructure, with a view t lng-term carbn neutrality in Eurpe thrugh public prcurement, incentive systems and brad supprt prgrammes fr transprt actrs, as well as ensuring the adequate prvisin f clean and renewable energy and its related infrastructure. Funding and financial incentives at EU and natinal level shuld be used t prvide supprt fr accelerating the market intrductin f lw- and zer-emissin vehicles, infrastructure and services fr alternative fuels. Further develping emissin regulatins fr rad vehicles beynd 2030, with the aim f increasing the market uptake f lw- and zer-emissin vehicles in a way that is cmpatible with the effrts needed t meet the cmmitments under the Paris Agreement. Prmting the intrductin f electrmbility and respnding t electrificatin needs in all mdes f transprt. Further develping decarbnised sustainable fuel ptins in Eurpe and raising the share f renewable energy in transprt while strengthening security f supply and the cmpetitiveness f Eurpean industry. Evaluating the legal framewrk fr the prmtin f alternative fuels infrastructure in rder t identify if and where an update may be needed. Pursuing research and innvatin effrts thrugh the relevant current and future EU funding mechanisms, fcusing n innvative technlgies fr the decarbnisatin f the transprt sectr, including research n batteries, and cmplying with the principle f technlgy neutrality while taking int accunt life cycle analysis and well-t-wheel appraches. Implementing ec-driving as part f driving educatin schemes and launching brad campaigns fr ec-driving and sustainable cnsumer behaviur t prmte energy-saving driving styles and the purchase f lw- and zer-emissin vehicles. Strategy fr sustainable mbility management and planning Develping a Eurpean strategy fr mbility management which prvides guidance and supprt aiming at ffering sustainable mbility chices and ptins in the EU, in the Member States and at reginal, lcal and cmpany level. This strategy shuld fcus n the fllwing key elements: Strengthening the efficient and smart management f mbility needs and transprt demand t ensure inclusive access t mbility and efficient use f infrastructure and transprt systems. Making the best pssible use f the ptential f new transprt technlgies and zer-emissin vehicles by cmbining them with climate-friendly mbility services and lgistics. 3

4 Embedding digitisatin and mbility, smartly and cst-efficiently, as service appraches, and incrprating autmated vehicles int the mbility system, while ensuring transparent data-sharing practices and the incrpratin f the user's perspective. Identificatin f intelligent incentives and develpment f supprt prgrammes aimed at multimdal, clean, safe and inclusive mbility management and planning fr cities, regins, cmpanies, turism, schls and yuth. Supprting awareness-raising, sustainable mbility planning and land-use plicies t cunteract urban sprawl, and prviding incentives fr mdal shift and envirnment- and climate-friendly cnnectivity and accessibility in cities and regins. Enhancing Eurpean supprt t Member States fr the develpment f natinal mbility management strategies and prgrammes as well as facilitating the develpment f sustainable reginal and urban plans fr mbility management and mbility planning and prmting Eurpean cperatin with platfrms and partnerships such as the Eurpean Platfrm fr Mbility Management (EPOMM). Integrating mbility management int current and future Eurpean funding and financing instruments. Encuraging the evaluatin and pssible revisin f the EU's urban mbility plicy and f the guidelines related t sustainable urban mbility plans (SUMPs), whilst als taking int accunt the interlinkages with mbility management. Active mbility t prmte health and sustainability Acknwledging active human-pwered mbility (cycling, walking, etc.) as an equal mde f transprt and as an integral part f an intermdal mbility chain. Develping a Eurpean strategic and supprtive framewrk t prmte active mbility aimed at increasing the latter's share in transprt. T this end, the bjectives and recmmendatins f the 'Declaratin f Luxemburg n Cycling as a Climate Friendly Transprt Mde' and the nging wrk fr the UNECE WHO Pan-Eurpean Master Plan fr Cycling Prmtin elabrated within the Transprt, Health and Envirnment Pan- Eurpean Prgramme (THE PEP) shuld be taken int accunt. Integrating active mbility in the current and future Eurpean funding and financing schemes t enable the extensin and imprvement f infrastructure fr active mbility, including the develpment f a Trans-Eurpean Cycling Netwrk (TEC), and, in particular, t supprt Member States' prgrammes fr active mbility. This infrastructure develpment shuld cver all types f bicycles and ensure multimdal cnnectivity with public transprt and new mbility services. Prviding supprt with Eurpean instruments fr the develpment and implementatin f plans, prgrammes and prjects in the Member States n active mbility, including by prmting cnsistent data cllectin, infrmatin sharing and the disseminatin f gd practices. Including the health benefits f active mbility in infrastructure and transprt prjects and plicies, in particular incrprating active mbility int the TEN-T Guide t Cst-Benefit Analysis f Investment Prjects. In this cnnectin, the WHO Health Ecnmic Assessment Tl (HEAT) elabrated within the PEP shuld be applied. Scaling up EU-wide and natinal awareness-raising effrts n the multiple benefits f active mbility fr health, fr liveable, safe and attractive urban envirnments, and fr lcal and reginal ecnmic attractiveness. Prviding supprt fr initiatives aimed at prmting behaviural change and the creatin f safe envirnments such as cyclable and walkable streets t bradly enable active mbility fr citizens. In this cntext, the EU flagship campaign 'Eurpean Mbility Week' shuld be further strengthened and extended. Safe and inclusive mbility Taking accunt f vulnerable rad users, especially cyclists and pedestrians, fr example by creating r ensuring safe infrastructure in the cntext f the amendment f Directive 2008/96/EC n rad safety management and thrugh imprvements in the field f vehicle technlgy. 4

5 Ensuring safe and inclusive mbility, taking int accunt the Safe System Apprach and Visin Zer, by prmting training and raising awareness amng all rad users, prmting the use f active and passive safety equipment and the harmnisatin and applicatin f (new) rad safety technlgies, and using technlgical prgress thrugh netwrking and autmatin t cmpensate fr r eliminate human errr as the main cause f rad traffic accidents. Welcming the Rad Safety Strategy and wrking with the Cmmissin and all Member States t implement it. Setting cncrete and ambitius natinal targets t reduce the number f fatalities and serius injuries by 2030 and defining and implementing apprpriate key perfrmance indicatrs that are directly linked t a reductin in the number f peple killed r seriusly injured in rad accidents, and paying particular attentin t vulnerable rad users, especially cyclists and pedestrians. Prmting research initiatives that increase scientific knwledge f rad safety and strengthening financial supprt fr rad safety, inclusiveness and digitalisatin actins likely t benefit types f rad that are less safe, such as secndary rads utside the TEN-T netwrk. Multimdality and infrastructure Prmting research initiatives and funding instruments fr the implementatin f Eurpewide zer-emissin intermdal mbility chains in passenger transprt, including Eurpewide unified ticketing/passenger infrmatin systems and apprpriate lgistics and distributin systems in freight transprt, with a fcus n shifting transprt frm rad t rail and waterway, with particular regard t envirnmentally friendly intermdal slutins, especially in urban areas. Grasping the pprtunity that multimdality presents at the Eurpean level bth fr gds and passengers, ensuring the digital evlutin f ur netwrks, including the prmtin f electrnic freight transprt infrmatin, and building the ecnmic case fr sustainable alternatives t rad transprt. Acknwledging, in that framewrk, that a multimdal data layer with pen interfaces will have a key rle t play in bridging infrastructure, applicatins, services and netwrks. Prmting mdal shift frm rad t mre sustainable transprt mdes fr bth passengers and freight, and facilitating the intrductin f multimdal freight transprt slutins, including prts and terminals. Increasing the efficiency and attractiveness f rail transprt: cntinue the effrts t cmplete the TEN-T rail cre netwrk, cntinue wrk n the implementatin f a single Eurpean railway area with better interperability, in particular by remving barriers at the brders and ensuring cnsistent perating rules and a cnsistent slutin fr the perating language, strengthen and cntinue initiatives twards the prgressive digitisatin and autmatin f rail transprt, increase financing fr crss-brder rail freight and passenger transprt services f sufficient quality in Eurpean funding instruments, increase multimdality and cnnectins with ther mdes f transprt (bike parking, allwing bikes in trains, etc.). Prmting waterbrne transprt and furthering the accessibility, develpment and efficiency f inland waterways and prts. Encuraging the intrductin f multimdal slutins fr freight transprt; this helps t shift gds t sustainable means f transprt such as rail r inland waterways, including island and peripheral regins, and, in cnjunctin with suitable legal and ecnmic framewrk cnditins fr cmbined transprt, allws freight transprt t be handled mre efficiently and sustainably. The Infrmal Meeting f Envirnment and Transprt Ministers invites the Eurpean Cmmissin t build n these principles and prpsed actins and t develp and deliver the cmprehensive strategy fr, and a pathway twards sustainable, clean, safe, affrdable and inclusive mbility in Eurpe, with apprpriate packages by

6 Furthermre, the Member States and the Eurpean Cmmissin are invited t intensify their cllabratin within internatinal prcesses aimed at lw-carbn and envirnment-friendly mbility and transprt, such as the ICAO, the IMO and the UNECE/WHO Transprt Health and Envirnment Prgramme (THE PEP) and their partnerships, and t cntribute in particular t the preparatins fr the fifth pan-eurpean High-level Ministerial Meeting n Transprt, Health and Envirnment in Vienna in Octber The Infrmal Meeting f Envirnment and Transprt Ministers, in Graz in Octber 2018, marks the beginning f a new era in which all parties will wrk twards a green deal fr a new mbility in Eurpe - a clean, safe and affrdable mbility that is beneficial fr ur citizens, ur sciety, ur envirnment and ur ecnmy. 6
